In normal conditions of weather and sea, the area of boardingis usually
1 nautical mile N.W. of the North Pier. If not possible to board in this
area the pilot boat will guide the vessel across the bar. If weather and
sea do not allow this, vessel will be guided by VHF Channel 14 and take
the Pilot between piers.
There are 3 pilot boats, 118 m., 112 m. and 18 m. They have
black hull and white superstructure, identified with a P. All boats display
a white flag surrounded by narrow blue strip, with a black P in the
centre.
ANCHORAGES: Authorised Anchorages: The Port of Aveiro has
2 adjacent waiting anchorages, in the following areas:
Vessels loaded with non-hazardous cargoes in area between
Long. 8 50.00' W. and Long. 8 48.50' W., and Lat. 40 39.00' N. and
Lat. 40 41.50' N.
Vessels with hazardous cargoes in area between Long. 8 51.50' W.
and Long. 8 50.00' W., and Lat. 40 39.00' N. and Lat. 40 41.50' N.
Prohibited Anchorages: It is forbidden to drop anchor inside the port,
except in cases of emergency or with the permission of the Maritime
Authority.
RESTRICTIONS: Depth at bar 8.0 m. to 11.0 m. Tidal variation 3.0 m.
Vessels loaded with IMO Class 1-7 cargoes and tankers loaded with
Class 2 and 3 cargoes are restricted to entering and sailing only during
daylight. Sailing at night may be restricted depending on weather and
tidal conditions. No entry during thick fog.
MAX. SIZE: LOA and draft are regulated by Port Captains Notice
No. 01/2002.
North Terminal: Length 200 m., depth 10 m. at Chart Datum.
South Terminal: Length 150 m., depth 7 m. at Chart Datum.
Liquid Bulk Terminal: Length 110 m., depth 8 m. at Chart Datum.

VTS: Pilot office has an ARPA x-band with electronic/digital chart that
can provide shore based pilotage when required.
The port is currently developing a VTS system that will have coverage
extending to 8 nautical miles from the port entrance.

12,200 h.p. Rebogues e Transportes Maritimos: 1145 h.p. and
1400 h.p.).

DELAYS: As a tidal port, arrivals and sailings are subject to tides. Delays

DEVELOPMENTS: Dry Bulk Terminal: The terminal will have
2 specialised areas, one handling agro-bulk, having a quay frontage of
450 m. and a depth of 12.0 m. at Chart Datum, and the other handling
cement and clinker, having a quay frontage of 350 m. and a depth of
12.0 m. at CD. Total storage will be 260,000 sq.m. Completion is
scheduled for 2005.
North Quay Extension: The quay will be extended by a further 250 m.
to a total of 900 m. Completion is scheduled for mid-2003.

Ro-Ro Terminal: The terminal is to be constructed on the Eastern bank
of the future South basin of the North terminal. It will occupy an area of
138,000 sq.m. and have a quay length of 450 m. Completion is
scheduled for mid-2003.
Bulk Liquid Terminal: The terminal will handle bulk liquids at 3 berths
with a depth of 12.0 m. at CD. Completion is scheduled for 2004.
Specialised Fish Terminal: A specialist facility is to be built at Quay
No. 12 including a 160 m. shed for handling fish. Completion is
scheduled for end 2003 early 2004.
Fishing Harbour: A new harbour is to be constructed next to the current
offshore harbour. Completion is scheduled for end 2003 early 2004.

APPROACHES: Leixoes:
By day: Vessels coming from the North should take due heed of the
Orca Rock situated 130 m. beyond the Northern Quay on the parallel
41 10' 37" N. and should pass to the South of the breakwater light.
By night: Vessels approaching the port should be guided by the lights
of the breakwater and then by the lights of the lighthouse, positioned at
the heads of the North and South Moles of the Port, placing the Leca
lighthouse in the middle of them.
Entrance Channel: The width of the port entrance between the heads
of the breakwaters is 220 m.; in the foreport the channel widens to
500 m., from the entrance for 240 m. and is reduced again towards the
entrance of Dock No. 1 to 113 m. By dredging, the depths are maintained
at 10 m. The width of the entrance to Dock No. 2 is 58 m.
PILOTAGE: Pilotage is compulsory for entry and leaving, with the
exception of coastal vessels and national flag craft up to 500 g.t., coastal
and local fishing vessels and pleasure craft. Available day and night in
Leixoes, but in Oporto only between sunrise and sunset, and then
dependent upon sea conditions. Vessels must communicate their ETA
a minimum of 12 hours prior to arrival and confirm again 4 hours in
advance. Departures must be communicated 2 hours ahead between
0800 hrs. and 1930 hrs. This must be done via the Vessel Co-Ordination
Station. After 1930 hrs. communications must be announced throughthe
ports Vessel Traffic Service Station (VTS). Pilotage services are
provided by the Port Authority. The Pilotage Department works with
permanent listening watch on VHF Channel 14.

