Pongte, Ex-Minister of Arunachal Pradesh, who had expired in a road accident at Dhemaji on 15.06.2013.Members from all community and religion offered prayers followed by candle-lighting at the Tomb (Burial place) at Yankang village for his eternal peace. With this rite, the final traditionally bound ritual CHINGSATHOK has come to an end. The family members who are yet to recover from the grief, had carried out the tradition with full of emotions.

New Delhi, July 15: As a part of the CMs 1 lakh Employment Generation Programme, Chief Minister Nabam Tuki announced to conduct a Mass Recruitment Rally in the state capital Itanagar on August 30 for large scale employment generation in the private sector. The Chief Minister made the

KHONSA: Altogether 35 candidates from Tirap district have qualified in physical and written tests conducted recently for recruitment in ITBP. The physical test was held at Khonsa while the written examination was conducted at Changlang. This is yet another feather on the cap of Tirap District Career Counseling Cell (TDCCC). It may be mentioned here that a rigorous physical training was imparted at Nehru stadium Khonsa to the aspiring candidates by the ITBP personnel under the aegis of TDCCC. The successful candidates will have to go through detailed medical examination at Mohanbari, Assam from July 19 to 21 next. This is not the first time that the TDCCC has produced such results. Earlier also, a number of youths had been facilitated to absorbed in different jobs. PASIGHAT : East Siang Deputy Commissioner Nidhi Shrivastava accompanied by Genden Tsomu, DDMO visited the Siku bridge site and had discussions with Pankaj Kumar, OC 1443 BCC. GUWAHATI, July 18 : Arunachal Pradesh Governor Lt. Gen (Retd) Nirbhay Sharma delivered the key note address in the inaugural session of two-day conference on Northeast India: Strategic and Developmental imperatives jointly organized by Institute for Defence Studies & Analyses, New Delhi and Special Branch, Assam Police at Guwahati on July 15 In his address the Governor said that the North Eastern States of India are a critical part of the future growth, development and strategic positioning of India. Stating that eight countries are within radius of 1000 K.M if North East, which constitute 24.6% of the world population and one of the largest economies, the Governor said that North East has to graduate from a transit route to a driver of economic growth looking East to and fro. In order to fulfil the strategic and developmental imperative, the region needs to handle the challenge of isolation, both due to the physical terrain as well as the historical accident of partition, which are affecting the costs of imports and exports as well as the integration with the rest of India.

The Governor emphasized on enhancing transportation and communication infrastructure, including waterways, wealth creation through industrial development and tourism and manage immigration. He also stressed on harnessing the economic potential and balanced exploitation of the rich bio diversity. Highlighting that more than 80% of the people of the region reside in the rural areas and depend on agriculture, the Governor called for more emphasis on agriculture sector along with horticulture and other allied sectors. New scientific methods and technologies must be made available to the agrarian community, he added. Stressing on empowerment of the people of the region through inclusive governance, the Governor pointed that involving them in governance at micro level will instill sense of belonging and lead to efficient and maximum utilization of resources. It will also instill sense of social accountability. The conference was attended by Chief Minister of Assam, Tarun Gogoi and scholars and experts from colleges and universities, opinion makers, and senior government officials.

KHONSA, July 12: The Union Minister of State for Minority Affairs Ninong Ering paid a whirlwind official tour to Tirap and Longding districts from July 11 to 12. While addressing the HoDs at the Circuit House, Khonsa on July 11, Ering lauded the HoDs for staying in their stations and performing their duties sincerely. He told the participants that a number of centrally-sponsored schemes were being implemented in Tirap district which would benefit the local people immensely adding that the state and the central governments

were alive to the problems of the district and that special care was taken for all round development of Tirap district. The Minister said that being the Minister for the whole country he had to take care of all the states and asked the departments to work in an integrated and co-ordinated manner for the success of the schemes. NEW DELHI, July 16: Chief Minister Nabam Tuki today reiterated his suggestion that the annual plan allocation for the North East Council (NEC) should be at least Rs 3000 crore to bring the region at par with the rest of the country through a special dispensation. As per the XII Five Year Plan document, the projected outlay for the Annual Plan 2013-14 for NEC is Rs 2504.37 crore. However, the total outlay communicated by the Planning Commission for the year 2013-14 is Rs 770.00 crore, which includes Rs 394.00 crore only for roads, bridges, civil aviation, inland waterways etc. Speaking during the 62nd Plenary of NEC here today, the Chief Minister observed that considering the pending liabilities for funding ongoing projects of the XI Plan Period, very little room

