NEW DELHI, 28 MAY: Delhi Police today told a city court the IPL fixing scam had links with underworld don Dawood Ibrahim as one of his close associates was in continuous touch with arrested bookie Ashwini Aggarwal. The court, meanwhile, remanded cricketers S Sreesanth and Ajit Chandila, besides bookies Ashwini and Chandresh Patel, in judicial custody till 4 June. There are certain phone numbers which seem dubious. Those are associated with Dawood. It was while following those numbers that police stumbled upon the fixing scandal, said a Delhi police officer. There was a link between Dawood and bookie Ashwini whose identity cannot be revealed in public, senior public prosecutor Rajeev Mohan told Chief Metropolitan Magistrate Lokesh Kumar Sharma. He said interception of various calls suggested several big names may be involved. "There are some missing links and they are working on it, he said. The court rejected the investigators plea for two more days of custodial interrogation of Sreesanth in connection with the IPL spot-fixing scandal saying he cannot be held liable for what happened behind his back. Police had said that immediately after Sreesanth's arrest, his hotel room was cleaned up and some articles were removed by Abhishek Shukla, who has been detained by Delhi police. The court pulled up investigators for not showing any fresh grounds to take custody of Sreesanth. How will you establish the removed articles belong to Sreesanth as anyone could have planted them to falsely implicate him? it asked. Sharma, former defence secretary, as the Comptroller and Auditor-General of India, a constitutional functionary higher in status than the Central Vigilance Commissioner or the Chief Election Commissioner, the government of Mr Manmohan Singh has thrown to the winds accountability in public life and transparency in decision making. Ever since the UPA came to power in 2004, Sharma had been a key functionary in the defence ministry, as joint secretary, director-general (acquisition), officer on special duty and ended as defence secretary. He was a key figure in all purchases and procurement made by the defence ministry for the armed forces. Many of these deals have become controversial and have been under the scanner of the CAG. Appointing Sharma as the CAG is to make him sit in judgment on his accountability in military procurements made during his almost 10-year tenure in the defence ministry. What credibility will the audit of defence purchases have under the new CAG? A little known fact about Sharma but ignored by the Prime Minister while recommending to the President to appoint him as the CAG

pti & sns NEW DELHI, 28 MAY: .ormer corporate lobbyist Niira Radia today told a CBI court that Tata Teleservices Ltd, which was ahead in the queue for allocation of the 2G spectrum, lost the race while an ineligible Swan Telecom, said to be owned by ADAG Reliance Communications, was granted the radiowaves. The 53-year-old Radia, who appeared for the first time in the court in the case as a CBI witness, said she was advising the Tatas on telecom issues and the Tata Teleservices Ltd (TTSL) had opposed the allocation of spectrum to Swan Telecom Pvt Ltd (STPL) and Reliance Communications Ltd. She said TTSL had applied for dual technology licences in 2007 which was granted in 2008 but it did not get the spectrum. The CBI, in its charge-sheet, had alleged that Reliance Telecom Ltd (RTL), an accused in the case, used Swan Telecom, an ineligible firm, as its front company to get licences and the costly radio waves. During the time of grant of licence and spectrum, there was a very strong public perception, created by the media, of eligibility and noneligibility. Through the public perception and advice of Tata's advocates, I came to know that this company was not eligible, Ms Radia told Special CBI Judge O P Saini. Ms Radia, who was warned against being evasive to the questions, also said, at that time, there were dossiers in circulation stating that the company (STPL) belonged to Reliance Communications, though I do not have any authentic or personal knowledge. STPL and its promoters, Shahid Usman Balwa and Vinod Goenka, who were arrested and are at present on bail, are facing trial in the case. TTSL had opposed allocation of spectrum to STPL and Reliance Communications. However, they were advised that they were in the queue and as and when the spectrum would be available they would get it. This was the only reply we got from the DoT, she, whose recording of statement remained inconclusive, said. She was answering a question how STPL and Reliance Communications got Ms Radia's statement, which assumes significance as she, in her statement recorded during the probe under Section 161 of the CrPC (dealing with examination of witnesses) before the CBI, had said that STPL, facing trial in the 2G case, was not eligible to get the Unified Access Service (UAS) Licences. Spectrum refarming issue will be placed before EGoM The telecom minister, Mr Kapil Sibal, today said the issue of spectrum refarming which may lead to telecom operators like Airtel, Vodafone and Idea Cellular bearing high costs will be placed before the next meeting of the empowered group of ministers (EGoM). The change in frequency for transmitting mobile signals could cost telecom firms over Rs 1 lakh crore cumulatively, a study said. The matter is going to EGoM. The EGoM is slated to meet very soon, Mr Sibal said. Telecom operators, mainly Airtel, Vodafone and Idea Cellular, have opposed spectrum refarming as they will need to vacate 900 megahertz frequency band, in which cost of providing service is less compared to other frequency bands, or pay high price for continuing services in the band.

