A passion for public finance

city administrator Bill Burns took over for

I am really excited about the
opportunity to be part of the
team in Middleton, Burns
said. They have a great reputation in the region and nationally, really. It is a great
community to live in, a great
community to work for, a very
well run city and I am excited to
be a part of it.
Burns has a masters degree in
public administration with a
concentration in local government finance.

Its an area Ive been interested in for a long time, Burns

commented.
After graduating, he worked
for the state of Wisconsin for a
year before taking a job in Sun

roles for ten years. In 2010 he
was offered the city administrator position by Verona. He says
he enjoyed working for Verona
but had been looking for a
change and really wanted to get

Hoping Fur a Home!

Lakeview Park went to the dogs on May 22, when volunteers from Hoping Fur a Home
hosted a fun-filled fundraiser for dogs who were seeking loving families after being rescued
from Texas. The event turned out beautiful! said Amanda Richmond, one of the organizers. We raised our goal and three wonderful dogs were adopted into great new homes.

For 36 years, Middleton Outreach Ministry (MOM) has

been preventing homelessness
and ending hunger in the area
where we serve. A community
supported organization, MOM
focuses on addressing the most
critical and basic needs of the
less fortunate residents in the
Middleton, West Madison and
Cross Plains areas.
As demand for MOMs services continued to increase, the
Building Hope, Strengthening
Communities Campaign was
started to allow us to purchase
and renovate the facility at 3502
Parmenter St. in Middleton that
now houses MOMs food
pantry, clothing center and administrative offices. The facility
has allowed for expanded capacity and increased efficiencies in food and clothing
storage, distribution and management, as well as space for
enhanced client services. Simply put, the new facility has enabled MOM to serve more
families and better provide for
their basic needs. In our new facility, we prevent homelessness
and end hunger every single day
for many families right here in
our community.
In 2012 MOMs Food Pantry
distributed
approximately
750,000 pounds of food. In
2015, we saw a 42 percent increase to almost 1,300,000
pounds. MOMs Clothing Center increased the amount of
clothing distributed from
44,000 pounds to 130,000
pounds in that same time period. These programs help families and individuals make it
through times of crisis and
allow them to stretch budgets to
maintain housing and life stability. In order to accomplish all
the tasks that need to be done,

members of the community

have almost doubled the number of volunteer hours spent at
MOM to more than 37,000
hours of time and talent in 2015.
We continue to see still more
people turning to MOM for help
as
poverty
increases.
Wisconsins poverty rate is
currently 13%, the highest it has
been since 1984, and in the
areas west of Madison, it is
nearly 12%. While all of us
experience
increases
in
expenses at the grocery store, in
our housing, and at the pump,
those living on the edge
financially are most likely to
reach the crisis point.
Their currently is a housing
crisis in Dane County and it
impacts many of the families
MOM serves. The countys
very tight rental market, with a
vacancy rate of less than 3
percent, means that landlords
can charge what the market will
bear, and affordable housing
becomes extremely hard to find.
When clients must use most of
their financial resources for
rent, money is tight everywhere
else. When their rent is then
raised, even $100 a month, they
often face the possibility of
eviction and homelessness.
Equally alarming, is the fact
that one in five Wisconsin
children live in poverty? In
2015, 41% of MOMs clients
were children. We know that
poverty; hunger and instability
impact the development of a
childs brain, interfering with
learning, memory, impulse
control and the other social and
emotional skills needed for
success in school and in life.

Children from impoverished

homes are also at greater risk of
behavior problems including
aggression, anxiety, depression
and low self-esteem. They are
less healthy, more likely to enter
the criminal justice system, and
have life-time earnings 40
percent less than their more
fortunate peers. How can we let
that happen?
MOM depends on the
compassion and generosity of
our community members in
order to continue to help our
neighbors in need in these
challenging times. The Building
Hope, Strengthening Communities campaign, has raised more
than $1,125,000 so far. With the
help of many dedicated supporters, MOM is close to achieving
its $1.4 million capital campaign goal so that we can continue to expand our work. We
are asking for the communitys
help to raise the last $275,000.
A donation to the Building
Hope, Strengthening Communities capital campaign, will allow
MOM to redirect mortgage and
interest payments back into the
critically needed programs and
services so essential to our
clients. It will also allow MOM
to complete much needed repairs to our parking lot, as well
as upgrade some of our heating
and air conditioning equipment
so we can become more energy
efficient.
As we work toward the goal,
we continue to focus on enhancing our existing programs and
bringing in other resources that
our clients are telling us will
help them get back to self-sufficiency. Ultimately, your assistance will help MOM continue
to be a force for instilling hope
and driving change in our community for our neighbors that
need our help.
Middleton Outreach Ministry
is a non-profit organization that
leads a community-wide effort
to prevent homelessness and
end hunger by providing food,
clothing, housing assistance,
emergency financial assistance,
seasonal help and special services.