Pilot boat recognition:
By day black hull, with the letter P or Pilotos painted in white. Also
a flag may be hoisted which is white, lined in blue, and with a black
letter P in the centre.
By night a white light at the top of the mast forward and lower down
a red light.
Call-up Signals:
To call Pilot Letter G flag by day and night, firstly a beam of light
every 15 minutes followed by a night light (Morse lamp) sending a series
of short flashes for 1 minute periods. Any vessel may sound 3 longbursts
on the ships whistle or siren day or night to request a Pilot.

ANCHORAGES: Douro River:
Outside the Port: Vessels may await entry, anchoring to the North of
the alignment of the bar entrance lights of the Douro River in an area
defined by the Leca alignment beacons, and the N.E. side of the Leixoes
breakwater. In this area, the depths vary between 16 m. and 21 m.
The anchorage is not safe in certain weather conditions.
Leixoes:
Outside the Port: Vessels can await entry, anchoring outside a radius
of half a mile from the head of the breakwater to the West, and with an
Eastern limit as the Leca alignment beacons.
Anchorage is not safe during bad weather.
Inside the port: Vessels can anchor in the foreport for loading and/or
unloading.
RESTRICTIONS: Douro: Subject tide and bar conditions.
The main alignments of the bar, are as follows:
1. Tres Orelhas (a pillar with 3 battlements on the upper part, located
at Sobreiras) or Marca Nova do Mato, on the Anjo (an archway
on the Tower of S. Miguel da Cantareira).
2. Tres Orelhas by Marca Nova da Cantareira (light on iron column).
Marking of navigation channel The channel is defined by 8 buoys.

MAX. SIZE: Douro River: Permitted draft on entering the port, variable
with the state at the bar is from 18 ft. to 19 ft. (MHWS) and 16 ft. to 17 ft.
(MHWN).
The height of the tide of the port is: Average during Springtides2.30 m;
average during Neap tides 1.80 m.
At times and particularly during the months of January, February and
December, normal movement of vessels is affected by the rough sea
which in conjunction with the river current causes frequent variation, both
in the width and in the depth of the access channel, and necessitates
annual dredging in order to guarantee conditions of navigability.

Tankers: Max. depth 14.0 m. at Chart Datum.

VTS: Leixoes VTS Station: Operated by the Administration of the Ports
of the Douro and Leixoes, it is equipped with radar for control andsupport
to navigation, and has a range of 30 miles radius.
Call on VHF Channel 12.
TUGS: Normally join the vessel.
Leixoes: 4 tugs (22,400 h.p. and 22,800 h.p.). In the outer harbour
up to 700 g.t., no tug required; from 700 up to 1,800 g.t. 1 tug
compulsory. Over 1,800 g.t., 2 or more tugs required.
Douro River: As a rule service necessary on arrival/sailings. Thus they
join the vessel after passing the bar.
BERTHING: Douro River: Gaia Quay: Length 280 m. Depth 6 m. Estiva
Quay: Length 80 m. Depth 3.5 m. 5.5 m.
In addition there are private facilities of Secil (4 cement silos, total
capacity 12,000 tons) and upstream the Sardoura Quay length 160 m.,
Riguo-Lamego Quay length 180 m., Pinhau Quay with floating platform,
Pocinho Quay length 30 m. and Barca de Alua Quay comprising of a
floating platform.
Leixoes Outer Harbour: The depth of water at the entrance and in the
centre of the outer harbour is 10.0 m. at MLWS; Maximum rise of tides
3.99 m.; Minimum rise of tides 0.07 m.; Total water area 117.36 ha.;

Fishing Harbour: The harbour is located on the South side of the harbour
and has 3 quays totalling 1,890 m. with depth of 4 m. at CD.
CRANES: Leixoes: Dock No. 1: 145/94 tons on the North side and
56.2 tons and 216/40 tons on the South side.
Dock No. 2: 96.2 tons and 25/15 tons on the North side, and
131.8 tons, 212/18 tons, 96.2 tons and 212/18 tons on the South
side.
Dock No. 4: 26.2 tons and 215 tons.
South Mole: 36.2 tons.
CRUISE FACILITIES: There is a 840 sq.m. cruise terminal located at
Dock No. 1 North side. It is capable of handling up to 15,000 passengers.