An Indigenous Faith & Culture

Humkamh on ritual being practiced by people of Namsang and few others The people of Namsang have a system of Rangsom, a family ritual called Humkamh on. It is performed by every family once a year in remembrance of their ancestors. On this occasion, the village priest called Hattula, and other members called Bhakats are invited for the purpose. The ritual is performed by Hattula, chanting prayer and invoking gods, Joobans for wellbeing of the family. Head of the family, a male member would portrait offering betel-nut, some coins or rupees placed in kopata leaves, in the name of God. The chanting of prayer is repeated thrice, every time affirming and responding yes by the Bhakats presence. It then ends it with rangtaam. The names of legendary Nocte chief Lotha Khunbao, better known as Narottam, and Sri Sriram Gokhain, are remembered on the occasion. Lotha Khunbao or Narottam was a chief of then undivided Namsang-Borduria who took initiation under Sri Gohkain of Vaishnavite Bareghar Satra, Sasoni, Assam, along with his followers, some times in the 18th century. After completion of the ritual, meal with chicken is served with local wine, jumin. This Humkamh on ritual is being followed by the villagers of Namsang and few others since long, as inherited from the days ofthe Narottam. It is an en-mixture of the Nocte Rangsom, and ritual system being followed in Bareghar Satras. Apart from family ritual Humkamh on, the people of Namsang also perform another Rangsom or Joobansom ritual collectively, twice a year. It is believed that there is God who does protect the village from the devils, and the ritual is performed in order to propitiate the village God Hakho-Jooban. It is performed at a particular place, towards eastat the dawn of monsoon. The other ritual is performed in winter towards west at a particular place, Rangsom thin. A pig and a got are sacrificed on the occasion. Relation with Ahoms: In the past, Noctes had a close contact with the Ahoms or Assamese from the upper Assam in the early part of nineteen century by way of trading salt and other commodities. They also had contact with the Bareghar Satra of Assam. The Chief Lotha Khunbou, better known as Narottam took initiation under religious head of Satradhikar, Bareghar Satra along with his Nocte followers. The Chief was then called, Khunbou. Rev. Miles Bronson from the USA who visited Namsang during 7-to 27 January 1839 had mentioned the Chief of Namsang as Bura Khunbou, and the acting Chief as Bor Khunbou. A son of the Chief could also read and write in Assamese. A number of major Nocte villages were influenced by Bareghar Satra. The Vaishnavite Satrawas not in favour of animal sacrifice. However, they didnt prohibit meat eating. Bareghar Satra did have sobering effect on the Noctes. The enmity and rivalry between Namsang and Borduria was resolved after taking an oath to maintain peace by them, at the Bareghar Satra. The representative from Bareghar Satra used to visit Nocte villages, every year. In the sixties a number of Namghars were constructed in major Nocte villages. However, no attempt was made to assimilate the Namghar with Rangsom system and it was difficult to adopt the Namghar system by the Noctes totally due to language berrier

International Co-operative Day

The International Co-operative Day / International Day of Cooperatives is celebrated on the first Saturday in July every year. Its aim is to raise awareness on co-operatives and promote the movements successes and ideals of international solidarity, economic efficiency, equality, and world peace. The International Day also aims to strengthen and extend partnerships between the international co-operative movement and other actors, including governments, at local, national and international levels. ICA first celebrated The International Day in 1923. In 1994, thanks to the lobbying efforts made through the Committee for the Promotion and Advancement of Cooperatives (COPAC) of which ICA is a member, the United Nations recognized and reaffirmed that co-operatives have an important role to play in economic, social and cultural development and proclaimed an UN International Day of Co-operatives to be celebrated for the first time in 1995, marking the centenary of the establishment of ICA. The UN requested all its member governments to join with their co-operative movements to celebrate the day. The decision of the UN to celebrate an international day with ICA highlights the complementaries of the goals and objectives of the United Nations and the international cooperative movement. Both the ICA and UN Days are celebrated on the same day - the first Saturday in July every year. Since 1995, ICA and the United Nations through COPAC jointly set the theme for the celebration of each International Day. It underscores the contribution of the movement to resolving global issues addressed both the Cooperative Movement and the United Nations. The theme is generally selected in the Spring. ICA prepares a message for the Day which is disseminated to all ICA members, international organizations including the United Nations and its agencies, development partners and the press.

Noctetraditional Faith & Believe is closely connected with culture. Rangsom ritual is performed on the day of every festival in the village. In fact, Rangsom is a Nocte Faith or religion, as well as a culture. Loku, a festival being celebrated in winter after harvesting paddy is called Chalo. A Loku is also celebrated in summer after reaping millet by some villages, and it is called Ronglo. However, the Loku being celebrated in winter is becoming more popular. In my childhood, I was always captivated by the charm of the Jataka Tales and later realized that the Jataka Tales contain deep truths, and are calculated to impress lessons of great moral beauty. The obvious lessons are many of them suitable for my little friends, and beneath the obvious there are depths and depths of meaning which they may learn to fathom later on. The oriental setting lends an additional fascination. Quaint humor and gentle earnestness distinguish these legends and they teach many wholesome lessons, among them the duty of kindness to animals. Jataka stories speak eloquently of those human values, which contribute, to harmony, pleasure and progress. For developing moral conduct and good behavior, there is little more instructive foundation than Jataka stories. All Jataka stories hold out advice on how to correct our ways. They played and continue to play in some societies an enormous role in the cultivation of peace and generosity. The Jatakas, or Birth-stories, form one of the sacred books of the Buddhists and relate to the adventures of the Buddha in his former existences, the best character in any story being identified with the Master. The Jataka tales are dated between 300 BC and 400 AD. The Jataka stories, over millennia, have been seminal to the development of many civilizations, the cultivation of moral conduct and good behavior, the growth of a rich and varied literature in diverse parts of the world and the inspiration for painting, sculpture and architecture of enduring aesthetic value. Many of the tales are set in or near Benares, now called Varanasi, a city in north central India on the Ganges River. One of the worlds oldest cities, Varanasi is the most sacred place for Hindus, Buddhists and Muslims also have important religious sites nearby. According to tradition, Buddha began his teaching at Sarnath a short distance from this city. Part of the canon of sacred Buddhist literature, this collection of some 550 anecdotes and fables depicts earlier incarnations sometimes as an animal, sometimes as a human of the being who would become Siddhartha Gautama, the future Buddha. Jataka stories are well depicted in Amaravati, Nalanda, Ajanta, Ellora, Bharut, Nagarjunikonda, Borobudur and Angkor Vat. At this point I wish to draw the young friends special attention to the story of The Generous Tusker, from the collection of Silava Nagaraja Jataka-72. When you read or listen to these very old stories, if you wonder how much it is really true, you should test the meaning, weigh or consider it, and depend on your own intuition to know the truth of it. Then follow and practice what you know to be true. Happy Reading! In the Himalayan forests, there once lived a white elephant. His eyes sparkled like two gems. His mouth was like a red lotus, and the trunk was like a silver string with beads of gold. His legs seemed to have been painted in sealing wax. He was very handsome and excellent. There was no other elephant in the whole of the Himalayas to match him. All the elephants in the forest vied for a chance to serve him. He lived as the master of this group. Once he found fault in living with the group. He decided that he would get more peace living alone. Therefore, he quietly left the group and lived the life of a recluse. He chose a life of morality or Sila, and, therefore, came to be known as Silava. A gypsy from Varanasi arrived at the same forest to look for :l living. He lost his way in the forest and started crying out of fear. Silava the elephant heard his cries. He was moved with pity and thought-I must help this man. When the gypsy saw the elephant coming his way, he ran for his life. him to his place and gave him some fruits to eat. He kept the man a few days with him. One day, he said to the man0 man Come, sit on my back. I will leave you out of the forest. The man sat on the elephants back. On the way, the elephant said to himFriend! Dont tell anyone of my abode. But, the treacherous gypsy noted the prominent landmarks on the way. The elephant took him out of the forest and left him on the highway leading to Varanasi. Then he returned. In Varanasi, the man reached the ivory market. He asked an ivory merchantHey! Will you purchase tusks of a living elephant? Hey! What do you say? The tusks of a living elephant are even more valuable than a dead ones. Then, I will bring tusks of a living (contd. on P-4)...

