Within the Philippine lT-BPM industry, contact center comprises the largest sector, representing 64 percent of the industry's direct employment and over 67 percent of total revenue 1 . According to lBPAP in 2012, the Philippines remains one of the world's destinations of choice for lT-BPM because of its advantages with talent pool and work force, cost competitiveness, infrastructure, government support, and a proven track record 2 . The Philippines features an educated talent pool and remains the third largest English-speaking country, with a 93% literacy rate and over 500,000 graduates annually. The Filipino people are also reputed for their service culture, loyalty and adaptability, characterizing a workforce that can address the demands of the rapidly growing lT-BPM industry. Everest, in their 2013 study "Healthcare BPO is a 'Hidden Jewel' for the Philippines Global Services Industry cites that legislative changes and the increasing need for technological solutions in healthcare are driving the demand for healthcare BPM services. These markets have recently enacted legislative measures leading to the expansion of health insurance for citizens, while digitization and standardization of medical records and billing information are also requiring the support of BPM 4 . According to HlMOAP, these trends are affecting patients and healthcare organizations, third-party offshore outsourcing companies, and insurance, legal, and fnancial entities 5 . Held in November 2012 and themed "Taking Healthcare Outsourcing Services to New Heights," the congress served as a venue for discussions on the HlM industry's growth, opportunities for business and employment, technological developments, and best practices, among others. For the lT-BPM industry as a whole, DOST-lCTO provides key support through programs dealing in industry development, human resource development, countryside development, research, and marketing. PARTNERSHIP WITH TESDA A highly skilled and employable talent pool remains at the heart of the Philippine HlM industry's success. ln partnership with the Philippine government agency Technical Education and Skills Development Authority (TESDAj, which handles management and supervision of technical education and skills development in the Philippines, HlMOAP has made great strides in cultivating increasing numbers of capable and competent HlM professionals through various development programs and special projects. HlMOAP and TESDA further talent development and mobilization through remedial training for applicants to the HlM industry throughout the Philippines, funded by the national government.
