Introduction
Please take a few minutes to review this handbook. It will assist you in receiving all benefits to which you are entitled. The information in this handbook is based upon, but does not replace, Alaska Statute (23.20) and Title 8, Chapter 85, (8 AAC 85) of the Alaska Administrative Code.
5 Eligibility Requirements
Ready and Able to Work Registration for Work Quit, Fired, Refused Work Attending School or Training
You must comply with the requirements outlined in this handbook in order to be eligible for UI benefits!
Benefit Year
A benefit year is the 52 weeks following the effective date of your claim. The effective date of your claim is the Sunday preceding the day you file your claim.
Amount of Benefits
Your weekly benefit amount is determined by the wages you were paid in the first four of the five completed calendar quarters before filing your claim. The maximum amount in Alaska is $248. The minimum is $44. The number of weeks you can receive benefits is calculated according to the distribution of wages paid in the base period.

Dependents Allowance
You may be eligible to receive an additional allowance of $24 per week per child, for up to three children. A dependent is your unmarried child, stepchild, legally adopted child or courtappointed legal ward. Your dependent must be under the age of 18, unless they have a longterm disability. A dependent must reside with you or you must certify that you provided more than 50% of the
dependents support over the past 12 months. If you certify to providing over 50% support, you may be required to provide proof. You can add a dependent any time during your benefit year before your regular benefits exhaust. To add a dependent, call your UI Call Center promptly.

Eligibility Requirements
Ready and Able to Work
You must be able to work. You are able to work when you are physically and mentally able to work full time. If you become unable to work due to a medical condition while receiving benefits, you may be eligible to receive a waiver of availability for up to six weeks. You must be available for and willing to immediately accept suitable full time work. Employers and Employment Security Division offices must be
able to call you. You must have transportation (car, bus, etc.) and child care available. You are not considered available for full time work if incarcerated. Suitable work means: Work in your occupation that meets the prevailing wage and working conditions for your locality. You are expected to be more flexible in your search for work the longer you are unemployed and to seek other work even if the pay is less than you made in your last job. You may be disqualified if the wages and/or type of work you are seeking are not realistic in your labor market area.

Wages
Wages are any kind of payment you receive for the work you do, including room and board, goods, barter, tips, stipend, per diem, COLA, or payment for jury duty. You must report your gross wages earned each week, Sunday through Saturday, whether or not you have actually been paid. Report the amount earned before any deductions are taken out (your gross pay). Report the employers name and address, dates and number of hours worked per week, and your employment status. (See pg. 18 How to figure gross wage on VICTOR.) When called to active duty, National Guard members must report encampments and wages earned. Weekend drills do not have to be reported.
If you are cyclically employed, such as working one week on and one week off, you may not be considered to be unemployed during your scheduled time off.
Travel/Relocate
You are in travel status anytime your travel makes you less accessible to the labor market in your area of residence. You may be eligible while traveling if: 1. You travel in search of work, provided you make a reasonable effort to find work, which includes documented in-person work searches each week. 2. You travel for up to two days in a work week for personal reasons if you dont miss work. 3. You travel to accept an offer of work beginning within 14 days of your departure if your travel does not exceed seven days. 4. You travel to your home following discharge from the armed services if the travel is completed within seven days of the day you leave. 5. You were paid unemployment insurance benefits the week prior to your travel, and you travel: a. to obtain medical services that are not available where you live, on the advice of a health care provider for yourself, or to accompany a spouse or dependent(s). b. to attend the funeral of immediate family members up to seven days.
Excess Earnings
If you have gross wages equal to or more than 1 1/3 times your weekly benefit amount, plus $50, you will not receive a benefit check for that week. To find out your excess earnings amount, call VICTOR or use your monetary determination to calculate.

UI Crossmatch
Crossmatch compares the benefits paid to you with employers reports of earnings. This process discovers errors in reported earnings which may result in repayment of benefits and penalties. This is also done for persons who may have worked in other states. If you report earnings incorrectly, you must repay benefits and pay penalties.
You must notify us when your address changes. The U.S. Postal Service does not forward UI mail.
APPEAL RIGHTS
You may appeal any written determination that denies or restricts your benefits. To appeal, phone, fax, or mail your request to your UI Call Center or an appeals office within 30 days. The appeals office will schedule a hearing and mail a notice to you. After the hearing you will receive a decision. If you disagree with the decision, you have the right to further appeal. File your biweekly claims throughout the appeal process. If the decision goes in your favor, claims which were not filed timely cannot be paid.
Overpayment of Benefits
Repayment
You are entitled only to benefits for which you are eligible. You must repay all benefits that are overpaid even if you were paid in error. Overpayments are legally enforceable debts. Payment arrangement can be made by contacting Benefit Payment Control in Juneau. (See page 28.)
Fraud
Alaska law provides severe penalties for attempting to collect benefits to which you are not entitled. For UI purposes, fraud is knowingly making a false statement, misrepresenting a material fact, or withholding information to obtain benefits. You will be required to repay the benefits, and may also have to pay a penalty that is equal to 50% of the benefits that were paid to you as a result of the misrepresentation. Additionally, present and future benefits may be withheld. All fraud cases are subject to criminal prosecution, fines and imprisonment.

