The Commission requests that the documents requested above be provided as soon as
they are available, even though all requested documents may not be provided at the
same time, through means of a "rolling" production.
If any requested documents are withheld from production, even temporarily, based on
an alleged claim of privilege or for any other reason, the Commission requests that
the respondent, as soon as possible and in no event later than the production date,
identify and describe each such document or class of documents, as well as the
alleged basis for not producing it, with sufficient specificity to allow a meaningful challenge to any
such withholding.
If the respondent does not have possession, custody or control of any requested documents but has
information about where such documents may be located, the Commission requests that the
respondent provide such information as soon as possible and in no event later than the production
date.
If the respondent has any questions or concerns about the interpretation or scope of these document
requests, the Commission requests that any such questions or concerns be raised with the
Commission as soon as possible so that any such issues can be addressed and resolved prior to the
production date.

The Commission asked that we produce "[a]ll tapes, transcripts, and documents relating
to interagency audio or video teleconferences that the CIA initiated, facilitated, or
otherwise participated in on the morning of September 11, 2001, relating to the
hijackings of September 11." For purposes of the request, you defined "morning" as
between 0830 and 1200 hours EDT on September 11, 2001.
The only document we have that relates to any such teleconference is a small portion of a
"timeline" of 11 September Events put together by one of the CTC executive officers
who was assigned to follow the chief of the Counterterrorist Center on September 11,
2001 and to take notes on his activities that day. The only portion of the timeline that
relates to two video teleconferences—the entries are reproduced below, verbatim:
1115: DCI takes conference call from the President aboard Air Force One form
aphoneinP&PG. DDCI, C/CTC, DDO, DDI present for call. Discussion
centers around other likely targets, possible other hijackings or kidnappings of
senior officials. C/CTC sums up that M.O. points to al-Qa'ida sponsored action,
and that we will know more soon. DCI agrees.

kevin: hey, have done some more investigating—this is what i have so far & I continue to
investigate. I think what you were referring to was indeed the SVTC and not/not a NOI WON call
(btw, the ops center evacuated at @1000, they can't be more precise about that).
Below is what i know so far, i'm checking with the people who were on the call for their
recollections of further informatics/11 closed by statutee DDCI & Cofer)-i"m also checking
with the guys who run the SVTC room to see what they might know if anything.
C/CTC (Cofer Black at the time) kept an officer! 9/11 Closed by Statute J with him
during that day to keep notes for him that day— all i have so far is her timeline— but honestly its
probably the best record we have of events that day-as i'm sure you've found in what must be a
fascinating investigation about that day-people's memories are pretty messed up on timing etc.

FYI, I spoke 9/11 closed by statuteday regarding the NOIWON 9/11 call. She's going to track down the
individual(s) associated with the call. She recalled that the Commission had previously asked for any logs/tapes
of the NOIWON and they do not exist - "logs not kept and the line not recorded." I'm not sure what staff had
asked for that (T8?) as when I spoke to Lorry and Llyod they didn't mention previously dealing with it. Sorry, I
forgot to ask about the ops center name....

Subject: CIA and FBI Request
All - attached are draft requests to the FBI and CIA re their logs from 9-11 and any documents related to
interagency conferences (i.e. NOIWON, SVTS or primary net) they were involved in. A version of the
second request was circulated last September, as a memo from Dan Levin asking 10 agencies to look for
tapes or documents related to interagency conference. As you may recall we received back an email that
said all such documents had already been produced. Nevertheless, since we are submitting a request for
the logs we might as well ask for the information again. Let me know your thoughts. Dana (and does
anyone know the name of the CIA ops center?)