Loading and unloading of cereals and their by-products are handled
at Berth No. 4. There are 215 ton cranes available. Total grain silo
storage capacity of 105,000 tons and warehousing of 15,000 tons.
Grain products can be handled at other berths.
Solid Bulk Facilities: Solid bulk, such as paving slabs and scrap metal,
are handled at Dock No. 1 South quay.
CONTAINER HANDLING FACILITIES: South Side: 540 m. of usable
quays with a depth of 12.0 m. and 110 m. of quay with a depth of 11.0 m.
The total open storage area for containers is 16 hectares. It is equipped
with a 35 ton gantry crane, 435 ton transtainers, front loadingstackers,
208 reefer points and capacity for 12,000 TEU.
Equipment used at both terminals include 2 forklifts of 25 tons capacity
and 2 container handlers with front line spreaders of 7 tons capacity for
empty containers.
North Side: 360 m. of usable quay with a depth of 10.0 m. and 145 m.
of quay with a depth of 6.0 m. Its usable open area for containers is
6.0 hectares. It is equipped with 235 ton gantry cranes, 535 ton
transtainers, 96 reefer points and capacity for 3,000 TEU.
BRIDGES: Bridge at Leixoes between Docks No. 1 and 2 opening
regularly.
STEVEDORES: Ordered by Agents according to berth and cargo.
MEDICAL: Masters to advise by radio prior to arrival if medical
attendance is required on board. Hospital facilities available.

APPROACHES: The Port of Lisbon is situated on the Tagus estuary
which is 25 km. long and between 2 km. and 14 km. wide with a highest
tidal rise of 4.4 m. At the bar which gives access to the port is a channel
with a depth of 15.5 m.
PILOTAGE: Compulsory. There are 3 meeting points to pick up the Pilot.
(A) Lat. 38 41.2' N., Long. 09 24.1' W., at Cascais Roads.
(B) Lat. 38 37.4' N., Long. 09 23.1' W., at The Fairway Buoy.
(C) Lat. 38 41.1' N., Long. 09 12.8' W., inside the river South of

The attendance of Pilots at all movements inside the River Tagus is

Tank Cleaning Station: Located at Porto Brandao; belonging to
LISNAVE. It has 2 dolphins 120 m. apart, a service platform with
5 mooring points for vessels up to 600,000 d.w.t. and depth of 12 m.
The station occupies an approximate area of 60,000 sq.m. and has
a storage capacity of 20,000 tons of oil and residue.
Cold Stores: Sociedad Continental de Alimentacao (Jardim do Tabaco)
with 2,300 cu.m.
BULK CARGO FACILITIES: Ore and Bulk Cargo Facilities: A grain silo
of 110,000 tons capacity is sited at Poco do Bispo with depth alongside
of 8.0 m. with unloading by elevator at 1,000 t.p.h., operated by
SILOPOR.
Trafaria Grain Silo, also operated by SILOPOR has a main jetty with
close water depths of 14 m. 18 m. and silos with capacity for
200,000 tons, being considered one of the largest in Europe. IntakeJetty:
1120,000 d.w.t. vessels (17.2 m. depth) on outside and
260,000 d.w.t. (13.2 m. depth) on inside. 3 unloaders, combined rate
3,000 t.p.h. (31,000 t.p.h.). Export Quay: Length 240 m. Depth 13.5 m.
Can receive vessels up to 30,000 d.w.t. Loading 2,000 t.p.h.
(4500 t.p.h.).
The Palenca Terminal for oleaginous cargo (soya oil), etc., operated
by Tagol, has a storage capacity for 100,000 tons of seed and includes
a factory for edible oil with silos of 20,000 cu.m. capacity.
A cement storage terminal operated by Secil is available at Poco do
Bispo, and, at Alhandra, another cement terminal is operated by Cimpor.
At Barreiro, iron ore is discharged for the steelworks at Seixal.
CONTAINER HANDLING FACILITIES: Container and Ro/Ro Facilities:
The Santa Apolonia Container Terminal, which is operated directly by
the Port of Lisbon Authority has 870 m. of quay length, 8.0 m. depth
alongside, 8 ha. of storage and is equipped with three Mague 35 ton
capacity container gantries. There are 7 Paceco 35 ton capacity
rubber-tyred transtainers, 9 forklift trucks (12 tons 40 tons capacity)
and 37 tractors and trailer units. Their maximum handling capacity
reaches 120,000 containers/year.
The Alcantara-Sul Container Terminal, operated by Liscont,
concessionnaire with German participation (of Eurokai, container
operator in the Port of Hamburg) counts with 630 m. of quay length,
10 m. to 13 m. depth alongside and 10 ha. of storage. This Terminal is
equipped with 245/68 ton gantry cranes.
One Roll-on/Roll-off terminal at Alcantara for ferry boats and cargo.
Ramp capacity 100 tons.
BRIDGES: Air draft under the bridge is 70.0 m. on mean sea level (Chart
Datum plus 2.2 m.).
STEVEDORES: Ordered by Agents according to berth and cargo.
Tally Clerks: The employment of tally clerks is compulsory, except at
tanker terminals, unless cargo being loaded/discharged is molasses, in
which case employment of tally clerks is also compulsory.
MEDICAL: Masters to advise by radio prior arrival if medical attendance
required on board. Hospital facilities available.
TANKERS: Shell and Petrogal berths exposed to 9 knots HWST current.
Essential to use good new mooring lines.
Cabo Ruivo Terminal: This is operated, on a concession basis, by
Soponata and has depths of 8.0 m. 11.0 m., capable of mooring
tankers up to 65,000 d.w.t. alongside its jetty.
Fuel Oil Facilities: The Port of Lisbon fuel oil installations belong to
private companies and are concentrated along both banks of the Tagus
at the following points:
Montijo, Barreiro, Porto Brandao, Porto dos Buchos.