statesman news service PATNA, 28 MAY: Two persons were burnt to death in broad daylight in the past three days in Purnia district of Bihar, creating apprehension that the state may be plunging into another phase of lawlessness. A teacher, Ranjit Kumar Rajak who comes from the Dalit community, was allegedly burnt to death in the toilet of a government school in Purnia district on Monday. The victim was posted at Uffrail middle school at Manranga and is said to have accused the school principal as being behind the attack in his dying declaration. According to reports, some unidentified people doused the victim with kerosene while he was in the toilet and set him afire. Hearing his cries, other teachers reached the spot and rushed him to a local hospital, but he succumbed to his injuries. In his dying declaration before police, the victim has accused the school principal of hatching the conspiracy to kill him. The police have registered a case against the principal and are investigating the case. The incident comes close on the heels of another incident from Purnia reported last week when Jainandan Mandal, a JD-U leader and husband of a local Mukhiya, was badly beaten up and then thrown into his own brick kiln by villagers. An old land dispute the victim had with the tribal villagers is said to be the reason behind the killing. The police have registered a case against over 50 people in this connection. The Opposition parties slammed the NDA coalition government over the incidents. THIRUVANANTHAPURAM, 28 MAY: Veteran CPM leader Mr V S Achuthanandan and his detractors in the party, led by party state secretary Pinarayi Vijay, are batting for two different billionaire Malayali Gulf businessmen ~ and accusing each other for backing them. The recently re-constituted CPM Ernakulam district committee has alleged that M A Yusuf Ali, whose Emke group run a chain of malls in the Gulf region and Europe, had grabbed land for his recently opened Rs 1,600-crore Lulu Shopping Mall in Kochi, the largest mall in the country. The district committee also alleged that the man got the 10.59 hectares of the reclaimed land near Bolghatty Island in Kochi, owned by Cochin Port Trust for a 30-year lease to set up an international convention centre, in lieu of a song . Annoyed by the allegation, Mr Yusuf Ali has conveyed to the port trust that he is withdrawing from the convention centre project and sought to repay the lease amount of Rs 70 crore. He, however, made no comment on the mall which is doing a roaring business. The land for both projects was allotted during the last CPM government led by Mr Achuthanandan. The former chief minister today said there was no violation of rules in allotting land to the projects. "Those who have attended the inauguration of the mall are raising the allegations now. I welcome any genuine issue on the project," Mr Achuthanandan, who is the Opposition leader now, said. Mr Paloli Mohammed Kutty, the Urban Development Minister in the V S government and belonging to the Pinarayi faction, has clarified that land was released for the projects in strict accord with the norms. Separately, the Congress-led government has allotted the Kovalam palace and five acres of land around it to Mr Ravi Pillai, a MiddleEast-based Malayali businessman. The palace is adjacent to the fivestar hotel which he had bought from the Leela group. Mr Achuthanandan and the CPI, the second largest partner in the Left Democratic .ront (LD.), have been opposing the government's move. "This is a blatant violation of the law of the land. Legal action will be initiated against the government," he said. Interestingly, the Pinarayi group kept mum on this decision. The draft Bill for the enactment of Punjab Horse Race (Regulation and Management) Act, 2013, provides for setting up, management and operation of race courses, betting activities and intermediaries involved. It also provides for licencing, regulation, control and management of horse races on race courses, maintaining and keeping of horses at race courses, exhibition of horses and other processes of horse race and all matter connected with it. In a bid to increase its revenue, the state government has been mulling to set up an international racecourse in Ludhiana, known as the Manchester of and regulated as per the provisions of the Lottery Regulation Act, 1998 and Punjab State Lotteries Rules, 1998. The on-line lottery system was envisaged to offer lottery games played through a network of computer terminals or such other devices as may be approved by the government, installed at retail locations, with the terminals connected to a main data centre at a Central headquarter. .or this purpose, the government would appoint a distributor or selling agent who would carry out activities required for setting up and managing the on-line lottery. The selection of the distributor would be done through tenders and monitoring committee. The state government suffered a loss of about Rs 300 crore annual revenue from single and double digit lotteries after the Supreme Court banned them. The on-line lottery system is expected to make up for this loss.