Know Your State

Raj Bhawan, the official residence of the Governor of Arunachal Pradesh at Itanagar is a magnificent building located on a hillock close to the historical monument, Ita-Fort in the eastern gate. The compound is spread over an area of about 27 acres and is surrounded by absolute greenery and trees. The foundation of the Raj Bhawan was laid by Late K.A.A. Raja, the then Lt. Governor of the Union Territory of Arunachal Pradesh on 17th April, 1977. Till date, the Raj Bhawan has been the official residence of seventeen governors. Nestled in a beautifully scenic location, over-looking the capital city, Itanagar the Raj Bhavan consists of main two storied building, Secretariat building, Darbar Hall and a Guest house. The main building comprises of the Governors suite with attached dining and study rooms, three guest rooms namely Tirap, Lohit and Siang on 1st floor and two guest rooms namely Kameng and Subansiri on the ground floor. Apart from these, there are three annexed rooms; Tawang, Dirang and Changlang for the guests. KHONSA, July 12: Following the Siksha Ka Haq Abhiyan flagged off by the state Governor on June 8, the SSA District Unit, Tirap has started an awareness campaign and 3-day each residential and nonresidential training for SMC/PRI members block levels. For Khonsa block community training started from July 5 at Khonsa and the Programme will continue till July 23. In Lazu block the programme started with rallies and meetings on July 6 followed by community training. AALO, July 15: In one of its endeavors to intensify rice production in West Siang District a team of Agriculture Development Officers comprising of Nyage Loya, Nitum Riba, Jarny Yomcha and Jumdo Jini had achieved a breakthrough by introducing System of Rice Intensification, an improved technology in rice production, at WRC field of Renya Loya of Kabu village on 11th July2013. SRI is a scientifically designed technique where the 6-12 days old seedlings are transplanted in the main field in a defined rows and spacing. The introduction of this method of paddy cultivation is first of its kind in this part of the district where the conventional methods are prevalent. Around 30 farmers of Kabu village performed this maiden scientific transplanting method under the guidance and supervision of team of departmental officers. Selected communication aids and their combinations for developing knowledge on banana-fibre based micro-enterprise
Abstract: The study was conducted in two adopted villages of Jorhat district of AICRP on Home Science.Altogether 60 rural women ,30 from each village were selected for the study.The respondents of one village were the control group and the other group was the experimental group.The experimental group was treated with selected communication aids and the development of knowledge on banana fiber based micro enterprise was studied.The findings indicated that the control group had low level of awareness and knowledge on banana fibre based micro-enterprise .The increment in awareness and enhancement of knowledge in experimental group was remarkable after intervention. Print media helps the respondents to refresh their knowledge later.

Introduction: Information exchange holds the key to sustainable development. Development is not possible without the vast majority of the rural population getting the best of meaningful information. Women are considered to be the great communicators. This unique ability of women needs to be utilized in dissemination of appropriate technologies in agriculture. With the advent of science and technology the forms and ways of communication have become vast. It has become more specialized now. The extension workers depend much on the mass media sources for communicating the latest agricultural technology. The efficiency of an extension worker in putting across his message successfully to the rural audience largely depends upon his skills in the careful selection and efficient use of communication aids. He cannot expect to bring about change unless he is able to communicate effectively. The new knowledge acquired through research has to be disseminated to the rural audience in the method of farming or living and in improving them. Much research has been conducted about the relative effectiveness of different aids in teaching-learning process. But very little has been known about the effectiveness of combination of aids .The better the combination of communications the earlier will be the adoption of rural people. Meenambigai et.al(1998) reported that since farm women play a major role in agriculture development, the mass media will be the most appropriate aid to create awareness and develop interest among large number of people at lesser cost and time. The study conducted by Nirwal. et. al (1988) also recommends that the media-mix involving language visual and discussion and non-language visual and discussion should be used for bringing about speedy acceptance of farm innovations. The present study was conducted to ascertain the effectiveness of certain selected communication aids singly and also in combination for developing knowledge on banana fibre based micro-enterprise. Objectives: 1.To study the effectiveness of certain communication aids individually on the rural women in terms of development of knowledge on banana-fibre based micro-enterprise. 2.To study the effectiveness of certain communication aids in combinations of two and three on rural women in terms of development of knowledge on banana-fibre based micro-enterprise. 3.To study the retention of knowledge after intervention of certain communication aids in intervals of fifteen and thirty days. Methodology: a) Sampling: The sample comprised of rural women selected from two adopted villages of AICRP, Home Science