Report: Cautionary Advice: The entrance to the River Tagus (Rio Tejo)
is fully exposed to the Atlantic Ocean, especially from the S.W., and
heavy, breaking seas are experienced at the Bar during and after
Western semi-circle gales. The worst conditions arise during
Southwesterly gales on an ebb tide. During a maximum of 30 days per
year Pilots cannot board in the normal boarding area. The channel
through the Barra Grande, the normal entrance for larger ships, is poorly
defined. The 047 leading lights Esteiro and Gibalta have little sensitivity
at the Outer Reaches of the channel and can be obscured by poor
visibility and Pilots usually use radar to identify ships position. Daymarks
using a beacon on Mama Sul in line with beacons at Caxias and at Boa
Viagem delineate the Northern and Southern extremities of the channel
only after crossing the Bar where the dredged width is only 200 m. wide
and unmarked. The flood tide sets on to Forte Bugio and Cachopo do
Sul, the ebb tide sets on the Cachopo do Norte. When approaching the
Pilot Station at Cascais from the South and when proceeding from the
Pilot Station to the entrance channel care must be taken not to be set
on to Cabeca do Pato.
The channel is dredged to 18.8 m. chart datum.
Fishing boats operate in the Outer Reaches and to seawards of the
channel in fine weather, sometimes without lights at night.
Pilotage: Pilots board from shore based pilot boats. A good lee is
required. Pilot hoists are acceptable, but if no hoists are available on
ships over 9 m. from sea level to the embark/disembark point, a
combination of the pilot ladder and accommodation ladder is required.
Attention must be paid to pilot ladders which must be in accordance
with the SOLAS regulation (17th rule).
If the weather is bad for boarding in Cascais area, the pilot boat, or
a tug with a pilot, will sometimes lead a ship through the South Channel
until S.Juliao Lighthouse, where the pilot will board the ship. Helicopter
may also be used for the operation.
Traffic Control: Port Regulations lay down certain traffic priorities and
other controls that are exercised by the Pilots.
Anchorages: The main anchorage inside the port is at the confluence
of the Samora Channel with the various channels S.E. of Lisbon, also
on the South side, West of the bridge that crosses the River Tejo.
The anchorages which are numbered are shown on the I.H. Charts
No. 46/INT1876 and 47/INT1877.
All these anchorages are good and sheltered.
Cautionary Advice: There is some silting in the river, therefore Masters
must ensure that the ships draft is no more than that advised. This silting
takes place in all the berths and piers of the North bank of the river, and
also at the Trafaria Terminal (Esso) and in the channels, piers and
terminals of Siderurgia, Quimigal, Tanquipor, Rosairinho andSeixalinho.
Swell is sometimes felt at Esso Terminal (Trafaria), Silopor (Trafaria)
and also at Liscont Container Terminal.
The water density changes from 1025 at the anchorages up to 1023
at Cabo Ruivo, and to 1002 at Alhandra and Cement Terminals.
As at all riverside berths in Lisbon, the current is strong, particularly
on the ebb tide, and special attention must be paid during the rainy
season.
BALLAST: There are no facilities for receipt of dirty ballast water, except
at the tanker cleaning station. It is strictly prohibited to discharge polluted
ballast water into the river. Vessels causing any kind of pollution are
subject to heavy fines.
DENSITY: 1025.
FRESH WATER: Usually supplied by barge unless vessel lying
alongside a pier where water provided.
FUEL: Shell, Esso, Petrogal. These companies can supply through their
own barges or alongside their private bunkering stations on pier.
CONSULS: Most countries are represented in Lisbon.
REPAIRS: There are several repair workshops. The biggest is Lisnave
Shipyard with several docks, one for vessels up to 300,000 tons and a
new dock where vessels up to 1,000,000 tons can be repaired.
REPATRIATION: No difficulties for crew changes or repatriation.

