Odisha Flood Alert- July 22, 2009

The State heaved a sigh of relief on Tuesday as the low pressure that had pressed the panic button
weakened.
The State Government also issued a Press release stating that there would not be flood in the Mahanadi
catchments.
“The water levels in major rivers are below the danger marks,” said Revenue Minister Surya Narayan Patro
said.
Sources said that the water flow at Naraj stood at 865476 lakh cusecs as against the assessment of over
nine lakh. Besides Mahanadi, water level in all other rivers including Bansadhara, Tel and Hati are receding.
The State Government also announced that there would be no holidays for schools on Wednesday. Earlier,
the State Government announced that all schools would remain closed on Tuesday and Wednesday.
The water level in Hirakud reservoir stood at 617.12 feet as against the full reservoir capacity of 630 feet.
More than one lakh people have been affected by the floods in Ganjam district, particularly in the two
blocks of Bhanjanagar and Belaguntha, close to river Badanadi.
More than 70 villages have been affected and crop loss of around Rs 6.25 crore has been estimated. The
farmers in the district were waiting for the monsoon and they had a sigh of relief after the rain started on
July 17. But the incessant rains created panic among the farmers as they apprehended crop loss because of
waterlogging. However, flood was not expected in these areas, particularly in Badanadi, as it had not
created such a situation after the flood of 1969, local people added.
The flood of Badanadi has left more than 1 lakh people to remain marooned in the villages under
Bhanjanagar and Belaguntha block. Though some other blocks have been affected in the recent floods, but
these two blocks were most hit as more than 45 villages including Galleri, Ranikiari, Chandipatna,
Dhananjayapur, Dholapita, Sorishamuli, Kalisiri, Mandara, Kuradhia, Raigocha, Budhalocha, Turumu,
Gujurali, Tulasipalli, Baruda, Kudiberada, Mahulai, Kantadora, Ustiya, Bhasapalli, Niladribihar, Narayanpur,
Balisahi, Tangana, Kadapalli, Raipalli and other adjoining areas, remained cut off from the outer world.
Some other villages had also been affected along these areas due to the flood in Badanadi.
Food and other relief materials were being supplied to these villages from neighbouring areas by ODRAF
teams. Disaster Management Minister Surjya Narayan Patra and Rural Development Minister Bikram Keshari
Arukh along with district Collector VK Pandian have reviewed the flood situation. But, keeping in view the
flood situation, crop loss, livestock loss, damage to residential houses, roads and other losses, it was
apprehended that damages are three times more than the official estimation.

Odisha Flood Alert- July 22, 2009
Normal life in Balangir town and other parts of the district was thrown out of gear due to heavy rains which
lashed the town since Sunday evening.
On Sunday, Balangir town recorded 251.2 mm of rainfall, and within 24 hours the town witnessed flash
floods which worsened the situation. As the drains in the town are either choked or lying defunct rain
water entered into houses located in low-lying areas of the town like Brahmanpada, Barpalipada,
Gandhinagar, Tikrapada Talpalipada, Sagarpada and Dampada.
As many as 15 out of 21 wards have been severely affected due to waterlogging and residents are having a
tough time now. Besides this, Gudvella block area also received 110 mm of rainfall and Puintala block
received around 240 mm rainfall within 24 hours which aggravated the flood situation.
On Sunday, the Balangir-Titlagarh road was totally disrupted as flood water was flowing at a high level in
the outskirts of the town. Similarly, flood water was flowing above the temporary submersible bridge on
the Sambalpur road near Gandhinagar which severely affected bus services to Sambalpur. Similarly, road
communication between Balangir and Patnagarh was also affected as flood water was flowing at a high
level at Patharchepa, 5 km away from Balangir.
However, after the heavy rains, buses started plying normally on the Balangir-Patnagarh and Balangir-
Titlagrah road. But road route between Balangir and Sambalpur is still cut off due to breach in the
Sambalpur road. Locals here are protesting against the incomplete bridge construction over Laxmi Joure (a
rivulet) which has been going on for the last three years. A sub-way road has been constructed.
However, as flood water arrived this year, it brought large amounts of garbage and bushes which got struck
in the pillars virtually obstructing the release of excess water, pointed out a local here. As the flood water
could not be released immediately, it gushed into nearby soft areas and breached the road. As a result,
Sambalpur-bound buses were diverted through Balangir-Chandanbhati- Madhipali-Sambalpur route.
However, according to sources, the breach is likely to be repaired within a week.
Moreover, incessant rains and disruption of communication has further skyrocketed the prices of
vegetables, which are as such in short supply, making life further miserable.
People of Jagatsinghpur district heaved a sigh of relief on Tuesday as the incessant torrential rains lashing
for the last two days stopped. But the villagers living in the low-lying regions have been facing problems of
waterlogging.
All the eight blocks and the two municipal areas, Paradip and Jagatsinghpur, experienced downpours
triggered by a low pressure over the Bay of Bengal, with thousands of acres of agricultural land in the
seaside villages in Kujang, Balikuda and Ersama blocks being flooded and some of them being marooned.
Wednesday being the new moon day, water discharge to the sea would slow down and the region could be
flooded for a few more days, reports said.
The rainwater from Naugaon block areas are usually discharged to Govari, Alaka and Baunsa rivers causing
flood water flowing in rivers the sluice gates meant for rain water discharge to rivers yet to be opened, as
a result of which as much as 9,015 hectares of cultivated land in 10 Panchayats have been waterlogged. In
the Biridi area, the villages of Sivapur, Sankhapur, Adhanga and Kosala have been seriously affected due to
water-logging. In the Balikuda area, seaside villages Marichapur, Balijhori, Bandara, Dhanuharbelari,
Dekani, Nendera, Baramunduli have been marooned.

