The ports sector has changed radically over both the long and short term but ports continue to play a vital role in the efficiency of world trade and the movement of goods and people locally, regionally and globally. A port manager is kept busy having to cope with challenges from world-wide economic effects and the changes in what was rapidly increasing trade demands, addressing ever growing ship sizes and changes in market structures; managing increased private sector involvement with terminal concessions and more competition. A good education has never been more important for a port professional. The role of port managers and their teams in the delivery of an efficient landlord port operation now and into the future is vital for ensuring that imports and exports are handled efficiently and cost effectively. This specially developed course from the School of Maritime Operations and Logistics at North West Kent College has been providing the underpinning knowledge to enable port authority professionals to meet industry requirements for the last 14 years. Todays port managers are responsible as landlords for providing and managing many port services. This includes the safe movement and berthing of vessels, as well as providing quay and land facilities for cargo terminal operations, managing the port real estate and marine environment, whilst ensuring safety and boundary security are maintained. Further services also include working with partners to ensure hinterland transport connections are efficient, liaising with third parties such as terminal and shipping line customers, developing the port estate to reflect customer requirements, attracting new terminal business, working with terminals to attract new cargo business and general management functions. All these activities ensure that port management is a varied, interesting and challenging occupation, which benefits from a thorough education as delivered by this Diploma in Port Management. The course is delivered by part-time distance learning over 12 months and gives you the flexibility to study whilst still in employment. This module is presented as a case study and brings together the earlier modules in an interactive study for developing a port. Information is provided about a port which requires investment, with potential scenarios including the purchase of the entire port estate by an investor, a management buy-out, existing owners raising development funding or the introduction of private sector terminal operators. Participants follow one of these development routes, and produce their recommendations for the port. COURSE DIRECTOR (Industry): Captain Gordon Dickins, MNI


Captain Dickins served with the P&O Steam Navigation Company until 1974, after leaving Nautical College having attained his Foreign-going Masters Certificate and served latery as First Officer in the company's passenger vessels. After a year in port operations at Milford Haven he joined the Port of London Authority (PLA) where he initially served as an operational dock master in the Royal, West India and Tilbury Docks, followed by a period in river traffic control at the Thames Flood Barrier, during and after its construction. Gordon has held posts in Vessel Traffic Services, and in a regulatory capacity in the whole of the tidal Thames. As Harbour Master for the central London area he played a major part in the planning and execution of a number of high profile river related events. He also supervised the marine related aspects of major engineering projects, both in central London and the lower Thames. Captain Dickins has served on Government working parties negotiating at IMO conventions on Ship Port Interface and the development of the International Ship and Port Facility Security (ISPS) Code. He played an important part in the implementation of the Code in the Port of London and compliance with National and EU regulations for the movement and regulation of dangerous substances transported by sea.