DEHRADUN, 28 MAY: A group of women and a local NGO have finally succeeded in getting justice for a mentally retarded girl who became the mother of a rape child. The district sessions court announced a ten years imprisonment to the accused and slapped him with a fine of Rs 1 lakh, besides providing for Rs 80,000 compensation to the victim. The district sessions court judge Pankaj Tomar in a decision on Monday sentenced the accused to ten years imprisonment for raping a mentally retarded woman and denying any financial support to her when she became the mother of his son. He also slapped a fine of Rs 1 lakh on him and
ordered him to give a financial assistance of Rs 80,000 to the victim to help her in the upbringing of the child, informed Ms Jaya Thakur , additional district government council (ADGC) . The victim used to sit outside the Shahanshahi Ashram Temple of Rajpur when Suraj Negi met her in 2010. He coerced her into a physical relationship with him, as a result of which she became pregnant and gave birth to a child. Locals who were well aware of this fact even asked the accused to provide some financial assistance to the girl, to which he refused. .inally last year, with the intervention of an NGO, a group of women approached Rajpur police station and registered an .IR of rape against Suraj Negi, seeking justice for the girl. The matter went to the court which ordered DNA testing of the accused in view of the charges of rape of a mentally challenged woman and his fathering a son on her.

The Amal Mukhopadhyay panel, appointed by the HRC, has called the bluff circulated by such blabbermouths as minister Partha Chatterjee that Trinamul activists were not involved in the outrage perpetrated at Baker Laboratories. As the former Principal of Presidency College, Prof Mukhopadhyay, a distinguished political scientist, has crafted the report despite the odds, chiefly the fact that the government didnt cooperate with the committee. His report is emphatic that the vandalism was carried out by the goons of the ruling party, who flaunted flags and raised slogans in support of the Trinamul Congress. The puzzle that remains to be worked out is why was Presidency University, conceived by the previous Chief Minister, targeted. The fineprint of the report must be that the lathi-weilding watchdogs in uniform were thoroughly inactive ~ from the point when the lock at the great gates was broken to the ransacking of Baker Laboratories. The report, based on the statements of the three policemen on duty, has trashed the industry ministers claim that the javelin that shattered the laboratories window panes belonged to the universitys sports cell, thereby suggesting that insiders were involved. Prof Mukhopadhyay is emphatic that the javelin does not belong to the university. Police have stated that outsiders had broken open the gate and there was no provocation from inside. Minister Chatterjees spin has been reduced to piffle, and significantly on the basis of the police deposition. He ought now to ask the police to investigate how the javelin ~ in the hands of the Trinamul stormtroopers ~ went unnoticed. The report has knocked the bottom of a feeble defence of an ugly truth ~ The Trinamul leadership had instigated its student supporters and workers to barge into the campus. In a word, the party has been rapped on the knuckles. The incident is a case-study on the retreat of the police, reaffirming the increasing tendency to kowtow to the political establishment. It is open to question though whether the Home and Education departments will take a call on the findings. Suffice it to register that the HRC deserves to be accorded due deference. Is that anathema to the Trinamul government?

