MOTION OF WHICH NOTICE HAS BEEN GIVEN UNDER REGULATION 16 (5) OF THE LOCAL GOVERNMENT (MEETING PROCEDURES) REGULATIONS 2005
The motion below has been submitted directly to the Council on the basis that Alderman Zucco considers the matter to be urgent.
In accordance with the procedures for Notices of Motions, the Council must firstly ratify by resolution that the motion is urgent, before it may consider the substance of the motion.
ALDERMAN ZUCCO That a report be prepared in respect to the inclusion of a standard item in the minutes of Open Council and committee meetings, where resolutions made in the Closed portion of those meetings (including details on voting) on matters that may contain privacy/confidential issues, may be released by the General Manager at the appropriate time, subject to all relevant legal considerations being resolved or redacted prior to release, and the General Manager being delegated the authority to do so.
Rationale:
In recent times there has been a lot of discussion around the requirement for openness and transparency in Councils dealings.
The proposal will go some way to addressing this issue by putting in place a framework to enable the disclosure of decisions from closed Council and committee meetings, where this may be considered appropriate."

The General Manager reports:
That: 1 In accordance with the Notices of Motions procedures, I advise that the substance of this Notice of Motion resides within the jurisdiction of the City of Hobart as it relates specifically to decisions of the Council.
2. In accordance with the provisions of Part 2 Regulation 8(6) of the Local Government (Meeting Procedures) Regulations 2005, this supplementary matter is submitted for the consideration of the Council.
Pursuant to Regulation 8(6), I report that:
(a) an administrative error prevented the item from being listed on the agenda; (b) the matter is regarded as urgent; and (c) advice on this item is not required pursuant to Section 65 of the Act on the basis that a report is being requested.