Odisha Flood Alert- July 22, 2009
District collector Gyan Ranjan Dash, accompanied by irrigation and drainage departments’ engineers and
revenue officials, visited the water-logged areas of Ersama and Kujang blocks on Monday and instructed
block officials to provide relief to the affected people. On Tuesday, he visited water logged areas of Tirtol
and Raghunathpur blocks.
SAMBALPUR: Downpour since last night has thrown normal life out of gear in Sambalpur district. While
Sambalpur district received an average rainfall of 150 mm, Jujumura block recorded the highest rainfall of
300 mm. In Sambalpur town, Housing Board Colony, Cheruapada, Danipali, SRIT Colony at Budharaja,
Bahalpada in Sakhipada, Pt. Laxmi Narayan Lane and Manikmunda have been inundated. Sources said even
though Dhobijor nullah was cleaned from Tanlapada to Binakhandi before the onset of monsoon by the
Irrigation Department, upstream of the nullah was not cleaned which led to inundation.
HIRAKUD DAM: Water level at the Hirakud dam stood at 617.91 feet today and only one sluice gate was
kept open.
While 32 mm of rainfall was registered upstream of the dam, 83 mm was recorded downstream.
Inflow of water into the dam has been recorded at 3,33,081 cusecs while the outflow is 51,829 cusecs

BHADRAK: Three persons have died of diarrhoea and hundreds more affected in many villages under
Chandbali block here. Raipur, Vinpur, Sendhagadha, Kuliadhia, Rajgharpur, Nuasahi, Taladumuka and
Jantuali are the worst-affected. Health officials said consumption of contaminated food and water is the
main reason behind the sudden spurt of the disease.
Bhadrak ADMO (Public Health) K.C. Behera said so far two diarrhoea deaths had been reported in Jantuali
village and one from Raipur in the block.
However, local MLA Bijay Nayak claimed that 10 persons have died of the disease in the block and the toll is
rising with each passing day.
He said the disease broke out on July 13 in Raipur village.
On the other hand, the ADMO said the situation is under control. “Two doctors are camping in the area. All
the water sources have been disinfected and medical staff are conducting awareness campaigns against use
of contaminated water and food,” the ADMO added.
JAJPUR: Major rivers of Jajpur are in spate due to incessant rains that have been lashing the district for the
last few days.

Odisha Flood Alert- July 22, 2009
While the Baitarani is flowing just below the danger mark, the Brahmani is flowing four feet below the red
mark.
Official sources said water level of the river Baitarini stood at 17.73 feet at Akhuapada by 5 p.m today as
against the danger mark of 17.83 feet. Similarly, water level of the Brahmani stood at 63 feet at Jenapur at
4 p.m today against the danger mark of 67. Besides, Kelua, Budha, Kani and Kharasrota rivers are swelling
menacingly.
Water levels in major rivers are on the rise due to heavy rain in the upper catchment areas of the rivers.
Sources at the district revenue control room here said there was about 125 mm of rainfall in the last two
days leading to flash floods in some parts of the Korei, Jajpur and Dharmasala blocks. Flood waters have
entered 15 gram panchayats of the three blocks affecting over 5,000 people.
Low-lying areas of Bari, Barchana, Korei and Jajpur blocks are water-logged.
NIMAPARA: Paddy crop over 500 hectares in Nimapara has been washed away in heavy rains. Many areas in
Nuakholmara, Rahangorada and Bamaral gram panchayats have been inundated and several wards under
the Nimapara NAC water-logged. As Raulapatana village has been cut off from the main land, 60 families of
the village have taken shelter at a government school in Konark. A road at Davar village has also been
submerged.
ONE DIES IN WALL COLLAPSE: Rashmita Sahoo (11) of Tarangira village under Gop police limits died when a
wall of her house collapsed in rains. Her brother Ranjit and sister Sashmita were injured.
More than 200 inhabitants of Tarangira have been affected by the incessant rains for past two days.
BHUBANESWAR: The death toll in flash floods rose to 38 with two fresh casualties on Tuesday even as water
level in the major rivers of the State receded.
Water level in most of the rivers including Mahanadi, Brahmani, Kathjodi, Devi, Subarnarekha, Tel, Hati,
Bansadhara and Rushikulya have started receding though rivers like Baitarani and Kusabhadra rose
marginally at a few places.
The death toll due to flash floods and torrential rains mounted to 38 with reports of two deaths. One
person was swept away by swirling flood waters in Nayagarh while another got drowned in Cuttack.
Though Bhadrak, Cuttack, Ganjam, Kalahandi, Kandhamal, Keonjhar, Koraput, Nayagarh, Balangir and
Sundargarh districts bore the brunt of the flash floods and downpour, there was a letup in the incessant
rains as the deep depression over North Orissa weakened and started moving away.
However, heavy to very heavy rains were still likely to lash at some places in the interiors till Wednesday.
The flow at Mundali in Mahanadi went down to 7.91 lakh cusec today. This is likely to go down further.
Water level at Naraj is also below the danger level.
The water level at Hirakud reservoir was recorded at 617.91 feet against its full capacity of 630 feet as
water inflow at the dam stood at 3,33,081 cusec and outflow at 51,829 ww.