IDENTIFICATION CARDS: Crew members going ashore will need a
special yellow card issued by Agent and stamped with police visa. The
cards are supplied by Agent to be completed on board in accordance
with Crew List particulars. With these shore passes crew members may
circulate between Lisbon and Cascais, and Lisbon and Sintra.
Master and/or Owners will be fined Esc. $1,000 for any crew member
found ashore without that card. A double fine will be imposed in case
of recurrence.
Similar cards, but white, are required for passengers in transit.
GARBAGE DISPOSAL: The Port of Lisbon Authority provides a daily
service for the collection of solid waste along the quays and in the docks,
using metal containers with a capacity of 1,100 litres, together withplastic
sacks attached to appropriate receptacles. This service is providedalong
the whole of the North Bank from Matinha to Belem Dock. Contact: APL

WASTE OIL DISPOSAL: A cleaning service is provided for tankers at
Porto Brandao, capable of storing 20,000 tons of oil and waste. Contact:
ETC Maritime Terminals S.A. (Tel: 2940029) for service.
Reservoirs are available at the Belem and Bom Sucesso Pleasure
Docks for the collection of used engine oil.
Oil and Bilge Water: The removal, transportation and treatment of slops,
sludge, bilge water and contaminated bunkers is carried out by Auto-Vila
(Tel: 7576666).
SHIPMASTERS REPORT: May 1991 (Updated 1998).
Anchorage: The anchorage is said to be unsafe and have a sandy
bottom. We anchored stemming the ebb tide, using one tug made fast
on a line forward, and a second tug standing by.
Pilot advised that a second anchor must be ready for immediate
dropping, full bridge watch required and engines on short notice. Pilot
station keeps permanent watch on VHF Channel 14.
Vessel is not allowed to immobilise engine for maintenance. Theagent
confirmed that ships do frequently drag, particularly in Winter with
freshets or strong gales. On occasions tugs have to be kept fast to the
ship at all times when at anchor in bad weather conditions.
Communications: Port Control and agents monitor VHF Channel 12, and
shift to a duplex channel for working. However, out of office hours there
is only a skeleton staff and calls are often not answered as the staff are
attending vessels.
The watchmans office has a telephone with a meter and, when not
otherwise engaged, will arrange telephone calls (accepts cash).
Officials: Vessel was cleared by an inspection party consisting of the
Agent, Customs and Immigration on dropping anchor (0100 hrs.).
A Customs officer stays on board throughout the discharge but did not
ask for a cabin.
Berthing: Tagol Silo Berth: This is the first berth downstream from the
bridge on the South bank and handles mainly animal feedstuffs. This
219 m. vessel berthed starboard side to the line of dolphins, some
180 m./190 m. long, using the port anchor with 4 shackles in the water.
A total of 4 tugs were employed. The pilot required 5 headlines to shore,
2 breastlines and 2 forward springs to the dolphins and 4 long sternlines,
2 long breastlines to the shore and 2 after springs to the dolphins (a total
of 17 lines). However when the ebb tide developed it was seen that only
one after backspring was holding the vessel and so 2 forward springs
were sent out from the main deck plus an extra backspring aft to make
a total of 20 mooring lines. The ebb tide sets off the berth and lines had
to be tended frequently to keep the ship alongside the dolphins.
Access to the ship is by shore gangway from a tower and then over
a bridge to the shore. The berth has a pneumatic suction pipe at each
end and a central chain and pneumatic suction unit in the middle.
All are mobile and move along the line of the dolphins.
Non-portable stores have to be lifted onboard by the stevedores at
their convenience, a cage is provided.
Water is not available and a water barge had to be employed.
It was not possible to discharge oil sludge due to the distance offshore.
Stevedore working hours are 24 hours, 7 days a week.
Two tugs were employed on sailing in light draft.
It was said that only 2 sets of scales were fitted to the equipment.
Stores: All stores, provisions, lub oil, etc. seemed to be delivered after
1700 hrs.
Repairs: Port State Inspection: Vessel carried out engine maintenance
alongside and was inspected by a representative of the Harbour Master
to ensure that all work was completed under Port State Regulations.

PILOTAGE: The pilotage service is supplied exclusively by the
Departamento de Setubal do Instituto Nacional de Pilotagemdos Portos
which runs a permanent service.
To assure prompt attention, requests for Pilots must be made in the
following manner:
Entries: To send at least 6 hours beforehand a radiotelegram or a
radiotelephone message preferably on S.S.B./AM to Pilotos de Setubal,
giving the name of the ship, ETA and draft.
This information must be confirmed on VHF or MF 2 hours before the
ship arrives at the bar.
Departures and movement in the River: Between 0800 hrs. and
1800 hrs. on weekdays and 0800 hrs. and 1300 hrs. on Saturdays,
Sundays and holidays to communicate by telephone or on VHF with the
Estacao de Pilotos de Setubal at least one hour beforehand, giving
the name of the ship, the time and place where the Pilot is required and
the service needed.
Only in cases of emergency will requests be accepted outside these
hours.
To effect requests for Pilots, the Pilots use the following means of
communication:
VHF Listening permanently on Channel 14 being able to reply on
any of the following Channels as requested: 11, 12 and 16.
MF Listening in permanently on 2182 kHz, replying on 2132 kHz,
their working frequency. Once contact has been established ships must
change to this frequency. Communications can be made in SSB or AM
according to the equipment of the ship.

