An active problem solver and strategist, Maquita enables Yu Ying
to utilize the flexibility of the charter school structure to maximize
the benefits of immersion education. With over 20 years of public
education experience, Maquita brings a wealth of knowledge to
Washington Yu Ying PCS as Head of School. Beyond her normal
responsibilities, Maquita integrates the values she promotes at Yu
Ying into her everyday life. Whether shes traveling to China to find
potential sister school partnerships or immersing herself in local,
national and global education conferences, Maquita is continuously
looking for innovative ways to evolve the learning curriculum and
student experience at Yu Ying. As a non-native Chinese speaker,
shes also hoping to soon become fully bilingual in Chinese. For
now though, she loves the chance to shape the future by nurtur-
ing open-minded, global citizens that celebrate diversity.

Dear friends,
The 2012-2013 school year brought exciting growth and new opportunities to Yu Ying.
In April of 2013, we gained full authorization as an International Baccalaureate school bringing an international accreditation
to our curriculum and validating Yu Yings rigorous global approach to education.
Our enrollment increased by almost 20%, presenting challenges and incredible opportunities to provide more DC children
with a world-class, uniquely Yu Ying education. For the second year in a row, the District of Columbia Public Charter School
Board awarded Yu Ying a Tier 1 designation which recognizes our students remarkable academic performance and test score
achievements. We could not be prouder of our students success in our classrooms.
And while these accolades are important to us, the smiles that each of our students arrive with each morning are what
matter most to us. From the student who wrote her first mystery novella in Chinese to the first-grader who cannot wait to
learn more about dinosaursthese are our greatest achievements. This is why we do what we do.
As we have grown, it has become evident to us that Yu Ying really is more than a school. It is a community where our
diversity is key to our success, where the sustainability of our community matters, and where our teachers and parents are
collaborators. Together we are raising the next generation of culturally fluent and well-rounded global citizens.

Who We Are
Washington Yu Ying Public Charter School provides a
world-class education for elementary school students in
our nations capital. The first public school in Washington,
DC to offer Chinese language immersion, Yu Ying
combines language immersion with the inquiry-based
curricula of the International Baccalaureate Organization.

Each year Washington City Paper polls DC locals to find the
cream of crop in over 300 different categories. In 2013, Yu
Ying was recognized as the Best Elementary School out of

Dual Chinese-English
Language Immersion
Yu Ying creates global citizens through a dual English and
Chinese language and culture immersion. Through an alternat-
ing day model, students receive equal instruction in Chinese
and English in all core subjects. This proven approach allows
students to gain a deep understanding of the Chinese and
English languages on a parallel track with content and academic
subject mastery. Whether its writing mystery novellas in
Chinese or presenting science projects in both languages, Yu
Ying students are constantly working towards fluency while
setting a framework for continued academic success.

IB Framework
The International Baccalaureate (IB) is an
international framework that is designed to
develop the intellectual, personal, emotion and
social skills of young people to help them live,
learn, and work in a rapidly globalizing world.
By focusing on building a framework for future
academic success, IB sparks interest and curi-
osity by adapting to individual learning needs. In
April 2013, Yu Ying was recognized as an IB World
School after a rigorous authorization process.
This recognition positions Yu Ying as a premier
education experience under an internationally
recognized pedagogy.

Chinese Culture Immersion
Fostering a global perspective and a connection to Chinese culture
enables the Yu Ying community to create a Chinese cultural experi-
ence in DC. Each year the Yu Ying community celebrates the Chinese
New Year and the Moon Festival, in addition to other Chinese holidays.
Beyond special treats like Tangyuan (rice balls), moon cakes and events
like Lion Dance performances, important Chinese cultural moments are
integrated into the curriculum giving studentsand parentsan
opportunity to develop new cultural competencies.
Recognizing the need to directly experience culture to gain true under-
standing, Yu Ying held its first annual 5th grade trip to China in 2013.
During this two-week excursion, students traveled to Beijing, Shanghai
and Xian, where they studied alongside students in local schools,
visited landmarks theyd only seen in pictures and developed a tangible
sense of what Chinese culture is really like. This trip is much anticipated
and a cornerstone of the Chinese cultural immersion programs at Yu
Ying. As our school grows, so does our hope for expanded opportunities
for hands-on learning experiences in China.

After completing an intensive authorization process, Yu Ying
became an International Baccalaureate (IB) World School in
2013. This authorization ensures that Yu Ying is prepared to
successfully implement the rigorous IB curriculum. As an IB
World School, Yu Ying has access to a sophisticated learning
community that provides international benchmarking, ongo-
ing professional development opportunities for faculty and
staff, and a variety of regional and global networking oppor-
tunities.

