Sub: Empanelment of Agencies for implementation of CSR & SD activities of NHDC
Ltd.
1.0 Introduction:
1.1 NHDC Limited (A Joint Venture of NHPC Limited & Govt. of M.P.), formerly known
as Narmada Hydroelectric Development Corporation Limited, was set up on 1st
August 2000 with its Corporate Office at Bhopal. NHDC was initially entrusted with
the construction of Indira Sagar Project (1000 MW) and Omkareshwar Project (520
MW) in Narmada basin on ownership basis. Both the projects have since been
completed ahead of schedule in the FYs 2004-05 and 2007-08 respectively and
now these two projects are under operation and supplying power to the State of
Madhya Pradesh.
1.2 NHDC's authorized share capital is Rs. 3,000 crores; the net-worth is Rs. 4538.00
crores (as on 31.03.2013) and the paid up capital is Rs. 1962.58 crores. It is an
ISO 9001-2008 certified company. Presently, it is the largest hydropower producer
in the state of Madhya Pradesh.
2.0 Qualifying Criteria:
2.1 The specialized agency shall fulfil the following qualifying criteria:
(i) The Specialized agency should have successfully completed work of minimum
Rs. 15.00 Lakhs per annum for the last three financial years ending 31st
March 2013.
(ii) Recognition from the NCVT or MPCVET in case of agencies who undertake
skill development through vocational training programmes.
(iii) The Specialized agency should be registered under the Indian/ State Societies
Registration Act/ Trust Act/ Charitable and Religions Trust Act/ Section 8 of
Companies Act, 2013 for more than 3 years with no political affiliations.
(iv) The Specialized agency shall have an office at Bhopal or at any location
proposed for CSR and Sustainability Initiatives or shall furnish an under taking
to set up an office in the allocated project area within three months of
allocation of work.

(v) The specialized agency shall submit a declaration that the agency has not been black
listed by any Government Department/ Ministry/ PSU/ Municipal body.
(vi) Experience of successful completion of at least three Govt./ PSUs/ Municipality
projects in the areas mentioned in the Guidelines on CSR and Sustainability for CPSE
issued by Department of Public Enterprises and CSR listed works within the notified
provisions of the Companies Act 2013, during last three years ending last day of
month previous to the date of submission of bids.

2.2 The bidder shall furnish the following documentary proof for fulfilling minimum
qualifying criteria:
(i) Copy of complete set of Duly Audited Accounts & Auditors report by a Chartered
Accountant (s)/Firm of Chartered Accountants for last three years ending 31st
March 2013.
(ii) Notarized Copy of Recognition from the NCVT or MPCVET in case of agencies
who undertake skill development through vocational training programmes
(iii) Copy of the Registration under the Indian/ State Societies Registration Act/ Trust
Act/ Charitable and Religions Trust Act/ Section 8 of Companies Act, 2013
for more than 3 years with no political affiliations.
(iv) Address of Bhopal Office/ Declaration that in case the work is allotted an office
shall be opened at Bhopal or at any location proposed for the CSR project within
three months of allocation of work-Annexure-D.
(v) Declaration that the agency has not been black listed by any government
department/ ministry/ PSU/ municipal body- Annexure-D.
(vi) Copy of Orders & Completion certificate of at least three Govt./ PSUs/
Municipality projects in the areas mentioned in the Guidelines on CSR and
Sustainability for CPSE issued by Department of Public Enterprises and CSR
listed works within the notified provisions of the Companies Act 2013, during
last three years ending last day of month previous to the date of submission of
bids.
(vii) Copy of PAN No., Bye laws of Trust, Power in favour of Authorized Signatory of
the application of the Trust/Society.

3.0 SCOPE OF WORK:

Within the priority areas of CSR & Sustainability, the following areas of activity have
been identified:-

i. Eradicating hunger, poverty and malnutrition, promoting health care
including preventive health care and sanitation and making available safe
drinking water.

ii. Promoting education, including special education and employment
enhancing vocation skills especially among children, women, elderly, and
the differently abled and livelihood enhancement projects.

iii. Promoting gender equality, empowering women, setting up homes and
hostels for women and orphans; setting up old age homes, day care

centres and such other facilities for senior citizens and measures for
reducing inequalities faced by socially and economically backward groups.

iv. Ensuring environmental sustainability, ecological balance, protection of
flora and fauna, animal welfare, agroforestry, conservation of natural
resources and maintaining quality of soil, air and water.

v. Protection of national heritage, art and culture including restoration of
buildings and sites of historical importance and works of art; setting up
public libraries; promotion and development of traditional arts and
handicrafts.

vi. Measures for the benefit of armed forces veterans, war widows and their
dependents.

vii. Training to promote rural sports, nationally recognised sports, paralympic
sports and Olympic sports.

viii. Rural development projects.

4.0 The identified projects shall be preferably in the periphery of NHDC Projects/Office
(Indira Sagar Project and Omkareshwar Project)/ Offices (R&R office Khandwa and
Corporate office Bhopal) within the CSR Thrust Areas as listed above. CSR Projects
/sustainability activities identified shall have long-term implications to the
beneficiaries/ society, for sustainable development.

5.0 NHDC seeks proposals/Expression of Interest from reputed Special Agencies
qualifying under Clause 2.1 (iii) of Qualifying Criteria.

6.0 Expression of Interest must contain the following in the case of registered bodies/
organizations:

A cover letter
Documents fulfilling eligibility criteria as detailed in clause 2.2.
Certificate of registration with Memorandum of Articles / Trust Deed.
PAN No. of the organization/ Body.
Details of agencies/ State govt./ Central govt./ Autonomous body/ National
CSR Hub in which agency already empanelled for similar work.
Profile of your organization containing past/current similar experience.
Profile of key personnel.
Proposed proposal including details viz. proposed geographical coverage, i.e.
Location where the projects are proposed, ready base-line study for specific
project, budget estimate, NHDCs share of the cost with specific area of
responsibility, other Agencies supplementing the cost, if any, time frame, pre-
determined periodic physical and financial milestones, number of beneficiaries,
type of benefits, major results expected etc.
Accreditation/ recognition letter issued from any recognized agency/
organization/ state govt/ international agencies etc.
Details as per attached formats (Agencies whose projects/ schemes, NHDC
would support, will be shortlisted based on the information furnished).

7.0 The last date of receiving Expression of Interest application is 19.08.2014, 03:00PM.

8.0 Only those specialized agencies shall be considered for empanelment by the
Corporation, who submits the requisite documents & accept all the terms &
conditions of application unconditionally and meet the Qualifying criteria stipulated
in the application document. The decision of the Corporation shall be final and
binding in this regard.

9.0 For the successful and selected Agencies the empanelment shall remain valid for
three years from the date of empanelment and will be reviewed for renewal, if
required.
10.0 Mere empanelment does not confer right to bidders for Award of Work.

11.0 The applicant shall bear all cost associated with the preparation and submission of
its application and the Corporation will in no case be responsible or liable for these
cost, regardless of the conduct or outcome of the empanelment process.

12.0 The applicant shall arrange to receive all the letters issued by the Corporation either
personally or through his authorized representative in respect of this tender, failing
which letters will be sent by post/mail. The Corporation shall not be responsible for
non-receipt of letters by the bidders.

13.0 NHDC reserves the right to cancel/ modify the empanelment in the best interest of
the work without assigning any reasons thereof.

14.0 The empanelment are subject to change/ modifications on account of fresh
amendment/ notification/ modification as amended from time to time including
existing guidelines/ instructions by Department of Public Enterprises.