namely Naoboisha and Gualgaon of Jorhat district. Altogether 60 rural women were considered selecting 30 from each village. The study employed the pre-test and post-test experimental design. A knowledge test with the help of a structured interview schedule was conducted. The schedule was administered first at pre-exposure stage and subsequently at immediate post-exposure than at fifteen and thirty days of the treatment. The data obtained were analysed through the use of appropriate statistical technique as mean, st. dev and t-test. Change in knowledge of rural women was evaluated taking lecture cum demonstration ,print and electronic media and combination adopting pre and post experimental design. b) Communication aids selected: i)Training (Lecture - cum - demonstration) ii)Print media(leaflets and folder) iii)Electronic media(CD) c) Message: Banana fibre can be taken as micro-enterprise and it can be procured from any variety was the message which included methods of extraction of banana fibre, dyeing, utilization of fibre and preparation of products. The results show that both the groups had almost similar level of knowledge. Majority of the respondents (above 80%)were in low category and nearly one-fourth of the respondents were in medium category of both the groups. None were found to be in high category. The finding indicates that there is need to create awareness and impart knowledge on various aspects in order to enhance knowledge. It is revealed from table 2, that training through lecture

cum demonstration changed the awareness and knowledge of the rural women in experimental group. When the print media in the form of literature was added it further increased the knowledge scores. The knowledge gain was highest when training and literature were supplemented with electronic media. This finding can be supported by the study conducted by Reddy,N.Y and Reddy,S.V(1986) that addition of extra aid up to level of three aids combinations enhanced the overall effectiveness. The study conducted by Kumari, Punam and Roy,S(1988) also holds support that, combination of two medias that is flash cards along with taped message is more effective in educating rural women than the taped message alone on sun-drying of vegetables. The data shows that the gain in knowledge was highest at first evaluation that was conducted immediately than gradually declining at 15 days and at 30 days. Due to intervention of print media to the experimental group, they got the chance of refreshing their knowledge which resulted increase in awareness and knowledge at 15 days. The increment in awareness and enhancement of knowledge in experimental group is remarkable. It has been revealed that the knowledge of control group either remained same or decreased from the pre-test scores. The results of the study conducted by Bhaskaran,K and Praveena,C(1977) also reported that there was significant difference of gaining knowledge and adoption level in the experimental group than the control group with respect to three categories of recommended practices of agriculture. Conclusion: It can be concluded from the present study that the increment of knowledge and adoption of rural women depends much on use of communication aids. The present study revealed that the awareness and knowledge level of the control group is lower than the experimental group. Media used is more effective in this case. Using number of teaching media strengthens and establishes learning. If literatures are provided to learners than they can refer it time and again.

