County Protective Services Manager, Gerald Skibinsky said he had a chance to review new Alberta First Responder Radio Communications System (AFRACS) radio equipment that may be required in the future for area Emergency Response crews. I attended an AFRACS meeting in Red Deer and got to see some of the radios that were being replaced in the RCMP communication system, said Skibinsky. He forewarned council that the costs of the radio system are considerably higher than radios currently in place within the county. Radios are currently purchased for around $800, but Skibinsky said the new radios will range from $3,500 to $5,000. Truck radios were priced between $5,000 and $7,000. System promoters suggest users can soften the economic hit by making purchases as old equipment needs replaced; however, compatibility of the Countys current radios would have to be determined. The Government of Alberta Justice department had an update on the progress of the project. See www.solgps.alberta.ca/ AFRRCS . AFRRCS is being developed as a voluntary buy-in service, to a single province wide P25 radio system based primarily on the 700mhz Public Safety radio band wave. There will be need for conventional VHF radio in mountain parks and designated remote areas. Operations will be push-totalk and provide message data for dispatch console operations. Emergency services can talk to one another without the need for additional equipment or specialized interconnections, yet can choose which agencies are connected. It replaces the Province of Alberta Communication System (PACS) used by the RCMP and the Multi Departmental Mobile Radio System (MDMRS) used by the Government of Alberta. It will be available to all Alberta first responder agencies and phased in between 2011 and 2014. Permitted manufacturers are submitting new radio models for addition to the allowed purchasing list. Users will be responsible for purchasing P25 handheld portables, mobile radios and mobile repeaters, as well as associated migration fees. Continued on Page 2

Flooding debrief
Sharon McLeay Times Contributor Wheatland County Protective Services Manager Gerald Skibinsky and WFCSS Manager Lynn Walker met in council, to debrief council on their department actions during the flooding. On June 20-22, Skibinsky coordinated with the RCMP and Carseland Fire Department for bridge closures and sent out peace officers to confirm barricades were in place. He contacted Siksika Emergency Coordinator Tom Little Child and asked about need for cots and blankets. Gleichen Fire Chief Mike Burne had begun to set up a response unit in the Gleichen arena. He said the Town of Strathmore had offered their mobile trailer, with cots, and blankets that could be sent to the centre if needed. Skibinsky and Wheatland County Chief Administrative Officer (CAO) Alan Parkin toured areas along the river, and checked the Carseland pump site, the reception centre in Gleichen and areas flooded on the reserve under consent of the Siksika emergency co-ordinator. Costs for damage to the Carseland facility and pumps are being estimated and will be sent to the province. Our only concern through the process was with Alberta Environment, said Skibinsky. He said that the call about imminent flooding could have been better, but he had since discussed the procedures with them. Going forward, better notifications will be given to Wheatland County. Notifications will be sent to Wheatland County and Calgary emergency co-ordinators at the same time. Skibinsky said that he asked WFCSS to help the county with flood issues if necessary. Walker reported on WFCSSs response. She said Siksika had notified them of the need for clean drinking water. She coordinated efforts with the County Food Bank to make up personal kits containing food, water and personal hygiene items. Over the course of the few days, needs at the Gleichen arena dissipated. On June 28, Global Training delivered two truckloads of clothing and household items to Siksika relief centre; however, they were turned away as needs had been met. Walker said WFCSS was on standby, in case any need arises in the recovery process. Whenever they need us, we will be there wherever we can, said Walker. Work alone policy introduced Marty Bozak, Health and Safety officer brought forward the Working Alone Policy to Council on July 16. The purpose of the policy is to ensure workers work safely and to encourage employers contracted to the County to use safe measures when workers are working alone. We have a responsibility to ensure this happens, said Bozak, about the policy. The policy had a series of checks and balances