But given the underwhelming volume of overall Japan-India trade (it is only worth $17.5 billion in spite of the inking of a Comprehensive Economic Partnership Agreement or CEPA two years ago), New Delhi can never replace individually, or in conjunction with other democratic nations, the larger economic primacy of China for Japan. Intra-East Asian economic integration and understanding are so advanced that they cannot be easily reshaped by outside actors like India or even the US. That said, as India often does in key bilateral relationships, there are meaningful ways in which it can support Prime Minister Abes epic endeavour to lift Japan out of two lost decades of economic stagnation. Abes proactive measures to revive growth in Japan have thus far relied on releasing the spigot of money supply from its central bank, part of which can indeed be beneficial as investment flowing into Indias infrastructure projects. India has not reacted negatively to the quantitative easing that lies at the heart of Abenomics because institutional investment coming from Japan is helping finance its gaping current account deficit. The harder challenge confronting Prime Miinvestment-hungry nation like India. An economically revived Japan is good news in India, not just as a buffer that would mitigate Chinese domination of Asias commercial horizons, but also in a practical sense of generating concrete life chances for Indias youthful population. Civilian energy cooperation is another area with lifeline potential for both India and Japan. Prime Ministers Singh and Abe are trying to speed up negotiations that will enable Japans nuclear industry, which has been reeling since the .ukushima disaster, to export reactors and equipment to India. What are Japan and India to each other apart from being useful counterweights to China? The two need to think through this question and invest in the deeper aspects of their relations, which could one day reach a stage of co-dependence. India and Japan are bound by abiding interests rather than simply a common foe, and it is up to them to realise this convergence through broad-based bilateralism.

The oath prescribed for those holding constitutional offices has the words, I solemnly swear in place of I swear in the name of God. Under Article 51A, the citizen has the fundamental duty to develop the scientific temper, humanism and the spirit of inquiry and reform. This duty of a citizen surely goes against any particular faith.

Nehru had sought Rabindranath Tagores advice on dealing with Muslim objections to the Congress singing, on formal political occasions, of the ode, Bande Mataram, where the mother country is compared with the mother goddess, Durga. Tagore wrote that the song containing adoration of Durga was hardly appropriate for a national party that aspired to welcome members of all religious communities. Instead he extolled the first verse, arguing that it stood on its own and had an inspirational quality that was not offensive to any religious community. The Congress accepted this sage advice and resolved that only the first verse would be performed at national gatherings thereafter. The two-child limit on Muslim Rohingya families in a couple of states has shades of racial discrimination
MYANMAR is about to impose a two-child limit
on Muslim Rohingya families in two townships of western Rakhine state. The policy is straightforward discrimination, as it will not be applied to the country's majority-Buddhist population. The two Rakhine townships in question, Buthidaung and Maundaw, are on the border with Bangladesh and are home to a Muslim-majority population of Rohingya residents. Both were at the centre of sectarian violence last year when Buddhists clashed with Muslim Rohingya. The violence left hundreds dead and displaced 125,000 residents, mostly Muslim. Communal violence flared again this year in Myanmar's central region, leaving the country's already fragile reform process hanging in the balance. The new policy to limit Muslim children is a perhaps the most obvious example of modern-day ethno-religious discrimination seen anywhere. It has already provoked strong criticism and anger from the international community and local residents, notably Myanmar's Muslim population. A full democracy ~ as Myanmar is telling the world it is going to be ~ is an open society that respects the basic rights and equality of all its citizens, whom it represents. Any move by the state to eliminate or limit the population of one segment of society is therefore grossly undemocratic and also muddle-headed. Such a policy will never solve ethno-religious conflict in Myanmar, but instead only serve to fuel further division and dispute in society. There would be no such problem if Myanmar merely wanted to limit the growth of its whole population. Many countries control the birth rate, but such efforts are applied across the entire populace, not targeted at particular groups in particular places. Such policies follow the broad principle that con-

percentage of GDP in India was 1.2 per cent in 2010, much lower than that of some of its neighbours like China (2.7 per cent) and Bhutan (4.5 per cent). The figure is drastically lower when compared to that of countries with admirable health achievements like Cuba (9.7 per cent), according to the Human Development Report (HDR) 2013. The Integrated Child Development Services (ICDS) and mid-day meal schemes have performed much below their potential and original expectations in meeting nutrition needs of vulnerable children, and pregnant and lactating women due to a number of reasons. The under 3-year age group, critical from the nutrition and health viewpoint, is the most neglected. At most places, only take-home ration is provided by the ICDS for under-3 children, which often reaches them in a diluted form. Given the failures of the existing development paradigm, we need to shift to an alternative development model based on equality and justice and tailored to meeting basic needs of all people. Instead of a model obsessed with GNP growth at any cost, we need a paradigm of development where meeting people's basic needs is top priority. This has to be achieved on a sustainable basis and also combined with protection of the environment ~ a crucial objective, which should be integrated with protection and promotion of livelihoods based on natural resources (jal, jangal, jameen - land, water and forests). High priority should be given to strengthening the livelihood base of small farmers using methods that increase self-reliance of rural communities while reducing market expenses and indebtedness, strengthening land reforms and making available farmland to landless farm workers. Evidence from many developing countries shows that redistribution of land in favour of landless and near-landless peasants has a significant potential of increasing food production at low cost. What is more, the increase in production at their farms will contribute directly and immediately to reducing hunger and malnutrition. When the aim is reduction of hunger, its not enough to focus on increase in overall food production; instead, we need to focus on where, in whose farms, production increases. It is clear that when production increases on the fields of the poorest peasants, the reduction in hunger is maximum. Water conservation and the need to collect as much rainwater as possible are very important for food security. There are several traditional, region-specific technologies that can be used for ensuring equitable distribution of water. Water