Earlier on the day, the Chief Minister had an extensive meeting with the Civil Aviation Minister Ajit Singh in the presence of MP Takam Sanjoy, Secretary, Ministry of Civil Aviation and Chairman, Airport Authority of India to discuss the impending issue of the Greenfield Airport at Hollongi. It was decided in the meeting to pursue the early closure of the High Court case so that land acquisition can be completed for immediately starting of the construction work. He also suggested the Sister City Concept to be designed for mooting a city or culture based initiative to target cities of the South East Asian countries. Expressing hope that the Harmuti-Naharlagun Railways Link will be completed by December 2013, he requested the Ministry of Railways to initiate the process of starting a Rajdhani Express from Itanagar to New Delhi by December 2013 itself. He also urged the Railway Ministry to take up the proposed railway link from Tinsukia to Parsuram-Kund via Rupai and Namsai on priority. He gave an instance of the strategic Balipara - Charduar Tawang Road while citing certain issues pertaining to road connectivity in the state. The BRO had gone ahead with earth cutting along almost the entire stretch thereby damaging the existing road. The tourism industry has suffered in this region and consequently many of the local entrepreneurs, who have invested in tourism infrastructure such as hotels, transport etc by availing loan have been badly hit. BRO is unable to stick to original timeline of 2013 and has pushed it to 2017. Tuki also urged the North Eastern Council to provide domestic funding as an adequate compensation to the state which has been deprived of Externally Aided Funding from Asian Development Bank ( ADB) and World Bank for important infrastructure projects. The Chief Minister also reiterated urgency of the projects for connecting 22 unconnected administrative centres, providing drinking water facilities in border and construction of porter tracks, log bridges and foot suspension bridges in border areas. He said by providing these basic necessities of life water and connectivity - migration from border areas can be checked. Tuki also drew attention towards the North Eastern Regional Community Resource Management Programme for Upland Areas (NERCORMP) to be implemented by NEC in the three troubled districts of Tirap, Changlang and Longding. The scheme was to be implemented spread over a period of 6 years from 2011-12 to 2016-17. However, the Chief Minister informed that three years have passed, but the same is yet to take off. These insurgency affected districts were selected for the project primarily to channelise the youth to meaningful and sustainable employment opportunities and diverting them from anti-social activities. He urged the concerned authorities to ensure that some beginning to this effect is made in the current financial year by providing necessary resources for implementation of the same. On the day of Loku, Rangsom ritual is performed at aparticular place of worship, called Chhachaam, some distance away from village. A small bamboo fence is erected as altar at Chhachaam in order to perform the ritual. The God Rangkathakrang, Jooban is worshipped for good crops and wellbeing of the village. It is the privilege of village Chief to perform the ritual at the altar. All other gathered there do not enter in the erected fencing. They would do rangtam prayer at the periphery area, but not inside erected fencing. The females are not allowed to participate in Chhachaam ceremony, in village. After having the ritual and community feast at Chhachaam,Loku festival is carried on for 2-3 days at village. Apart from ritual, Chhachaam is the starting point for Loku ceremony. The spirit of the festival is boosted up there, and the participants return to village in festive mood, singing dancing. The villagers eagerly wait for dancers returning from Chhachaam, after commencement of ceremony. Unfortunately, this beautiful ceremony is being abandoned in many villages. ...(contd. from P-2) The Rangsom ritual should be performed either in Chhachaam or at village Morung, otherwise Loku would appear like body without soul. The ending and starting of Loku has certain charms, even Khapaa singers do nicely express in Loku song. A replica of Chhachaam is made while celebrating common Loku festival at Khonsa and deomali. RANGSOM HUM. Rangsom Hum is a Nocte temple. As has been mentioned earlier, many Nocte villages have got traditional place of worship, Rangsomth in or Joobansom thin in the villages. They do perform traditional worship at that particular place in the village periodically every year. It was therefore proposed that a permanent Rangsom Hum should be constructed at Khonsa town where people from all the villages could assemble occasionally in order to perform RANGSOM ritual, or to carry out cultural activities particularly, during the celebration of common Loku festival. The first Rangsom Hum was constructed at Khonsa at the site, used earlier as Chhachaaam. The proposal for construction of Rangsom Hum was discussed with the Chiefs and GBs of Nocte area and design of the building was approved in a meeting held at Khonsa Club. Rangsom Hum at Khonsa had the honour of being inaugurated by Prime Minister Indira Gandhi on 13th November 1976.Earlier, theNoctes had strong feelingfor preserving traditional Faith and culture, the distinct identity of the tribe, and there was encouragement from the Administration also. The people enthusiastically participated in the cultural activities. The second Rangsom Hum was constructed at Deomali in November 1989, at the site of foundation laid by then Governor R.D.Pradhan. India is a multi-religious and secular country. Apart from major religions like Hindu, Muslim, Christian, Buddhist, and Sikh in the country, hundreds of Indigenous Faith and Culture are being followed by various communities or tribes. The principles of all the religions are fine and beautiful. Faith is the fundamental of all religions. Without faith religion becomes a mere story. The Faith and Culture of a tribal is based on certain beliefs in the society and has been a guiding principle in the society for many years, and cannot be wished away as mere superstition. The Nocte Indigenous Faith and Culture has been inherited traditionally by the people and has been in practiced for last hundreds of years. It reminds us of their interesting era of bygone days. It has got certain values. It is their identity as a tribe and should be preserved and improved, if need be, along with the time. Modern education and knowledge should be learnt without forgetting the past. It is encouraging that the Government, particularly in Arunachal Pradesh due importance is being given for promotion of the Indigenous Faith and Culture, and it is now with the people concerned to maintain their own tradition as a major tribe. Noctes in the past had deep faith in the Almighty Rang or believing in Rangsom, although certain aberrations have now taken place due to changing time and external influences. Earlier, Rangsom was the guiding principle for spiritual, moral and social behavior in the society. It is a unique and interesting Faith which was in practice in the Nocte society since time immemorial. Rangsom is not only a Faith, but also a culture. It is an identity of the Nocte tribe of Arunachal Pradesh.

Parliamentary Secretary Yumsen Matey while welcoming the Minister to Tirap district said that after Ering took over the charges of Minority Affairs Ministry as State Minister, the funding had improved and asked the executing agencies to utilize the funds judiciously. KHONSA, July 18: The quarterly district level monitoring committee meeting of Tirap district was held at Deputy Commissioners conference hall here today. The meeting was attended by all the heads of development departments. Tirap Deputy Commissioner Kamlesh Kumar Joshi in his opening remark underscored the importance of the meeting, adding that the main purpose of the meeting was to review the progress of work pertaining to various departments. He told the participants to ensure that the schemes, especially the centrally-sponsored ones must be properly monitored reasoning that in the absence of effective monitoring, the schemes would not succeed. While lamenting the absence of some officers, the DC asked all the departments to send their reports well in advance to facilitate meaningful discussion and warned that the last

minute submission of such reports would not be entertained in future. Earlier, in his welcome address, DPO Okep Tayeng threw light on the purpose of the meeting and urged the participants to express their achievements and bottlenecks if any. The Executive Engineers of PWD, RWD, POWER, PHED and DD (Urban) explained the progress of work of their respective departments through power-point presentation. DC expressed dismay over the snails pace of progress in some departments and asked them to pull up their socks to complete the projects they had undertaken on time. The Ahoms and the Northern Tribes of NEFA