Fostering student diversity is more than a goal for Yu Ying; its at the core of
everything we do. We believe the greatest gift we can give our students is a
world-view that takes them outside of the day to day and pushes them to ask
questions to better understand the world around them. Our students come from
all over DC, from different families with different backgrounds and we believe that,
while it is a challenge, it is also our greatest asset. In fact, based on DC Public
Charter School Board data, Yu Ying is the second most racially diverse charter
school in DC. To ensure a diverse student population, Yu Ying has an annual lot-
tery to admit new students. Yu Ying students and their families never pay tuition;
there are no admission tests and admission is open to any student in the District
of Columbia. Yu Ying embraces all.

Yu Ying is committed to providing an educational environment
that supports both the wellness of the students and the health
of the planet. The U.S. Department of Educations Healthy Green
School award recognizes schools that make efforts to reduce
their ecological footprint and improve the overall health and well-
ness of all staff and students.
By incorporating health, wellness and sustainability practices
into everything that the Yu Ying community does, students are
encouraged to make healthy and informed decisions for them-
selves and the world around them. As a junk food and nut-free

school, Yu Ying faculty, students and families commit to healthy
eating and aim for 45 minutes of daily exercise. Yu Ying makes
this easy by offering healthy meals and a wide-range of after-
care activities, including martial arts, gardening, and soccer,
among others.
As a part of Yu Yings sustainability initiative, faculty and
students use earth-friendly school supplies and cleaning prod-
ucts and participate in local cleanup efforts such as picking up
trash and runoff irrigation projects. In addition to school-wide
efforts, students participate in social action projects as a part
of their Sustainability and Service course held for a half-day
every Friday. By volunteering across the local community,
students learn the importance of civic engagement and being
good stewards of natural resources.

gain insights by attending national conferences, taking advan-
tage of International Baccalaureates extensive professional
network, and working closely with parents to meet the needs of

Expanding
Communications
Capabilities
In 2013 Yu Ying started a multi-year process to
develop a comprehensive parent communication
strategy. Yu Ying started this initiative by survey-
ing parents and scheduling parent meetings with
administrators. Based on the feedback, Yu Ying
began offering homework resources for non-Chi-
nese speaking parents, introduced a number of
social media platforms, and began a back-and-forth
dialogue between faculty, administrators and
parents. As a language immersion school, Yu Ying
fully recognizes that strong communication is criti-
cal to the community and is committed to growing
its communication capabilities to adapt to the
changing needs of teachers and parents.

Cheri came to Yu Ying as a tenured Government Accountability Of-
fice (GAO) professional with nearly 15 years of experience in budget
analysis and operational effectiveness. She was initially drawn to
Yu Ying because it was a small school making big strides in DC
public school education. As the COO of Yu Ying, Cheri goes above
and beyond to spend time with students whether shes leading a
nature walk or teaching students how to garden.

Pearl came to Yu Ying as a tenured dual-immersion educator with
teaching experience in both China and the US. Pearl was initially
interested in Yu Ying because of the unique growth and devel-
opment opportunity it offered faculty and staff. Now as a part
of Yu Ying, Pearl admits that its the community of parents, staff
and teachers that give her day-to-day activities meaning. As the
Chinese Curriculum Coordinator, Pearl brings Yu Yings immersion
program to life by managing the training and development of all
Chinese language staff.

Introduced to Yu Ying by a co-founder and colleague, Rachel became fascinated
with Yu Yings special education program. This intrigue led her to her first role
at Yu Ying as a Learning Support Teacher. As Yu Yings Assistant Principal, Rachel
is responsible for juggling student records and managing academic, attendance
and disciplinary issues.

Co-founder, Amy Quinn, couldnt imagine not having the opportunity to work
within the model or missing the growth and development of Yu Ying over the
years. With almost 30 years of experience in elementary education, Amy
advocated for adaptive learning while co-founding Yu Ying. As Yu Yings IB
Coordinator, Amy ensures this teaching method continues to be implemented
and delivered successfully.

Alana Chill began her educational career at Yu Ying as a special education
teacher. She transitioned to the role of Assessment and Learning Support
Coordinator for the 2012-2013 school year. In her current role, Alana oversees
the assessment program and special education team at Yu Ying.

Yu Ying knows that their students success is intrinsically tied to the
success of Yu Ying teachers. As one of the only IB PYP Chinese immer-
sion charter schools, Yu Ying provides a unique learning experience
that extends far beyond the standard elementary curricula.
Yu Yings alternating day model provides an opportunity for Lead
Teachers, in both English and Chinese classrooms, to form a unique
bond and working relationship where they are in lock step on each
students need and goals for the day. This teacher relationship and
structure is the foundation for the dual language immersion program.
It provides a customized and coordinated education to each class
and student in two languages. Yu Ying teachers have a tight-knit
support group to share best practices and materials, troubleshoot
and plan across grades. Additionally, each grade-level holds formal
teacher planning meetings to ensure consistency and quality across
classrooms of the same grade.
Yu Ying provides ongoing support and training for all teachers that
focuses on continuing education and development. Each teacher re-
ceives support from the administrative team to help refine individual
teaching styles to best meet the needs of the classroom.