Under federal requirements, your claim may be randomly selected at any time for an audit to make sure that all payments or denial of benefits

Federal Employees
If you were a civilian employee for the federal government, wages from federal civilian work are requested from your employer at the time you establish a claim. Temporary wages may be added to your claim if you provide proof of earnings to your UI Call Center. When wage information is received from your federal employer, you will receive a monetary redetermination.
We will mail you EB instructions when it is time to file for extended benefits. If you receive a notice of EB monetary entitlement but not the EB instructions, call your UI Call Center. If you live outside Alaska in a state not paying EB, you are limited to two weeks of extended benefits. You may be required to report your work search each week you claim.

number. This is your Personal Identification Number (PIN). This is a number of your choice; you make it up. Once you set up your PIN, it is in effect until you change it, even if you start another new claim later. Your PIN protects you from another persons filing on your claim or obtaining information about your claim. You are responsible for payments made using your PIN. Your PIN is an electronic signature and has the same legal authority as your signature on a paper document. Do NOT give your PIN to anyone. Whenever you use VICTOR you are required to enter your Social Security Number and your PIN. Before calling VICTOR to file for benefits... ...please have the following information available: Your Social Security Number Your self-chosen PIN Dates of any travel during the week(s) claimed The gross amount and employer name for any holiday, vacation, retirement, severance and bonus payments you received during the week you are claiming. When to call

and end Saturday. Call VICTOR within seven days after the last Saturday of your two-week claim period. Weeks for which you file late may be disqualified. To determine the first two weeks to claim and when to call VICTOR, see the calendar below. On the calendar, the benefit year begins on the date marked X. You can find the beginning date of your benefit year on your monetary determination. The first two weeks to claim are Weeks 1 and 2. The call-in period to claim Weeks 1 and 2 is shaded (Week 3). Call VICTOR during Week 3 of your benefit year and every two weeks after that.

Select YES if you traveled or moved, or moved to a different town. If you traveled, you will be asked the date you left and the date you returned home. (See page 9 for definition of travel.) If you traveled to accept work, you will be asked for the date you left and the date your work started.

Keep track of the weeks you claim, the dates you call, payments you receive, and the balance, on the chart on the back of this book. You will not be reminded of your next filing period.
If you move or change your mailing address you must call the UI Call Center. New work registration rules may apply.

When entering hours, VICTOR will not accept a # sign without a preceding number. You will be asked about your work status, including any job separation during the week. Your options will be: 1. Working full-time and scheduled to work fulltime the following week. 2. Working on call or part-time. 3. You were laid off due to lack of work. 4. You were fired. 5. You quit. You may be sent to a voice message system to speak your employers name, address and phone number.

VICTOR Wrap-Up
You will be asked to certify that you told the truth. You are responsible for the answers you provide and you can be penalized under the law for withholding or willfully giving incorrect information. If you hang up before VICTOR tells you your claim was accepted, your answers will not be recorded, nor will your claim be processed. You will have to call again to file for benefits.
If you report less money than you earned, you will have to repay the benefits and may be subject to fraud penalties.

VICTOR - Messages
If your answers to one or more questions indicate that you have not met the eligibility requirement, VICTOR will instruct you to call your UI Call Center. If instructed to call, do so within seven days. You will be denied benefits if you do not call.

To sign up, call VICTOR and select menu option 3. You will need to have ready: 1.) Your nine-digit bank routing number 2.) Your bank account number, including zeros. If your bank account number includes hyphens or letters, call the UI Call Center. In this case you cannot use VICTOR to establish direct deposit. The bank routing number is the first nine digits in the lower left-hand corner of a check. The second set of digits is the account number. Use a check or call your bank to obtain this information. Do not use a deposit slip. If you deposit to a savings account, get the numbers from your bank.
If you are filing for Extended Benefits and are required to report at least one work search call for each week claimed, you will be asked question number 7. If you did not make a work search, or for exceptions to making work searches, see page 13.

DIRECT DEPOSIT
Direct deposit is the electronic transfer of your UI payment into your bank account. It is a fast and

account three business days after transfer. You can use VICTOR to find out when a payment was sent. Your bank will provide a record of UI deposits made to your account on your monthly statements. Use the chart in the back of this handbook to keep track of your payments. Deposits may be sent to almost any bank, credit union, or savings and loan located in the United States. Deposits may not be made to banks in Canada or Puerto Rico. If ESD is unable to successfully deposit to your bank account, the division will issue a paper check. Please keep ESD informed of your current mailing address.
Important Notice: The UI programs liability for your benefits ends once the money has been deposited into your account, even if it is a joint account.