(This story is reproduced from 1970 issue of NEFA INFORMATION) The advent of the Ahoms is a landmark not only of the history of Assam, but of NEFA as well, for from then on we come to know of the hill people of this frontier more intimately of their activities and achievements more precisely. A good deal of authentic information about the NEFA tribes and their political relations can be gleaned from the contemporary sources and the Buranjis (Chronicles) of the Ahorns, who ruled in Assam for six hundred years from 1228 to 1826 A.D. Linguistic evidences and ethnological studies indicate that the early waves of the Mongoloid migration crossed over to India in the east before 1000 B.C. at about the same time as the arrival of the Aryans in the west. The term Kirata occurring in the Sanskrit literature from the YajurVeda onwards refers to a yellow race of people living in the mountains of North and North-East India. Kirata is indeed the generic name given to all Indo-Mongoloids irrespective of their ethnic differences. The Greek classics also make mention of them. The Kirrhadae mentioned in the Periplus (c. 1st century A.D.) and the Kirrhadia of Ptolemy specifically refer to the Kiratas inhabiting South- East Bengal and western Assam. The Geography of Ptolemy (c. 150 A.D) further states that Serica, which identified with Upper Assam, is bounded on the east and the north by unknown hilly regions where canes are used for bridges. Incidentally, it is interesting to note that there are wonderful canebridges in NEFA even today as vital means of communication. Upper Burma was the beehive which threw out swarms of migratory people to India from early times. The sequence of Mongoloid migrations shows that prior to the arrival of the Akas, Daflas, Adis, Miris and Mishmis representing the North Assam Tribes of the Tibeto-Burmans, there lived in Assam and its adjacent northern hills another Mongoloid people called Bodos, who were of the same Tibeto-Burman origin. *The Bodos entered Assam in the remote past, and they were the most dominant tribal community of eastern India till the advent of the Ahoms. Descending along the western course of the Brahmaputra, they spread out and peopled the slopes of the adjoining hills and valleys of Assam. Like their distant followers, the Ahoms, they settled along the water-channels and gave their own names to them. The river and place- names Dihong, Dibong, Dihing, Dikrang, Namsai, Namsang, Nampong, Namchik etc. (.di- the Bodo word for water, and nam- the Ahom (Shan) for river) in the Lohit and Tirap Districts of NEF A bear to this day the Bodo and Ahom reminiscences. The toponymy proves beyond all doubt that some of the Bodo tribes penetrated deep into the lower regions o f NEFA, and formed a substratum of its early population. They have lost their distinct identity in NEFA, perhaps, as a result of miscegenation with other tribes who came after them or of endemic feuds and warfare leading to large-scale migrations. The toponymy also suggests that the Bodos were preceded by some Austric speaking tribal groups. The river Dihong was probably known earlier by its Austric name Hong, meaning water. The Bodos renamed the river by prefixing di with hong. This is a typical example of how the old geographical names underwent changes. The Ahom invasion of Assam began in 1228. They came from North Burma crossing the Patkai Pass, and advanced along the course of the Noa-Dihing river. At the outset of their victorious campaigns, the Ahoms had to measure their strength with the Chutiyas and the Kacharis, the two powerful Bodo tribes of northeastern Assam. The Chutiyas were ruling in the country round Sadiya in the eastern extremity of Assam, and their dominions extended into the lower recesses of Lohit. In a series of battles culminating in 1523 A.D., they gave way to the Ahoms. The invading Ahom king Subungmung (1497- 539) also known as Dihingia Raja annexed the Chutiya territory to the Ahom kingdom and put it under an Ahom ruler known as Sadiyakhowa Gohain or the Governor of Sadiya. A contingent of the Ahoms had settled in Sadiya to reduce the Chutiyas to complete submission. The surviving members of the Chutiya royal family and other Chutiya leaders were deported to Pakariguri, while a number of bell- metal workers, goldsmiths, blacksmiths other skilled artisans, Brahmins, Kayasthas, Kalitas and Daivajnas were removed from Sadiya to the Ahom capital. The Chutiyas were fairly advanced in arts and crafts, but their reputation was greatly marred for the abominable human sacrifices they performed. Most of the archaeological ruins lying about in the Sadiya region including that of the Bhismaknagar fortress and the Tamreswari temple are attributed to them. The Chutiya king Ratnadwaj Pal was a great builder of temples .and the founder of the old city of Sadiya. The superiority of their crafts is also borne out by the fact that the Ahorns took away the Chutiya artisans from Sadiya and patronized them. The history of the Chutiyas shows its good deal of borrowing from the Hindu culture. Their religion was a blend of primitive animism and metantricism. This mixed culture, which dieval had its nucleus at Sadiya, flowed into the niches of the lower Lohit and Dibang Valleys where the plains end and the hills begin. Sadiya was indeed the cynosure of India in the extreme east, where various cultures, indigenous andexotic, converged. It is therefore, not accidental that the Tamreswari temple, Siva temple, Parasuramkund, Brahmakund and Bhismaknagar had all sprung up in one cultural orbit in NEF A in the vicinity of Sadiya. There is no trace of the Chutiyas in NEF A today. They are now mostly found in the Lakhimpur and Sibsagar Districts of Assam, and scatteredly in other parts of the State. It seems that their evacuation in the wake of of the Assam intrusion synchronised with the arrival of the Mishmis in the Sadiya region. The Ohutiyas closely resemble the Shans in appearance, a fact which suggests that they developed blood relationship with the earlier immigrants of that race just as they in recent times intermarried with the Ahorns. In the Census of 1891, a good number of the Chutiyas recorded themselves as Ahom-Chutiya. The decline of the Chutiyas paved the way for Ahom ascendancy in Upper Assam. The Ahorns extended their territory right upto the fringe of the north-eastern hill tracts, and in doing so they gradually came in contact with the tribesmen of NEFA. The Ahom Buranjis pertaining to the reign of Sutyinpha Naria Raja (1644-48) refer to a rampart called Mishmi-garh, which was probably constructed as a barricade against the Mishmi raiders. This information is important in that here we get the first Ahorn reference to the Mishmis. The date of the first Mishmi immigration in the present Lohit District of NEF A is a matter of conjecture. But it is certain that the migration of the Mishmi tribes from Upper Burma did not take place all at a time. The Idus are said to have come first, the Mijus last, and in between them arrived the Digarus some five hundred years ago. The Sadiya Stone Pillar Inscription gives out that the Ahoms were friendly with the Mishmis. The inscription, which is in the Ahom language, runs as follows: I, the Dihingia Bargohain, do engrave on the stone pillar and the copper plate these writings (with the strength of which) the Misnmis are to dwell on the hills near the Dibong river with their females, children, attendants and followers. They will occupy all the hills. They will give four basketful of poison and other things as tribute and keep watch on the body of the fat Gohain (Sadiya- khowa Gohain). If anybody happens to be in possession of and wishes to remain on all sides (of the hills), he is prohibited from encroachment I do proclaim wide if anybody sits exalted (i.e., comes in power i.e. becomes ruler) he should not break (the agreement) and break the stone. The settlement as inscribed was effected in about 1687 when the regulation of Sadiya was completed under the direction of the Ahom over lord Dihingia Bargohain. Apparently, the inscription was an after-effect of the Mishmi raid on Sadiya in 1675, which is the only record instance of aggression committed by the Mishmis in the Ahom territory. The raid might have prompted the Ahoms to make a settlement with the Mishrnis, and to guarantee them freedom and peace in lieu of their obeisance and loyalty.