Parents are the driving force behind some
of Yu Yings most celebrated activities like
the Annual Gala and fundraising for the 5th
Grade Trip to China but parents also are
the engines of the students day-to-day
successes. Whether helping with homework,
breaking a sweat at the Faculty-Parent
soccer game or chaperoning kids in a for-
eign country, Yu Ying parents are enriching
not only their childs education but also the
experience of all Yu Ying students. To learn

The 2012-2013 school year was a banner year for all District of Columbia
Public Charter Schools as students scored higher than ever before on
DC-CAS standardized tests and scored well above the national state
average. With significant progress in special needs and minority
students test results, DC Public Charter School Board (DC PCSB) helped
to close the statewide achievement gap.

Yu Ying maintained its Tier 1 status for a second consecutive year
in 2012-2013. Tier 1 status is granted by the DC PCSB to top-perform-
ing schools and is based on the DC PCSB Performance Management
Framework (PMF), a combination of standardized test results and
other leading indicators. Yu Yings 2012-2013 test results showcase the
schools competitive education program on a local, state and nation-
wide scale. This is a huge accomplishment considering that in the last
two years, DC and Tennessee were the only states to increase their
NAEP (National Assessment of Educational Progress) scores across
grade levels and subjects. Yu Ying further differentiated itself with one
of the highest math scores for students with disabilities.
Additional positive indicators of academic achievement Yu Ying dem-
onstrates include the highest attendance rate for the 2012-2013 school
year at 96% and the lowest unexcused absences. These scores show
that Yu Ying students are leading academic achievement in the District
of Columbia, all while learning a second language.

FUTURE PLANS
DC International School
Yu Ying is working with four other local immersion schools to open the DC
International School (DCI) in time for the 2014-2015 school year. In addition
to French and Spanish, DCI will be one of the few multilingual immersion
programs in DC that offers Mandarin at the middle school and high school
level. Attending DCI will give students the opportunity to work towards the
universally recognized International Baccalaureate diploma in addition to
their high school diploma.
Full Immersion Pre-K 3
In the fall of 2014, Yu Ying plans to open the first Mandarin-immersion Pre-K
3 in DC. This program will cultivate young students unique ability to learn
languages in their early childhood which will allow them to learn Mandarin
as a native speaker would. To ensure proper instruction in this rigorous
learning environment, all pre-K 3 classes will be staffed with a lead and
assistant teacher. The Pre-K 3 will follow the full-immersion model of Yu
Yings current Pre-K 4 classrooms. The program will start small but plans
to increase the number of enrolled Pre-K students over time. As always,
families living in DC can enroll their children at Yu Yings new preschool
program free of charge via the entrance lottery.

Smaller Class Sizes
With significant growth each year
since its founding, Yu Ying has contin-
uously adapted its teaching methods
to accommodate a growing student
population. With the expectation of even
more students next year, Yu Ying plans
to construct more classrooms and small
group spaces to maintain small class
sizes for future years. After beginning
with larger class sizes, Yu Ying admin-
istrators deemed the small class size
model as an essential piece of Yu Yings
academic success. In addition to future
plans of building more classrooms, Yu
Ying has worked to reduce the average
class size from 25 students per room, to
where it stands today at approximately
17 students per room.

FINANCES
Yu Ying continues to forecast, plan and budget
efficiently which permits Yu Yings financial flexibility
and stability while ensuring that no disruption in
funding, government or otherwise, will jeopardize
the education of its students. The financial goals
include long-term planning such as paying down its
debt from the purchase of its campus and growing
its base of financial support. All of these efforts are
in order to provide the Yu Ying students with world-
class education they deserve and should expect.

FACILITIES
Yu Yings campus provides space for a comprehensive
education that focuses on the development of the whole
student. Sitting on three acres of land, the campus features
a 40,000-square foot building that is fully equipped with
an art room, library, playground, multi-purpose room, and
performing arts space. The campus provides a wealth of
opportunities for Yu Yings students and has plenty of room
for learners to grow, explore, and (of course) play!
In building the campus two years ago, Yu Ying refurbished
an existing building from 1902 using renewable materials
and energy efficient renovations wherever possible. In
addition to renovating the 1902 building, Yu Ying opened the
Founders Forest, an outdoor nature center, which pro-
vides exploratory opportunities to nurture students innate
curiosity about the world around them while mastering core
academic concepts related to sustainability and environ-
mentalism.