and associated recording forms that Bozak felt would improve safety in isolated working situations. Adherence to the policy would minimize risks, identify hazards, make communications procedures clear, and educate all staff working for the County and those working under companies contracted by the County. It integrates an assessment of risks on a low to high rating scale, which would be accompanied by associated procedural plans. These included a series of check-in times through radio or cell phone communication and supervisory or nearest staff member safety checks on unanswered calls. Supervisors would be responsible for paperwork and staff adherence to the policies. Bozak said the policy meets all legislated safety guidelines and shouldnt affect staff numbers, or work hours. Some councillors questioned staff perception of the program and if some roles would find the recording too much. Some of the forms may be overkill in some situations, but it fits for others and protects all the staff, said Bozak. Peace Officer stats for June Peace Officer Ben Mendoza gave a summary of activity that engaged officers in June. They covered 101 traffic offences, attended to one call for disaster assistance, two RCMP assistance, one rollover assist, one Alberta Health Services report, assisted with Alberta Transportation cleanup, five unsightly residence calls, 12 animal control calls, six environmental calls and six general reporting duties. In total, they needed to put in 49 hours of overtime. Mendoza reported someone was using public road allowances for dumping grounds again and it was a hefty cleanup job. There were no clues that directed officers to those responsible. The County Public Works compound had a theft of 3,600 litres of fuel. Video was taken, but those involved were not easily identified, said Mendoza. He clarified that the new cameras were working well, and vehicle details picked up by the video helped RCMP catch two individuals, which resulted in charges laid. He said the individuals had disguised the license plates and themselves. Reinforcement had been done on the fence line, to address the problem in the future. Peace Officer Memorial Day Council approved a request for Skibinsky and another staff member to participate in memorial events and training sessions held on Sept. 29-Oct. 1 in Edmonton. We have not had any representation in the past few years and I feel it is important, said Skibinsky. He said one of the training presentations was a session on dealing with difficult people and methods of de-escalation in potentially violent confrontations.

Sharon McLeay Times Contributor Wheatland residents gathered in Wheatland Council chambers July 15, to object to a campground proposed for an eight acre parcel near RR235 and Hwy 21. We understand the risks of agriculture, but we are inviting people in who do not understand those risks. Seventy five per cent are long term residents, but 25 per cent of the spots are unreserved and there is no control over that demographic said one of the adjacent landholders. The possibility of having 100 to 300 people on eight acres and not having any problems with it are slim. Many of the surrounding neighbours appeared at the public hearing to register their opposition to the proposal. The list of concerns included camper complaints of farming practises, which generate dust and overspray drifting into the campground, increased traffic on the road, conflicts over farm equipment movement, campfire hazards and drifting smoke, no recreational facilities and safety of campers. They also felt the proposal did not fit into the definitions of the Municipal Development Plan, which discourages fragmenting agricultural land outside of designated growth nodes. The campground is centered in an agricultural area. Some people said the open house was not well advertised, and did not know when it occurred. The owner said she hand-delivered invitations to the open house; however, she could not reach some neighbours directly. She said that the campground was intended for middle age to senior recreational users and she adjusted the quiet time parameters to start at nine oclock. After the public hearing closed, councils unanimous vote defeated the second reading to redesignate the acreage for campground use.
Directions:

Kingdom Rock
The Strathmore Full Gospel Church held a Vacation Bible School July 22 to 26 with the theme this year of Kingdom Rock. There were 42 kids who came out to participate in the annual free program. There were stories told, snacks, games, crafts and more for the kids. The church looked like a castle inside, and was a great success in part because of the 21 helpers.

The Tour of Alberta coming through our province in September has announced new sprint sections within the legs, to bring the small communities into spotlight, rather than simply having the riders go through. These areas include kilometer 27 in Fort Saskatchewan and Ardrossan on September 4, kilometer 57.3 in Wetaskiwin and kilometer 94.6 in Ponoka on September 5, and kilometer 93.4 in Drumheller on September 6. On September 7, there will be
no sprint due to the terrain in the mountains for that day, however the last sprint will be on September 8 in Calgary at kilometer 117.9. Within the race there are now four competitions: the general classification (the yellow jersey in the Tour de France), the mountain classification (typically the polka dot jersey in France), the best U23 Canadian, and the sprint classification (the green jersey in the Tour). It really creates a race within the race, said Chairman of the Board, Brian Jolly. Each team will have a dedicated one or two sprinters, all