The Ahorns adopted a policy of assimilation in regard to the Chutiyas, but their attitude towards the Mishmis was conciliatory. By the victory over the Chutiyas the Ahoms succeeded in bringing the entire stretch of land from Sadiya to the Subansiri river on the north bank of the Brahmaputra under their dominion. In the northern hills adjacent to this tract lived the Adis and the Miris. The Adis were a proud independent people comprising a number of distinct tribal groups. The early British records depicted them as social, hospitable, plain spoken and as war like as they were fared by the neighboring tribes. In an official correspondence dating back to 1830, they were described as far the best disposed of the hill tribes, though the most powerful, and never known to commit an act of unprovoked ravage or outrage on the villages of the plains . The Miris resemble the Adis in many ways, and are related with them distantly. They appear to be the earlier migrants of the same tribe as the Adis. The Miris are a motley tribe living apart in the lower hills and the plains, and accordingly, they go by the names of Hill Miris and Mrris of the plains. The Ahom accounts refer to the Miris as go-betweens of the Ad is and the traders of Assam, a fact in which the Assamese word Miri meaning intermediary has had its origin. The Adis had a claim for supremacy over the Miris of the plains, whom they treated as vassals. But the Hill Miris, who enjoyed the right to posa, were evidently an independent people. The Ahoms, in pursuance of their policy to keep the turbulent hill tribes in check by conciliatory and defensive measures, conceded to an Adi demand for exclusive ownership over the entire stock of fish and gold available in the rivers flowing from their hills through the Miris settlements, and for that matter the Miris were compensated by a grant of ex- emption from all revenue charges. Evidently, these measures were taken by the Ahorns in acknowledgement of the Adi over lordship over the Miris. The Adis also extorted a right to receive conciliatory payments from the gold-washers and fishermen of the plains called Beeahs who were in the habit of tapping the resources of Dihong, Dibong and other northern feeders of the Brahmaputra. The Buranjis indicate that during the reign of Pratap Singh a (1603- 41), some paddy fields and fish-ponds were made over to the Adis. The Ahorns are stated to have disowned their right to levy taxes on account of these assignments, and the Adis, in lieu of these privileges, agreed to pay annual tribute to the Ahom administration. A striking feature of the AhomAdi relations is that, unlike the Akas, Dallas and the Hills Miris, the Adis had no acknowledged right to posa. The reason may be ascribed to the absence of direct intercourse between the Ahoms and the Adis, who were interposed by the Miris acting as the medium of communication between them. Moreover, the non-interference policy of the Ahoms must have contributed towards developing friendly relations with the Adis, It is, therefore, in the fitness of things that the Buranjis speak little of the Adis, and nothing at all about any Ahorn-Adi conflict.

Tuki visits Arunachal patients at Apollo hospital

NEW DELHI, July 17: Chief Minister Nabam Tuki spared time out of his busy schedule in New Delhi to visit patients from Arunachal Pradesh undergoing treatment for various ailments at Apollo Hospital on Wednesday. He interacted with the attending doctors, patients and their guardians and wished speedy recovery of all patients. He also assured assistance in case of emergency needs. The goodwill gesture of the Chief Minister first time in the history of Apollo Hospital - was appreciated by the patients, their guardians as well as doctors of the hospital, which caters to hundreds of patients from the state everyday.