ABOUT THE COURSE


COURSE DELIVERY: The course is delivered by distance learning, with access to associated online course discussion forums. HOW TO ENROL: Complete the enrolment form or "Fast Enrol" online at www.ibc-academy.com/pm Your application will be reviewed by the course team before being forwarded to the Course Director for approval. Participants will be notified by email if they have been successful or not in their enrolment. This process can take two weeks to one month to complete. An invoice will also be sent if you are accepted onto the course. Enrolments after the application deadline will be accepted but payment is due with your application and will be refunded if your enrolment is declined. ONLINE DIPLOMA FEE: This is for participants wishing to receive the course materials online and save/print the documents themselves. TEACHING METHOD: The course is delivered by distance learning, with access to online forums. ACADEMIC QUALIFICATIONS FOR ENTRY: Participants should be able to prove the following levels of prior educational attainment: A-Level standard or equivalent (High School) or NVQ Level 4 or equivalent or Candidates with no formal qualifications but who can demonstrate a number of years of relevant experience are welcome to apply. COURSE DURATION: The course commences on 19th September 2012 with the release of the first module. Modules are released via the website and mailed one per month. There is an extended break in the schedule at Christmas. ENDS: 20th September 2013 with the examination. MODULE DELIVERY: Electronic versions of the materials in PDF format are available to download, save to your computer, and print from the course website. You can also opt to have hard copies for an additional fee. PLEASE NOTE: Every effort will be made by the organisers to distribute the materials at the rate specified. However, occasionally, certain unforeseen circumstances may delay the delivery of a module. EXTRA MATERIALS REQUIRED: The modules are designed to be self-contained; however, a supplementary reading list will be included in the course handbook. STUDENT WEBSITE: The course website has been developed in order to offer participants convenient and flexible access to course modules and support materials. The website also provides access to a course discussion forum allowing you to enhance your learning experience through interaction with your fellow participants. WEBSITE ACCESS: Further information will be emailed to participants after enrolment and your username and password will be supplied during the first day of the course. It is essential that you provide a current personal email address on your application form to enable us to send you access details without delay. ASSESSMENT STRUCTURE: The assessment is in two parts. TUTOR MARKED ASSIGNMENTS: The course is assessed by written assignments at regular intervals and they are a compulsory element of the course. Assignments include a variety of formats designed to test understanding of all the modules. Collectively the assignments count towards 40% of a participants total mark. EXAMINATION: The examination is worth 60% of an exam candidate's total mark. STUDY TIME: As a rough guide, you may spend between 10 and 30 hours studying each module in a month with additional time needed to complete the tutor marked assignments. Studying time is conditional upon the participant's preferred study style, existing knowledge, experience and whether English is their mother tongue. The nature of a distance learning programme requires students to adopt a disciplined and independent approach to their studies. In order to study independently, you will require good time management skills and self motivation. REVISION SEMINAR: There will be an optional revision seminar held the day before the exam in the UK. The seminar will be held on Thursday 19th September 2013 and will focus on exam preparation. Further information will be sent to you in your course handbook. EXAMINATION: The examination is the final part of your assessment and is held at the end of the course. EXAM DATE: Friday 20th September 2013 EXAM LENGTH: Three hour open-book examination. EXAM LOCATION: Examination is held in the UK and the venue will be confirmed during the course. However, subject to available support facilities, arrangements can be made for candidates to sit the exam in the location at which they are based at the time. To take advantage of this option, contact the Senior Course Organiser at least three months before the exam so we may make the necessary arrangements. Additional fees may apply. DIPLOMA: Satisfactorily passing all of the assessments and the exam will result in the award of a Diploma. Participants are either awarded a pass, merit or distinction depending on the level of their achievement. CERTIFICATE: If you choose not to sit the exam, subject to successful completion of the compulsory tutor marked assignments, participants may be awarded a Certificate.