needs of the smallest peasants deserve priority, since they survive on the basis of a very small resource base and their small plot of land ought to yield at least some food. In addition, clean drinking water and better sanitation should also be areas of attention; traditional as well as modern best practices should be tapped for this. Natural forests have generally been an important source of food for villagers living around them; forests provide several highly nutritious fruits, apart from edible flowers, seeds and roots. .ood from forests is particularly invaluable for the poorest families, who otherwise have little capacity to purchase fruits, vegetables and nuts from the market. Protection of natural forests will directly help in ensuring availability of food for the poor; it will also help the cause of overall food security by promoting soil and water conservation. As people are increasingly realising, the agro-ecology approach offers a way out of the problems created by the agrichemical package. Adhering to the former, small-scale technologies that enable people to save important nutrients in processing staple foods while also generating jobs should be encouraged. The HDR summarises some recent health care experiences. The report notes that health services targeted (only) at the poor generally remain under-funded. This is partly because the more powerful sections have no stake in improving the system. Governments also attempt to finance health care through user fees. However, as the HDR points out, There is near unanimous consensus now that such fees have adverse consequences, especially for the poor. They discourage the poor from using services and generally mobilise little in terms of resources. The lesson from global experiences, the HDR concludes, is that the main source of financing for universal health care should be taxation. Defining the task ahead, the report
says, The challenge for countries in (the) South is to ensure equity in access to health and education services and basic quality standards to prevent a dualtrack service industry that provides low quality public services (or none at all) to the poor and higher quality private services to the rich. The report reassures us, on the basis of extensive research on worldwide experiences, that universal public health and education policies can be designed and implemented without sacrificing quality for the sake of greater coverageWhen financial resources are adequately provided, publicly provided sources need not be inferior to private services. However, the achievement of this goal needs a lot of commitment on the part of governments. In the words of the HDR, Providing universal health care and at least nine years of compulsory education requires strong state commitment, involvement and consistency over time. The question is whether this commitment exists in India. There is substantial scope for improvement in the ICDS and mid-day meal schemes. In addition, a nationwide programme focused on crches for children under three to fulfill their nutritional and safety needs will be very useful. Muslims might be the majority in the two townships, but this group of the population accounts for only 4 per cent of the total 60 million living in Myanmar. If the current government feels that a population of 60 million is too many and wants to reduce that number, it could impose its two-child policy on all families, irrespective of creed or credo. However, it should be borne in mind that, from a practical perspective, this kind of birth-rate control policy will never work. China's one-child policy is a good example. It created more problems than it solved, as Chinese families often favour sons over daughters. The best way to solve the sectarian conflict in Myanmar is not by supporting crude social engineering but by campaigning to change the mindset of the country's elite so that they accept their Muslim compatriots as a crucial part of the nation-building process now under way. The government and state authorities need to offer equality of treatment and protection to all ethnic and religious groups. Discrimination and inequality are the major causes of communal conflict. As long as the authorities and the Buddhist majority regard Muslims, Rohingya and other groups as second-class citizens (or even non-citizens) and continue to exclude them from society, there will be disunity and a lack of foundations for living together peacefully. As the man leading his country's reform process, President Thein Sein, enjoys telling the world, Myanmar is committed to being an open and democratic society. But equality is a fundamental principle of democracy. The president should not allow discrimination to jeopardise the journey to full democracy. the nation/ann