Lower Banskota submerged; Pasighat ALG under threat

PASIGHAT, July 17: Most of flood and pollution incidents are avoidable and careful planning can reduce the risks, stated Denong Tamuk, Chief Councilor of Pasighat Municipal Council (PMC) while visiting the submerged Lower Banskota area along with a team of Ward Councilors here today. According to Tamuk such unwanted situation causes harm to human health and detriment to local amenity. He claimed that most of the measures needed to prevent flood and pollution, the cost are very little, especially if they are included at the planning stage of any scheme or project. In contrast, the costs of cleaning up a pollution incident can be very high. Any work carried out in or near water courses must be regarded as high risk with significant potential to cause pollution, the Chief Councilor added. Haphazard habitations and daily activities directly or indirectly affect the Sibo Korong river course. This particular river has the ability to clean the visiting team. They also added waste water volume gets bigger around the township, transforming the healthy river into slow flowing; dead water and critical components of the cleaning system are destroyed faster. Incessant rainfall and blockage of River Sibo-Korong is leading to all sorts of problems like foul odor, generation of vectors like mosquitoes and flies, blockage of drains leading to floods which is also a big threat to upcoming ALG. Later, the visiting team met the Deputy Commissioner Nidhi Srivastava and appraised the situation. During their conversation, Tamuk sought adequate funds for the purpose and assured to carryout desilting/cleanliness drive immediately in the said area using excavators and manpower etc from his end. NEW DELHI, July 16: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma addressed the 62nd Plenary of North Eastern Council at New Delhi today. The Governor raised the issues of road connectivity, look east policy, railway and hydropower projects and strengthening of infrastructure along the border area. Emphasizing on need for better road connectivity in the State, the Governor said that Border Roads Organisation is assigned responsibility for implementation of road in Arunachal Pradesh through Vartak, Bramkank, Udayak and Arunank projects. There is need for greater co-ordination between these projects. A senior officer of the rank of Additional Director General of BRO tasked with responsibility of coordinating these four projects should be posted in Arunachal Pradesh for proper monitoring of these projects and co-ordination amongst project officers, State Government and Union Government. Urging the North Eastern Council to take a lead in developing the 160 km road from Pangsau (India) Myitkyina (Myanmar) on the lines of Tamu-Kaleywa Indo -Myanmar Friendship road, the Governor said that Indias Look East Policy holds immense potential for the region. While sharing his experience of his visit to Changlang District of the State, the Governor stressed on need for formalize and improvise the trade through Pangsau Pass, making trading a regular feature and Pangsau town a trading hub. To facilitate the initiative, the Governor called for coopting a senior officer from ministry of External Affairs in the NEC. Sharing his view on the lone railway project of the State, the Governor informed that the project of Harmuti-Naharlagun Railway link which will connect State Capital is due for completion in December 2013. As envisaged in NER Vision 2020 document, Survey for Murkongseleg to Pasighat and Rupai to Parshuramkund Railway Project were supposed to be started on but even after signing of the document in 2008, no progress has been made on this project. Calling for starting work on the railway projects with a time-bound schedule the Governor said that while the new project would be commissioned in due course of time, there is urgent need of ensuring timely completion of ongoing Bogeebil Road-cum-Rail Bridge, connecting Dibrugarh and Dhemaji. This bridge will improve connectivity not only for Assam but also for Arunachal Pradesh. It would connect the eastern part of Arunachal Pradesh with the rest of the State. While raising the issue of the 2000 MW Lower Subansiri project which was started in January 2005,

He appealed to his counterpart in Assam and Chief Ministers of both the states, Government of India and NEC to take steps to resolve these issues and get work started on these projects at the earliest. Emphasizing on strengthening infrastructure along the border, the Governor said that Arunachal Pradesh has a long international border with three different countries china, Myanmar with Bhutan. The council needs to lay special emphasis on development of border areas and supplement the resources of BADP. He informed that the State Government has submitted proposal for three projects viz. connecting 22 Un-connected Administrative Centres, providing Drinking Water Facilities in Border and construction of Porter Tracks, Log Bridges and Foot Suspension Bridges in Border Areas, for local Army and Para-Military Forces. He requested NEC and MHA to allocate additional resources for these projects.

Meeting held to chalk out programme for Independence Day

ITANAGAR, July 16: A meeting was held today in the office chamber of DC Capital complex, Itanagar Sanjay Goel to chalk out the programme for the forthcoming Independence Day Celebrations on August 15 at I.G Park, Itanagar. Presiding over the meeting, the DC informed that the full dress rehearsal would be held on August 13 next from 0900 hrs onwards. He asked all the departments/officers concerned with the event to be present on the said date. During the meeting, the DC also made a proper list of duties and distributed amongst the various departments so that the Independence Day could be celebrated with great splendor. He further informed that all arrangements shall be completed by 13th August next. He also asked all the departments concerned to issue duty permit/ identity cards from their end and to submit the list of staff/ laborers engaged in various duties at I.G Park to S.P( Security) by August 3 next and the list of staffs engaged for duty on 15th August by August 10 next.

AALO, July 11: SIRDArunachal Pradesh is conducting series of Training on Panchayati Raj System at Gumin Kinn Aalo and Kamba from 9th to 18th July for West Siang District with an objective to provide awareness programme to newly elected PR members. The first training programme started from the 4-Pubu Yombu Anchal Samiti of Aalo West Constituency. The Member Secretaries of Anchal Samities, officers and officials including Panchayat leaders participated. M. K. Sahoo, Deputy Commissioner, West Siang district inaugurated the training on July 9 last. In his inaugural speech he congratulated all the newly elected panchayat members.
