Potrero Power Plant Expansion

Summer has arrived and Potrero Hill is often the only
sunshine in San Francisco. Just like we are seeing some light finally shined upon the development issues around Potrero Hill. It looks like even the Planning Department is finally focusing resources on planning instead of just approving every project with little or no regard for the community. A small team of Boosters, Dogpatch Association and the 7th Street Commercial Association members are developing possible alternative recommendations for the North and South Potrero Hill industrial area. Early draft ideas were discussed at the June Booster meeting. It should also be pointed out that for the first time in over a year a staff planner came to our meeting. Hopefully this is a new trend. Our goal is to have the City hold neighborhood hearings and for the Planning Department to work with us to come up with a plan for the remaining industrial land to the North and South of Potrero Hill. This planning effort will be coupled with the outstanding work that was done about a year ago on the Central Waterfront Plan by almost one hundred volunteers. Much of what is in that plan has is now an Official City draft plan in the Better Neighborhoods 2002 project. If you have never seen the neighborhood developed plan for the area east of 280, it is on the web at www.sfwaterfront.org It is also at the Potrero Hill Library. Thanks Cort Dugan and Ralph Wilson for making it happen! The week of July 9th was a tough final week of negotiations with the developers of the 67 unit (formerly 118 unit) project at Missouri and Sierra Street. Though the neighborhood did not get everything. We did get some significant concessions from the developer including the widening of Sierra Street, exclusion of the building from residential permit parking (they have 142 spaces), a more open look at the corner of Sierra and Texas and the lowering of the Missouri Street side of the building. Some neighbors were disappointed at the reaction of the Planning Commission and Staff to additional concerns. I see the compromise we reached with the developer as a positive advancement. This is a much different place than we have been in since 1997. I appreciate the strong support we got from Supervisor Maxwell's office in helping send the message to the developer to work with the neighborhood representatives. One other note from our 75th Anniversary Party: thanks to Jack Bair and Alfonso Felder for their support and generous donation of the autographed Orlando Cepeda baseball which was successfully auctioned off. Potrero Boosters Neighborhood Association (PBNA) submitted comments to the May 31, 2001 California Energy Commission Preliminary Staff Assessment (PSA) for the Mirant Potrero Power Plant Unit 7. We found that the PSA is very incomplete in many major topics and that further staff analysis is needed to adequately protect our neighborhood. These concerns were heard over and over again during CEC public hearing at the NABE last month. In May the Board of Supervisors passed an Ordinance sponsored by Sophie Maxwell that demands that any new generating facilities must result in a reduction of the current levels of air pollution on Potrero Hill and that the Hunters Point Power Plant be shut down. Because the Board of Supervisors must approve a Port lease to Mirant, these demands must be met The two areas of greatest concern we posed are air quality and preservation of historic cultural resources. Neither Mirant nor the CEC seem concerned with the demolition of historic industrial buildings or the impact of over 30 tons of dust directly on our community each year. The CEC has asked for direct offsets, but hasn't identified a way of reducing the impact for the 40 years the plant is licensed. We will try to post important dates on our web site. Pier 70 Update

Development of the 18-acre Pier 70, located along the East side of Illinois Street, from Mariposa to south of 20th Street, is getting closer to a reality. On June 26, 2001 the Port received proposals from two groups to create a mixed use and a non-profit arts facility. AMB, a national real estate company headquartered in San Francisco (they just completed the historic rehabilitation of Pier 1, north of the Ferry Building), proposes developing the Mixed Use Site and an option for an expanded site accommodating the Arts in a 143,100 square foot building Illinois Street between 18th and 19th. Their plans include a retail building on the North end which could include Nikko Fish and several small neighborhood businesses; over 5 acres of open space and park area; man-powered boat launch and re-use of a historic building for a boat house; 280,000 square feet of single story (25' high) industrial /commercial uses, not office buildings. The historic Bethlehem office building at 20th and Illinois and the Power House next to it on 20th Street would also be rehabilitated. The two giant cranes will be retained. Adequate off-street parking is included. SFAFC, a consortium led by the San Francisco Art Institute, submitted a proposal for the Arts Site (213,745 square feet), and an option for an expanded area that includes a portion of the Mixed Use Site increasing the building to 267,840 square feet. The arts building would be about 55 feet high within a 40-X Height District, and does not include any off-street parking. AMB has met several times with the Executive Committee, but we have not met with the SFAFC people to date. The Citizen Advisory Group will meet with developer representatives on Wednesday, August 1st from 4 to 6 p.m. at CCAC (California College of Arts and Crafts 8th and Hooper) and the public is welcome to attend.

The Potrero Boosters Neighborhood Association is devoted to issues of particular importance to the Potrero Hill neighborhood. Our goals are to act as a forum for concerned Potrero residents and to participate actively in policy and development decisions that affect the quality of life here on the Hill.