these teams will protect that sprinter, so that he doesnt get tired and hes in good shape for the sprint. Jolly says the last kilometer will have the riders doing 50 km/h or more. Hell be taking shelter (from wind) before the last 200-300 meters, when hell burst out like a rocket and try to win, said Jolly. Youll have four or five teams trying to do the same thing, so itll get really, really interesting. Theres money at stake, and theres the overall green jersey at stake, which is very prestigious. The general classification winner for the Tour of Alberta proves he can time trial, sprint, and climb. The province will be the title partner for the Leaders jersey. Stage 4 of the Tour of Alberta has been rerouted due the floods in Canmore and the damage along Highway 40. Instead, it will begin and end in Black Diamond. Racers will complete two rounds each of a 60 km circuit through the foothills, and then a 40 km circuit through tough terrain. Ten of the 11 stages the Tour of Alberta had planned were affected by Junes floods. Everyones been able to come through with the goods, with a lot of help from different areas and communities. This event will help them because what the event is about is selling Alberta to the world particularly the small communities, which normally dont get the exposure, said Jolly. Also, at each start and finish, there will be festivals of culture, cuisine, travel experiences, and performing artists from the province; this will be put on by Alberta Culture and Alberta Tourism, Parks, and Recreation, both of which have invested $250,000 each for the start and finish events. The festivals for the Tour of Alberta promise to be bigger and better than anything the cycling world has seen before, thanks to the support from the province, and in general the enthusiasm of everyone involved, said Brian Jolly. With daily themes ranging from the Wild West in Edmonton to Global Fare in Calgary, race spectators and up to 35 million television viewers in Canada and 100 million households around the world will be treated to all the best Alberta has to offer. The Tour of Alberta is partnering with Travel Alberta and Destination Marketing Organizations to have the tour broadcast throughout the U.S., Europe, Asia, Australia, and South America. Final rosters for each team will be announced this month.

450 contestants competed in the Rockyford Rodeo from July 26 to July 28, but thousands came to enjoy food, bouncy castles, and face painting for the kids. Despite heavy winds, spectators enjoyed the entertainment of the cowboys and the parade. All funds raised will go towards the Village, including a new year-round washroom facility on the rodeo grounds.

Aryssah Stankevitsch Times Reporter At the 56th Rockyford Rodeo, 450 contestants competed in everything from bareback riding to team roping to steer wrestling this is the most the rodeo has ever hosted. This is the biggest rodeo weve had so far in terms of contestants, and I think gate is up, said Kevin Elder, part of the Rockyford Lions Club. Trailers and stuff, were pretty much full. Mayor Darcy Burke credits the fact that there is a declining amount of small-town rodeos in the province. Theyre shutting down, he said. We still have the same number of cowboys, but less venues to go to. Thats why we have more people in the stands. Theres still people that follow rodeo. Elder also noted the more contestants that enter, the bigger the prize money, the more cowboys it lures. This is not a stampede, this is a rodeo, said Mayor Burke. Strathmore has a stampede, Calgary has a stampede; in Rockyford, we have a rodeo. The difference? Youre right there. Youre right in the action you can get on if you want. Hundreds of volunteers were needed to help out with the ever-growing event from July 26 - 28. This weekend does not happen unless you have contestants, a facility, youve got volunteers, and youve got sponsorship. If you dont have those four, it doesnt happen, said the Mayor. It takes those people, its a partnership between those groups. Right after the rodeo is finished, a new year-round washroom facility will be built on the rodeo grounds, a $200,000 investment. The funds raised here this weekend, they stay in our community, said Mayor Burke. The rodeo, he feels, promotes the Village of Rockyford significantly, bringing in people from as far as Ontario and the United States. When it comes to Rockyford Rodeo, you see the stands are full. You drive across this province, and you mention Rockyford, people will say rodeo, he said. Fifty-six years is a tradition, and its 56 years of being successful.

During the season, wed win a couple and lose a couple. We knew going into provincials that the team was capable of winning, we didnt know how they would come on, said mother L.J. I think we couldve held our own in the Tier 1 level as well. I dont know that we wouldve won it, but we certainly wouldve given everybody a run for their money. Coach Jason Tanton would like to thank manager Sonny Warrack and the coaching staff for their efforts. I have coached a long time and won multiple provincial championships and have coached at National Championships but this is the team I am the proudest of, Coach Tanton said.

Strathmore Slopitch held their playoff games at the Ag. Society ball diamonds July 26 to 29. Dirty Mitz and Each Hit played each other on July 27 as part of the competitive round robin playoff. Each Hit had the lead until the last inning when Dirty Mitz took the lead.