The Pilots embark by motor launch based in Setubal and wait near
the fort at Portinho da Arrabida when necessary and the weather permits.
To increase speed and safety on embarking and disembarking, ships
of more than 4,000 tons gross, when light, and those of greater capacity
in any condition, unless they have a door in the side or other modern
means for Pilots to board and leave, and if the weather permits, should
lower the gangway to about 3 m. above sea level and fix a rope-ladder
so that it stays alongside the lower platform of the gangway.
Bad weather from the South, causing breaking waves at the edge of
the shoals, sometimes prevents the pilotage service from operating.
In such conditions, ship must contact the Pilots to discover the state
of the bar and limitations imposed on the pilotage service.
ANCHORAGES: Only inside harbour with a Pilot aboard.
RESTRICTIONS: No restrictions on night entry. At low tide vessels only
up to 25 ft. draft. Max. draft 31 ft. 6 in., length/breadth no restrictions.
HEALTH: Free Pratique automatically given when ships come fromother
Portuguese port. Otherwise, Health Certificate is to be handed over to
Health Authorities during clearance procedures.
Maritime Health: This station is located next to the Commercial Dock,
Avenida de Luisa Todi 80. Apart from normal sanitary visits, observation
of sick crew members, etc., the station issues Derat Certificates to

BERTHING: All installations are along the right (North) bank of the Rio
Sado Estuary.

in hazardous and dangerous areas. Fire watchers with suitable fire
fighting equipment must be available.

TIME: GMT plus 1 hour. In Summertime (from last Sunday of March to

HOLIDAYS: The Terminal works all days except Christmas Day and
New Years Day.
SHORE LEAVE: Possible. Shore passes issued by Customs.
GARBAGE DISPOSAL: Solid waste disposal service available through
local agent. Request to be made as early as possible or on arrival to
the Ship Despatch Centre (SDC).
WASTE OIL DISPOSAL: Service available at oil and petrochemical
terminals Piers No. 2 7, 9 and 10. Ships should request the service
through the local agent as soon as possible or on arrival to the Terminal
Representative.

SAFETY: The following are some of the safety rules.
Loading and Discharging Operations:
Loading and discharging operations can be commenced only after the
Master or his Deputy fills out and signs the Safety Check List.
1. The loading or discharging of static accumulator products such as:
Gas oil, Kerosene, Jet fuel, Naphtha, Gasoline, etc., should
commence in accordance with the following scheme (a cargo plan
of the ship should be produced to the Safety Inspector who, together
with the Operations Team Supervisor, will analyse it).
Any loading or discharging shall begin at a slowflowrate (not higher
than 1 m./sec.):
(a) In case of loading, and until the ships lines are full, free from
air and water, and the product height in the tank bottom is
sufficient (between 0.6 m. and 1 m.) to prevent both air
dispersed product particles and liquid surface turbulence.
(b) In case of discharging, until the ship lines and loading arms
are full and Refinery confirms that the product is rising in the
tank.
Only after beginning in accordance with (a) or (b) above, may the
loading or discharging speeds be increased up to 5 m./sec. or to
the maximum the ship and Terminal can support, in the event that
ship/terminal cannot reach that limit.
2. Non static accumulator products (crudes, fuel oil) loading or
discharging should commence at a slow rate until:
(a) In case of discharging, the Refinery confirms that the product
is filling the tank.
(b) In case of loading, the Chief Officer confirms that product is
entering the tank or tanks in accordance with the cargo plan.
As soon as the above conditions are sustained the flow rate can
be raised to the required rate.
3. Loading or Discharging Operations Completion Pressure Surges:
The line length between Terminal and Refinery is about 8 km.
The following precautions should be taken while pumping in or off
cargoes at high flow rates:
(a) The cargo pump rate should be slowly reduced when finishing
or whenever there is a stoppage.
(b) Flow rates should change slowly by controlling the cargo
pumps r.p.m.
(c) If the flow rate reductions of loading/discharging operations
interruptions are controlled by valves they should be slowly
reduced or closed.
Usually motor-valves have an acceptable closing speed whichdoes
not cause pressure surges when flow rate reductions of
loading/discharging interruptions take place.
Simultaneous loading and deballasting operations are permitted if
a previous agreement has been settled between Master and the
cargo loader or receiver, with terminal agreement.
Ballast: Ballast in the cargo tanks cannot be pumped out into Sines
Harbour waters.
On arrival Masters must declare the ballast loaded in the cargo tanks.
Ballast will be pumped out into inland ballast tanks or will remain on
board. Port Authority Safety Inspector may request the ballast tank
measurements together with the ballast valves sealing.
The permanent ballast can be pumped out to the sea. Before pumping
the permanent ballast into the sea, the Master must be sure it is not
contaminated. Terminal Safety Inspector may require a sample of the
ballast which will be sealed in the presence of the Master or his Deputy.
Crude Oil Washing Inert Gas: Sines Port Authority gives permission
for crude oil washing (COW) during discharging. Permission to be
requested through Agent 48 hours in advance.
However, this operation can only be permitted if the ship has an inert
gas system in good working condition.
The tank atmosphere will be considered inert when the percentage of
oxygen in it is not higher than 8%. Nevertheless, during operations, the
oxygen percentage in the tanks cannot be higher than 6%.
If by any means the oxygen percentage increases to over 8% or its
evaluation is doubtful, the washing procedures should cease at once.
The washing operations also cease if there are leakages or traces of
leakages in the deck lines.
If the condition of the pipes is not satisfactory under a visual inspection
the washing is not permitted.