He is now essaying this task with characteristic vigour, and has gone to Michigan, accompanied by an army of special correspondents together with statesmen, divines, doctors, cowboys, detectives, and typists, who will be witnesses on his behalf in an action for libel against a journal conducted by an ex-Senator at Marquette. The whirlwind of energy which Mr. Roosevelt is infusing into this as into every other action of his life will help to raise the case to the level of a State trial. NEWS ITEMS HEROISM IN INDIA Edward Medals Awarded London, May 28 The London Gazette announces that Edward medals of the second class have been awarded to Guard Stroud for rescuing an old woman who had fallen in front of an in-coming train at Buktiarpur on July 11th; and to Mr. Burton, Assistant Manager, and Gurzei Ahom, an employee of the Assam Oil Company at Digboi. The medal was awarded to the latter for attempting to rescue, on December 12th, 1911, a fellow employee who had been overcome by fumes in an oil tank, and to Mr. Burton for twice entering the tank and rescuing Ahom, who had also been overcome by the fumes in attempting to rescue Rulia till he himself collapsed.

The food at UPA-IIs anniversary bash was delicious as usual. But those who have been attending the dinners over the past nine years have noticed some interesting changes to the menu in keeping with the changes the coalition has undergone. When the Bongs dominated the UPA, a Bengali fish preparation was a staple on the menu. In UPA-I, the deference to Bengali tastes was due to the overwhelming presence of the Left .ront, dominated by West Bengal MPs. In UPA-II, the Left was replaced by Mamata Banerjees Trinamul Congress. Of course, the Congress partys resident Bong Pranab Mukherjee was a constant presence till he shifted to Rashtrapati Bhavan. ISLAMABAD, 28 MAY: The Supreme Court today removed the head of Pakistan's main anti-corruption agency, saying his appointment was illegal and unconstitutional. A five-judge Bench headed by Mr Justice Tasadduq Jilani declared illegal the appointment of National Accountability Bureau (NAB) Chairman .asih Bokhari. The court directed the federal government to appoint a new chairman. Mr Bokhari, a former chief of the Pakistan navy, was appointed head of NAB in October 2011. The SC removed him in response to a petition filed by senior PML-N leader Chaurdhy Nisar Ali Khan, who contended Mr Bokhari's appointment had violated provisions of the NAB ordinance. Mr Khan had said in his petition that the Leader of Opposition in parliament was not consulted during the appointment process. In a brief order, the court ruled that the failure to consult the Leader of Opposition had made the appointment illegal and

LONDON, 28 MAY: Two prison officers have been injured in an attack at a British maximum security jail, officials said today, with media reports claiming the assailants were Muslim inmates inspired by the brutal murder of a soldier. The prison officers' union said one of the guards had been held hostage for nearly four hours at .ull Sutton prison near York in northern England on Sunday, until riot officers managed to free him. Officials did not confirm reports that the three attackers were Muslim prisoners inspired by the murder last week of a British soldier who was hacked to death in a London street by suspected Islamic extremists. The Mirror newspaper reported that the male guard was kidnapped and beaten by three inmates after they became enraged by a call from the prison's imam to pray for soldier Lee Rigby, who was murdered in broad daylight last Wednesday. An officer was taken hostage at .ull Sutton prison on Sunday evening, a spokesman for the prison officers' union, the POA, said. A team of riot officers was deployed and managed to diffuse the situation after four hours. I understand that the injuries sustained by the two officers involved in this incident were minor and they have now been discharged from hospital ~ but we are lucky that this situation didn't turn out to be as life-threatening as it could have been. NEW DELHI, 28 MAY: Having made set top boxes (STB) compulsory, the Telecom Regulatory Authority of India (Trai) today decided to make STB and other equipment for digital TV available at reasonable prices. In a statement issued here, the Trai said the objective of these tariff orders prescribing standard tariff package for STBs for digital cable TV and CPE for direct-to-home (DTH) services is to ensure effective commercial inter-operability. The regulator said tariff orders have been devised to make available STBs and CPEs, which are needed to receive TV signals for cable and DTH TV services, at reasonable prices as well as to take care of the interests of the service provider. As per the tariff orders, cable TV operators and DTH service providers can provide different STBs and CPE to consumers with varying rental and security deposit plans.
According to the order, there are options for cable service providers to supply STBs at a monthly rent of Rs 55.66 or Rs 50.66 (excluding taxes) if the security deposit is Rs 400 or Rs 800, respectively. In case of DTH service providers, the monthly rent for the CPE can be Rs 71.75 if the security deposit is Rs 500, and Rs 65.50 if the security deposit is Rs 1000. The security deposit will be refunded to subscribers at the end of three years and the STB or CPE will become the property of the customer. As per other options, security deposit will be adjusted against the monthly rent in three years. Cable service providers can give STBs at a rental of Rs 46.80 or Rs 32.93 if the security deposit is Rs 400 and Rs 800, respectively. Similarly, DTH companies can provide CPE at a rent of Rs 60.66 and Rs 43.33 if the security deposit is Rs 500 or Rs 1,000, respectively.