The Linda McKenzie Memorial Slo-Pitch Tournament took place in Carseland on July 26-28. It was awesome to see so many family and friends taking part by either playing ball or cheering on their favorite team. As one family member stated, we played ball, had tons of laughs, all for a great lady. Many other comments of appreciation were expressed as well. Thank you to Derek Alce for organizing the tournament on behalf of the Carseland Ag Society. President of the Carseland Ag Society, Rita Kruger dedicated one of the four diamonds in memory of Linda, which will be named, McKenzie Field. Linda devoted a lot of time to the kids and their sports and was a huge part of Minor Sports for many years. On Saturday evening everyone enjoyed a Pig Roast, thanks to Roy Groves. Many other volunteers lent a hand to make this a successful weekend. Money raised will be donated to Carseland Minor Sports/Carseland Kids Wellness Coalition as per the familys wishes.
With a nearly full registration, the National Ringette School brought their camp to Strathmore for the third year out of the last four. Girls learn the fundamentals of the sport with on-ice training, dryland workouts, and strategy lessons in the classroom.

Morgan Lee,Times Contributor Pancake breakfasts and rodeos go hand in hand, and this year Strathmore businesses and clubs are keeping that tradition alive. There are free pancake breakfasts and free barbeque lunches that will be happening all week, so even with an empty wallet you can fill your belly! Starting up the Friday food fest is Co-op, who will be hosting a pancake breakfast from 8 a.m. to 10 a.m. serving pancakes, sausage, fruit, coffee and orange juice. But the free food doesnt stop there - that afternoon from 11 a.m. 2 p.m. Chinook Credit Union will be having their annual Strathmore Stampede lunch where you can find beef on a bun, coleslaw, beans and cookies. Another free breakfast feast is happening at the Strathmore Legion on Sunday morning. Their breakfast runs for four hours from 7 a.m. 11 a.m., keeping options open for both the early and late risers. They will be serving classic breakfast fare: pancakes, sausage and scrambled eggs. Additionally, Saturday, Aug. 3 Byron Smith Ford is hosting their annual barbeque, beginning right after the Strathmore Stampede Parade and going through until the late afternoon. Country singers Beverly Mahood and Jake Mathews will be on hand, as well as Christian Laurian Kerr playing keyboard in between sets. What is so special about this event is that the meal is free, but there are requests for donations with all

Died July 26, 2013 in Strathmore Alberta. Born February 5, 1937 in New Waterford, Cape Breton Island Nova Scotia. Died July 26, 2013 in Strathmore Alberta. Gus grew up in Cheticamp, Cape Breton until he was 17 years of age joining the army. He took training in Shilo MB, where he was with the IRCHA as a paratrooper. Following his stint in the military he worked in the logging camps on Northern Vancouver Island, then settling in Alberta working on various farms and ranches. His later years were spent in the oil and gas industry as a pipefitter and safety instructor. Gus enjoyed and loved the outdoors whether it was riding his horse or just camping. Gus was a prankster with all he met and knew. His sense of humor was his trademark. Even through his many health issues, he always managed a big smile and a joke right to the end. During the last 5 years, he immensely enjoyed living in the 5th wheel spending the winters in Osoyoos creating many friendships over a game of cards, or a game of pool, or just having fun playing spoons on jam night. The summers were just as much fun being campground hosts at Tileybrook Provincial Park. He is survived by his loving wife of 49 years, Evelyn, his two daughters, Kathy and Nicole, his four granddaughters, Taylor, Laiken, Kennedy and Gracey Mae, plus his little Buddy great granddaughter Lyla. He is also survived by three brothers Raymond (Mary) Peter Paul (Claudette) and Melvin (Paula), Sister in law Dorothy MacKenzie, and Gayle Nakamera, brother in law Clifford Fuller plus many nieces and nephews. He was predeceased by his parents, Ben and Sadie Jane Chiasson and brother Daniel. A private family service was held and a Family and friends gathering will be held at the Strathmore Legion on Wednesday, August 7th at 2:00pm. In lieu of flowers, donations may be made to the Strathmore Legion or to Stars Air Ambulance. He will be so deeply missed by many. We love you Grampi!
