The Top Shelf Bylaws

I. PEOPLE I. Commish i. Required to manage league and enforce Top Shelf Bylaws to the best of his ability. II. Anything not explicitly stated in the bylaws will be left up to the Commish. He will do what he believes is best to maintain the overall quality of the league even if the decision is not take to a vote. This will oftentimes be most applicable when a decision needs to be made quickly. II. Treasurer i. Treasurer will initially be appointed by league Commissioner. Treasurer is responsible for collecting funds and distributing them appropriately to winners at the end of the season. League treasurer is solely responsible to payout in full at the conclusion of the season. Winning owners will be paid in (2) weeks time. ii. After 2013-2014 season and each year thereafter, Treasurer will have renewal status voted on. A 2/3 vote is required for removal from position. a. If Treasurer is removed, Commish will appoint a successor. II. LEAGUE I. League will be hosted on the Yahoo Fantasy Football website to preserve league history digitally II. League will have 12 Teams. III. Team rosters will consist of 15 players IV. Starting roster spots are as follows: 1 QB 3 WR 2 RB 1 TE 1 WR/RB/TE (commonly referred to as FLEX) 1K 1 DEF 5 BN (BENCH)

III. FEES I. Entry Fee a. All teams are required to pay an entry fee in the amount predetermined by league members (2) weeks before the start of the fantasy draft. Amount shall not be less than $200. b. As of July 2013, Entry Fee is: $250.00 c. A 2/3 league vote will be required to change Entry Fee. II. The Doug Rule a. Named after the inaugural recipient of this honor, the team that finishes in last place (12/12) in the REGULAR season standings will be required to furnish an additional $30 dollars into the main fund that will be used either for: i. An end of season get together between league members ii. If no get together occurs, value will be added to the final pot to be distributed among the league winners per the values stated in section titled: PAYOUT. III. Payment a. All payment must be made one week prior to date of the draft. i. If payment is not received by the one-week mark, owner will be contacted by Treasurer and given 48 hours to pay. ii. If payment is not received after the 48 hour cushion, owner is subject to league dismissal at Commissioners sole discretion. b. Basically, pay up or youre out. People want in and we can find them if youre not willing to pay on time. IV. DRAFT I. The Commissioner will establish a draft date and time. II. The previous years regular season order will determine draft pick selection. III. Team that finishes in first place will have the first pick as to where they want to draft the following year. This rule does not require the owner to draft in the first position should they choose a different slot to draft out of. After the previous regular season winner selects his draft slot for the next year, second place will be contacted for his decision. After second place selects his slot in the same manner as first place, third place will be contacted and so on. Ultimately, the last place finisher will have no decision and be placed in the final available slot. IV. Draft will be conducted using the Yahoo online draft system.

In the event of a live draft, owners will discuss draft location, date and time together. Live draft will be held exactly like the drafts of the years 2011 and 2012. Draft order will serpentine: the team that has the last draft position in Round 1 will have the first draft position in Round 2. The regular season will last 13 weeks. Six teams will make the three week long playoff period i. Top two teams get a first round bye.

V. TRADING I. The Commish will have right to veto any trade for any reason he feels just. a. If a pair of owners has a trade vetoed, their status (individually) for next season will be put on probation. Remaining league members will vote (by a 2/3 majority) whether to allow owners to continue participation the following year or to dismiss them from the league. II. Trades are only allowed to include current players on the owners respective roster. There will be no trading of money, services, goods, etc. If it is evident that non-roster items are being traded, owner is subject to same punishment delineated under bullet A. III. When a trade is made and approved by the Commish, it is locked and not reversible. VI. WAIVERS I. At the conclusion of the draft all undrafted players will be put on waivers for a two-day period. i. Waivers will be used according to the Yahoo rules. See Yahoo waiver rules and league settings for information this topic. ii. Any player dropped from a team will be released to waivers for two days. VII. SCORING I. II. Partial points will NEVER be used. This is non-negotiable. Scoring is as follows:

VIII. PAYOUTS (Current with $250 entry fee) I. Playoff Champion $2,100 II. Playoff 2nd Place $600 III. Regular Season Champion $300 EDITING OF THE BYLAWS POLICY: 1. Changes to bylaw rules can only be implemented upon a two-thirds vote of active team owners. a. If all players of league do not vote, two-thirds rule is null and void and majority rules. b. In case of tie, Commish will have final say per best interest of the league. 2. If each member of the league does not either vote or explicitly abstain, the two-thirds rule is null and void and majority of votes will rule. 3. Rule changes will be proposed at the start of the season, discussed prior to the draft date and decided upon prior to the first selection of the first round. a. Any proposed rule changes after this point will be brought forth for a vote prior to the draft of the following season. 4. If the proposed rule change is not implemented with a two-thirds vote, the Commish has the right to offer a modified version of the initial proposed rule for consideration by the rest of the league.