Transhipment: This type of operation in the Sines Harbour is subject to
the permission of the Maritime Authority and A.P.S. (Port Administration)
who will set up the conditions by which the transhipment should be
performed.
When this operation is a ship-to-ship transfer the correct functioning
of the inert gas system is compulsory.
During approaching and mooring manoeuvres, ballast, deballasting,
internal cargo transfers, bunkering, etc., are not permitted.
If there will be a gas concentration over the ships or the wind velocity
is lower than 4 knots, the transhipment will cease.
Also there will be a stopping of the transhipment and separation of
the ships if the weather conditions become unfavourable for that type
of operation.
All the applicable safety rules should be strictly followed during the
transhipment.
Gas Freeing and Cleaning of Ships Cargo Tanks: Under previous
permission of A.P.S. and the Maritime Authority, gas freeingandcleaning
can be performed by a ship at anchor.
With bad weather threatening or wind velocity lower than 4 knots these
operations should cease.
Cleaning of tanks alongside is possible for ships equipped with inert
gas system and fixed washing systems.
Entry of persons inside cargo tanks for cleaning or drying operations
not permitted whilst vessel alongside.
LPG tankers can inert tanks on Piers No. 9 or 10. The owner should
contact Neste Chemicals, S.A., to agree to the operation.
Bad Weather: When there is bad weather threatening, all operations
must cease, the tank lids must be closed and secured and the loading
arms disconnected. In the case of bad weather, when it is likely the ship
will exceed the safety limits of the loading arms, all operations should
be brought to a stop.
Masters are requested to strictly follow the Operations Team
Supervisor and/or the Terminal Safety Representative instructions.
Even with surplus mooring lines, there will still be a threat to the ship
and/or the Port, and vessel must prepare to unberth.
In the case of a thunderstorm threatening from windward about 5 km.
away the operations should cease and tank lids be closed.
Undertow: The Port of Sines, as with any other open port, is subject
to the undertow effects. The phenomenon is due to waves which may
have their source either in the North or South hemispheres.
At Sines the undertow effects showup between November andMarch.
During that period the Masters must be more concerned about their
ships mooring. If necessary and taking into account the weather forecast
for the laytime, Masters will be supplied with special safety instructions.
Foodstuff, Lubricants or Spares: Foodstuff, lubricants or spares can be
shipped aft if permission is granted by A.P.S. and the Maritime Authority,
after ascertaining that there are no operations on board, that involve
tank lids opening or zones with gas concentrations (next to the pump
house, blowers, etc.).
With ship alongside, shipping of foodstuff and spares can be done
over the quay when the packages can easily be carried by hand.
Metallic objects or steel banded packages should be handled with
care to avoid direct contact with the steel deck plate.
A ship with an inert gas system can receive heavy packages for
shipping at the stern while loading, discharging or ballasting. If there is
no inert system in the ship, packages to be loaded must be held until
after loading.
Shipping of foodstuff, spares, etc., whether the ship is alongside or
anchored can only be made with permission of A.P.S. and the Maritime
Authority.
Watchmen and Crew: Master must maintain permanently on duty,
sufficient number of qualified members of the crew to ensure the
execution of manoeuvres, operations, to face an emergency and stand
guard at the gangway.
Visitors: Persons who are not crew such as family, visitors, technicians,
etc., must carry a special permit issued by the ships Agents.
Permits issued by the Port Safety Authority are to be used for
circulation in the Terminal premises only.
Visitors on board are the Masters responsibility.
During loading, discharging or ballasting operations visitors are not
allowed to stay on the forecastle or amidship, especially women and
children.
Crew Identification and Circulation in the Terminal: Crew are requested
to keep with themtheir IDs (especially the yellowpass given by Customs)
which must be shown on request to any Terminal Officials.
Crew and visitors are not permitted to walk around the Terminal Zone
and when in it Safety Rules in force should be strictly followed.
Mooring Lay Time: The ship is not permitted alongside more than
2 hours after operations are completed.
GENERAL: The anchorages are provisional. No difficulties arise in
Summer. In Winter, the decision to anchor is at the option of the Master.
It is recommended that in the event of bad weather, anchorage be
suspended and that vessels should heave to off the coast.