The .icci president, Ms Naina Lal Kidwai, said the re-notification of the definition of basic wages under the Employees Provident .und & Miscellaneous Provisions Act (EP. and MP Act) 1952, was fraught with huge financial implications both for industry and the government. The move may even be counterproductive to the EP.O, as organisations which are extending coverage to employees receiving salaries above Rs 6,500 may choose to opt out of the scheme, depriving the employees coverage under a globally renowned social security scheme, she added. The lowly rat makes good use of its two eyes, says s ananthanarayanan
themselves cannot make out which object is nearer or further away. This is quite noticeable in photographs of landscapes or other scenes with depth the awareness of distances gets obscured in the picture. But with a pair of eyes, each sees a different picture, each from a different point, a few inches to the side. The brain is then able to merge these two pictures and bring out the perception of distance. The views of the bicycle, house and tree, seen by each eye, one a little to the side, are shown in the second picture. If the reader presses one eye, so that the eyes get misaligned and there are two images, and four houses, he/she could try to merge the two in the middle it will spring to life, with the tree clearly behind the house.

its eyes on either side of its head difficult to coordinate but good for surveying the whole yard at once. Once a tidbit is located, the bird could sight the morsel with both eyes by turning its head this way and that, to capture two images which the brain could process and help the chicken to peck accurately. The authors of the paper in Nature note that although rodents share with other mammals the key components of eye movement control, it is not known that rodents coordinate the movements of the eye even when they have not focused on an object or when they are moving freely. The group of researchers carried out a series of experiments where movement of the eyeball of freely moving rats was monitored with the help of head-mounted cameras and the position and orientation of the head itself was observed with the help of a specially designed tracking system. The movements of the head were the roll, or tilting left and right, the pitch, or looking up and down, and the yaw, which is to turn to the left or right. While the head was moving, it was found that the eyes carried out wide excursions and were markedly not coordinated. Not only did the pupils move inward, outward, up and down, they even rotated about the direction of vision. And it was found that the movements of the pupils were dictated by the orientation of the head. Earlier studies have shown that rolling leads to raising of the eyeball on the side that goes down, or vice-versa, and pitching leads to the eyeballs moving to the centre for pitch up and outwards for the pitch down. And pitching motion also leads to rotation of the pupil. The movement of the pupils of free-moving rats was seen to mostly follow this rule. The consequence of the finding is that the two eyes of free-moving rats are often not pointed in the same direction. This led to the matching images of the two eyes only in part of the retina and at different parts every instant. This was not as much the case when the head was clamped or restrained, or when the rat held its head still, as when it had to cross a gap in the floor, but there was little evidence of coordination to keep a fixed relationship between the eyes. The result is that the rat has a large field of view, about 200, in the front, above and to the rear, but most of the vision with the use of one eye only. The parts of the field where the images of the two eyes overlap are directly in front and above the head. Studies of the overlap for different orientations of the head show that the area where overlap seems to be maintained is in the area above the head. In an experiment, rats were placed in an enclosed area with a shelter, where they could retreat when threatened. It was found that showing a threat, like a shadow, from the sides of the enclosure did not result in response, but showing the threat from above led to the rats scampering into the shelter. Despite the uncoordinated eye movements, rodents do have the capacity for stereoscopic vision and display impressive object recognition. The mechanism of combining the overlap in images may be momentary orientation of the head to match the images or a computational method to make use of the two images. But the overall object of how the rodent control of the eyes has evolved seems to be not to use both eyes to see visual targets while moving, but to have binocular vision only in the region overhead, which is where danger is most likely to lurk.