TERMS AND CONDITIONS


HOW TO ENROL 1. Applications To apply for a place on the Course (as defined below) either complete the relevant application form (Application Form) or apply online. Your application is an offer to IBC Academy (a trading division of IIR Limited) (IBCA) to study on the course as set out in the Application Form (the Course) which is subject to IBCAs (and any associated academic partners) acceptance. A binding contract between IBCA and you will only be formed when written confirmation of acceptance (which may be sent by email) is sent by IBCA to you. 2. Payment You must pay to IBCA the fees set out in the Application Form. Payment of any invoice must be received by IBCA, in full and in cleared funds, by the due date set out on the invoice or at least seven days before the start of the Course, whichever is sooner. Please note that non-payment of fees will result in the withholding of any Course materials due to be provided as part of the Course (the Course Materials) and IBCA may charge you interest on any overdue fees at the rate of 2% per annum above National Westminster Bank Plcs base lending rate from time to time. You may pay by (i) Visa, MasterCard, Diners Club or American Express; (ii) a cheque made payable to IIR Ltd; or (iii) bank transfer. On booking, if paying by cheque or bank transfer, your credit card details will be required to confirm your application. No charge will be taken at this point, but if you fail to pay any invoice in full and on time, we will charge the card for any outstanding sums. 3. Taxes The fees stated are exclusive of any applicable VAT, sales, service or similar taxes (which will be charged, where applicable, at the appropriate rate as at the date of invoice). Where payment is subject to a withholding tax the student will apply the reduced rate under the appropriate double tax treaty, if applicable, and agree to provide IBCA with a certificate of tax deduction within three months of payment. If a certificate of tax deduction is not provided within three months, you will become immediately liable to pay the outstanding amount. 4. Participant Cancellation Policy You may cancel your place on the Course by giving notice in writing to the Course Administrator up to (and including) 7 days from the date IBCA confirms your acceptance to the Course in accordance with Condition 1 and you will not be liable for the payment of any fees and any fees already paid to IBCA for the Course will be refunded. If IBCA receives your notice of cancellation 8 days or more from the date IBCA has confirmed your acceptance to the Course you will still receive a refund of your fees already paid to IBCA, subject to payment by you to IBCA of a 175 cancellation fee to cover administrative costs (which shall be payable immediately upon your cancellation), provided such notice of cancellation is received by IBCA before the first day of the Course. IBCA regrets that no refunds can be given for any cancellation notice it receives on or after the first day of the Course and, in such circumstances, the full fees remain payable by you to IBCA. 5. Course Cancellation, Re-scheduling and Alterations IBCA reserves the right to cancel or change the dates of the Course. IBCA may offer you the option of participating in any re-arranged comparable Course that IBCA chooses (in its sole discretion) to organise. If you choose not to participate in any re-arranged Course or if IBCA does not organise such a Course then you will (as your sole remedy) be entitled to receive either a credit note or a refund in respect of the fees received from you by IBCA. IBCA reserves the right to make non-material alterations and/or amendments to the Course as in its reasonable opinion it considers to be in the best interest of the Course (including, without limitation, any non-material alteration to the Course or the scope of the Course) without liability. 6. Intellectual Property IBCA owns or is licensed all intellectual property rights in the Course and Course Materials. You acknowledge and agree that any Course Materials which are provided to you may only be used solely for your own private, noncommercial use. You may not reproduce, transmit, distribute, resell, sub-license, rent, lease, transfer or attempt to assign the rights in or commercially exploit or use the Course Materials, alter or create derivative works from the Course Materials or otherwise use or exploit the Course Materials other than as expressly permitted in this Condition 6. 7. Entire Agreement You and IBCA (the Parties) acknowledge that these terms and conditions, together with your application form, constitute the entire agreement between the Parties Agreement) in relation to the Course and that neither Party relies upon any oral or written representation made to it by the other Party. No variation of this Agreement shall be effective unless made in writing signed by or on behalf of each of the Parties to this Agreement. 8. Governing Law and Jurisdiction This Agreement will be governed by the laws of the England and disputes under or in connection with them shall be subject to the non-exclusive jurisdiction of the English courts. 9. Limitation of Liability IBCAs liability for losses you suffer as a result of IBCA breaching this Agreement or otherwise in connection with the Course is limited to those losses that are a foreseeable consequence of IBCA breaching this Agreement. Losses are foreseeable where they could be contemplated by you and IBCA at the time IBCA accept you onto the Course. To the extent that IBCA is liable for such losses, IBCAs total liability will only extend to the fees paid by you to IBCA under the Agreement. In addition, IBCA shall not be responsible for any indirect losses which happen as a side effect of the main loss or damage and which are not foreseeable by IBCA. For the avoidance of doubt, nothing in this section 9 shall seek to limit or exclude IBCAs liability for: (i) death or personal injury resulting from negligence or (ii) fraud or fraudulent misrepresentation; (iii) any breach of IBCAs obligations implied by section 12 of the Sale of Goods Act 1979 or section 2 of the Supply of Services and Services Act 1982; (iv) any losses for which it is prohibited by section 7 of the Consumer Protection Act 1987 to limit liability; or (v) any other matter for which it would be illegal or unlawful for IBCA to exclude or attempt to exclude its liability. 10. Severance If any provision of this Agreement (or any part of any provision) is found by a court or other authority of competent jurisdiction to be invalid, illegal or unenforceable, that provision or part-provision shall, to the extent required, be deemed not to form part of this Agreement and the validity and enforceability of the other provisions of this Agreement shall not be affected. 11. Waiver No failure by either Party in exercising any right, power or remedy shall operate as a waiver of the same. 12. Force Majeure IBCA shall not be deemed to be in breach of this Agreement or otherwise be liable to you as a result of any delay or failure to perform its obligations if and to the extent that such delay or failure is caused by a force majeure event (this means any event arising that is beyond the reasonable control of IBCA, including but not limited to, any industrial dispute, health scares or epidemics, tutor, consultant or participant cancellation or withdrawal, venue damage or cancellation, governmental regulations or action, fire, flood, disaster, civil riot, acts of terrorism or war). If the period of delay or non-performance continues for 3 months, either party may terminate this Agreement by giving 14 days' written notice to the other party and any fees already paid to IBCA for the Course will be refunded. 13. Data Protection and Call Monitoring Personal data supplied is subject to the Data Protection Act 1998. The personal information shown on the application form, and/or provided by you, will be held on a database and may be shared with companies in the Informa Group in the UK and internationally. This information may be used for direct marketing purposes.