Bond not sealed. Shore passes are issued by Customs/Immigration
and have to be returned before departure.
Approaches: The approaches are visually identified and on the radar.
Anchorage: Small vessels anchor under the direction of Port Control in
approximate position Lat. 37 56.5' N., Long. 08 52.2' W. between the
Petro Chemical Terminal and the new Coal Harbour breakwater. The
anchorage is relatively sheltered.
In fine weather the Pilot boards off the Molhe Oeste Buoy and in bad
weather inside the main breakwater. The Pilot boards from a pilot boat
and is available throughout 24 hours for berthing and unberthing. Pilot
may be contacted on VHF Channels 16 and 12.
The Pilot reports that berthing is undertaken in most weather
conditions.
Tugs: 5 2,400 h.p. stationed at the port. A minimumof 1 tug is required
for all vessels and it is too large and too powerful for handling small
vessels.
Berthing: Vessel berthed at the Petro Chemical Terminal (B.A. Chart
No. 3276).
The depth at both berths was approximately 12.0 m. but the pilot
reports maximum draft normally allowed is 10.0 m.
For ethylene loading and discharging, Berth No. 10 on the East side
is used. Vessel berths head out, starboard side to.
For propylene and C4 discharge, Berth No. 9 on the West side is
used. Vessel berths head out, port side to.
It is possible to berth head in if this is required for manifoldconnections.
The concrete quay is very high and has large fenders.
There is a swell running in the harbour even when conditions are calm
in Winter time.
Tidal range is approximately 2.5 m.
Berthing and unberthing undertaken throughout 24 hours. Moorings
consisted of 2 head/stern lines, 2 breast lines and 2 springs at each
end. These were secured on to hooks.
2 mooring boats are provided. Shore gangway provided.
Cargo: Berth No. 10: Vessel loaded ethylene. The liquid and vapour
arms are 8 in. 150 ASA.
We loaded at a rate of approximately 100 tonnes per hour with two
plants. Manifold temperature 99C.
The charterers were concerned at the temperature due to discharge
port temperature requirements and only 20 hours steaming. Just before
completion of loading the shore agreed to connect the vapour arm and
we loaded an extra 20 tonnes to take account for a vapour return. Two
plants are required and shore compressor drew from manifold.
It took 8 hours to return 20 tonnes and reduce temperaturefrom99C
to 101.9C.
Bill of Lading figures are calculated using the weight of Air not Vacuum.
Shore personnel connect and disconnect arms.
Berth No. 9: Vessels discharge propylene (Refrigerated storage).
Shore requested maximum of 3 pumps which gave discharge rate of
150 tonnes per hour.
The Terminal like the product very cold. Ours being at 48C created
no difficulties. However some ships arrive with the product at around
40C and this can cause difficulties.
The liquid arm is 8 in. No vapour return line. It was not used due to
product contamination.
It was requested that we berthed starboard side to in order to connect
to our extended starboard manifold but this was not satisfactory as the
Chicksan arm was too close to the catwalk, so we had to shift around
and berth port side to.
Shore tank pressure maximum 90 mbs.
Shore nitrogen is used to purge the Chicksan arm upon completion.
They do not allow a vessel to hot gas purge ashore.
Bureau Veritas Cargo Surveyor attended.
Fresh Water: Fresh water is available from the quay at a good rate and
is metered. The waterman supplies shore hoses.
Stores: It was difficult to store at both berths as the lorry can only proceed
to the car park which is about 100 m. from the ship. From there a hand
truck is to be used and there is no shore crane.
General: Personnel are not allowed to walk through the Terminal. The
use of transport is compulsory and this is arranged through the agent.
The new Coal Harbour to the East of the oil port is very conspicuous.
The breakwater is completed and has navigational lights: Fl. G. 6 sec.
on the N.W. head; Fl. Y. 6 sec. on the S.E. head, and Fl. R. 4.5 sec. on
fishing harbour breakwater. Breakwater leisure harbour Fl. G. 4 sec.
Berth construction is finished and operations start in 1992.
