http://www.ali.state.al.us/documents/jan 18transcript.pdfWill the transition to a new Constitution work without chaos?

Most previous amendments will likely become local laws or state statutes. A schedule is usually included in a constitution to lay out a smooth transition. More than 149 constitutions have been rewritten in this nation. Alabama has written 6 constitutions. We have done this before and we can do it again!
ACCRs past and present Boards include many well known citizens of Alabama including: The late Professor Bailey Thomson Former Governor, Albert Brewer The late retired Pres. of Samford U. Dr. Thomas Corts Former US Congressman, Jack Edwards Attorney, Lenora Pate Prof., Auburn Univ., Dr. Wayne Flynt Former Sec. of State, Jim Bennett Former Chief Justice Gorman Houston

The most important thing you can do is to contact your state legislators and tell them you want them to vote to allow the citizens to vote for legislation that will allow for constitutional reform. Go and talk with your legislator or send letters or e-mails. Ask others to do the same. Form groups in your district and get involved and recruit others. Find your Legislators www.legislature.state.al.us or call your local library or call us at ACCR: 205 514-3074 Help educate your friends and neighbors about the need for a new constitution Make copies of this pamphlet and pass it out to everyone.

Alabama has a Constitution that prevents services which children in other states enjoy. For example: * Their counties cant
even stop a rock quarry, landfill or hog farm from coming next door to their homes because counties dont have zoning powers. * It prevents any state money from helping set up public transit so they will be able to get to work, school and job training. * It includes a system of school taxes that keeps their schools unsure of funding every year. * And it stands in the way of bringing new businesses to their state.

1. Article by article: the Legislature

How about article by article change? Citizens and constitutional scholars would work with legislators to write legislation to change one or more Articles. For example, they might write an amendment that would allow local control of counties. This would allow counties to carry out the needs of their citizens instead of requiring permission from the Legislature for amendments and then permission from a statewide vote of citizens who dont live in their county. What reform effort do we have now? We have a new Constitutional Revision Commission established in 2011 that is working on revising 11 of the 18 Articles in the Alabama Constitution. If they succeed, there will be reform of many aspects of the Constitution and hopefully, many of the 855 constitutional amendments will become state statute. Any recommendations they make must be approved by the legislators and then the people in a statewide vote. But what about TAXES? A constitution shouldnt include the States tax code. The cities, counties and state should recommend taxes and allow the PEOPLE TO VOTE ON ALL TAXES.

can approve a bill that rewrites one of the Articles and then give it to the voters to approve. If passed, it will be yet another constitutional amendment. The Legislature has changed only one Article in 110 years OR.. 2. A constitutional convention: The Legislature can approve a bill that will call for a constitutional convention. Then the people can vote to approve that bill and elect citizens to write a new constitution. The people must approve or reject the new constitution or parts of it. Who would write the new constitution? A bill calling for a citizens convention to write a new constitution for Alabama would provide for a non-partisan election of citizens to be delegates. The bill may allow voters to elect citizen delegates from their House or Senate District. These may be community and business leaders, teachers, scholars, ministers, doctors. They could not accept donations of more than $100 per donor and no money from PACs. They would write a new constitution and submit it to the voters for approval in part or in total form.

We can change this. Heres how