Burns added that he already has a

good relationship with city administrator Mike Davis and mayor Kurt Sonnentag.
Burns currently lives in Verona and
doesnt plan to move to Middleton.
His wife is a teacher in the Verona

there. Burns says he wouldnt rule out
living in Middleton, but will do what

TOWER

quest for public input and momentum to choose Site #4 continued Thursday at an
informational meeting at the
Middleton Town Hall where
any serious opposition to the
site failed to show up.
Site #4 is located about 1,000
feet east of Pioneer Rd. and 340
feet south of Old Sauk Rd. and
formerly vocal opponents of the
tower, Carol Schiller, who owns
property just south of the site,
and the Friends of Pope Farm
Conversancy, found it about the
best proposed site.
MWU Project Engineer Pete
Holmgren said Site #4 is close
to the highest elevation on the

both Sun Prairie and Verona involved

using tax increment financing (TIF) for
economic development.
My proudest accomplishments in
Sun Prairie were the redevelopments in
downtown, Burns said. It started
with the Cannery Square development
in downtown Sun Prairie to take some
old vacant industrial sites that the city
purchased, cleaned up, selected a developer and worked with them. That
was really what got the redevelopment
of the downtown started.

property, which the utility desires, and is least obstructive to

the views to the southwest that
Pope Farm friends prize.
The Friends of Pope Farm
Conservancy could support either Site #4 or Site #2 - located
about 140 feet south of Site #4
-according to a June 10 letter
they sent to Holmgren.
Since Site #4 is about 140
feet further north of Schillers
property line than Site #2, she
found it to be the least objectionable location.
The only discouraging words
came from Kurt Lin, a Blackhawk neighborhood resident,
who favored Site #2, because it

In Verona, Burns said being able to

work with Epic Systems on a TIF district was something he was very proud
of.
That is a very successful, full TIF
with all the value and jobs that Epic has
created, so it has been very rewarding
to be able to work them, Burns stated.
Weve also done some projects in our
industrial parks with Wisconsin Brewing Company and United Vaccines. I
really enjoyed working with those. I
know Middleton is really active with

Lin, who said he lives about
a half-mile east of the site, acknowledged that the trees could
be removed after MWU sells
off about 15 acres which could
be developed into low- and
medium-density housing.
Many of the town residents
who attended Thursdays meeting wanted to know if the presence of a million-gallon tower
would impact their wells.

economic development and its TIF districts and Im very excited to be able to
work with that.
Something he has worked on in Sun
Prairie and Verona and plans to bring
to Middleton is his expertise in longterm financial planning.
Another area I am proud of in my
time in both communities, but I am
also looking forward to in Middleton is
long-term financial planning and forecasting, Burns explained. Each community has an annual budget, but as

water to it from wells [about
two-and-one-half
miles]
away [so] the tower itself
shouldnt be any impact on
town wells, Holmgren said.
Holmgren further assured
residents that the city drills its
wells to a depth of 800 feet to
reach a different aquifer than
one used by residential wells
which typically are drilled to
200-300 feet.
As Madisons west side continues to grow another well will
be needed, Holmgren said, but

part of that being able to do the multiyear projections for capital and also for
staffing and looking at revenue forecasting and putting together as a comprehensive plan.
Burns spent his initial days here
meeting with Middleton staff, getting
to know how the city works, and finding out about some of the issues it is
facing. Prior to taking over on May 1,
Burns met with Lehman and spent a
couple full days with him at city hall.

Final decision coming soon...

The MWU Board is expected to choose a tower site at its June

28 meeting. Last month, it ruled out two sites due to objections
from residents and PFC friends. It also selected a tower design
that includes a steel tank on top of a concrete column. The board
also designed the tanks top half would be painted sky blue and
the bottom half, dark blue.

not only will that be 20 years

from now, but would be located
south and east of the tower site.
MWU calls the project the

Construction of the tower is

All about bumble bees

How does the world look from the perspective
of a bumblebee? These cute, fuzzy insects zip
around their landscape, gathering pollen and nectar for their wiggly, grub-like sisters. How do
these resourceful ladies do it? In the world of
bees, the females run the show. The queen lays
the eggs and tends to the larvae, while her clonedaughters, called workers, do the housekeeping,
grocery shopping, and even play police officers
for unruly, nest-disturbers like badgers. UW

he tracks them with small radio tags. Join him at

Federal grant allows firefighters to replace airpacks

by KEVIN MURPHY
Times-Tribune

Firefighter Deneen Carmichael, left, wearing an existing air pack, adjusts Kari Woodalls
smaller, new style air pack.

The Middleton Fire District

has been awarded $336,182 in
federal funds to acquire stateof-the art breathing apparatus
units designed to increase firefighter safety and maneuverability.
The Federal Emergency
Management Agency grant arrives as the air packs MFD uses
are nearing the end of their 15year useful life, said chief
Aaron Harris.
The grant was for 44 units
so this allows us to replace 100
percent of our air packs, he
said, avoiding an expense the
district and its taxpayers would
otherwise have had to incur.
The bottles that contain air
have a smaller profile and are
more streamlined, making it
easier for firefighters to maneuver under and around objects
than existing air packs. But the
biggest advantage is their communication capabilities, Harris
said.
Its different to talk to someone [who is wearing an air
mask]. The sound is muffled
and not always easily understood, he said.
The new masks better facilitate normal speech, which enhances communication between
firefighters.

Some of the new equipment

uses Bluetooth technology, allowing the microphone in the
mask to transmit speech
through the radio to the rest of
the firefighting team. Current
equipment does not facilitate direct communication between
firefighters as well.
The new air packs are rated
for 30-minutes of working time,
about the same capacity as the
existing equipment, but gives a
warning when 33 percent of the
air time is remaining compared
to the current tanks warning at
25 percent.
These bottles and the integrated electronics earlier warning helps because sometimes
you can get too far into a structure and need more time if you
cant find your way out immediately, Harris said.
The remaining air time is
continually displayed by a color
code inside the mask while existing equipment requires the
firefighter to adjust his tank in
order to read the air gauge or
ask another to read it.
MFD was awarded more
money than any of the six other
Wisconsin communities receiving funds in the fourth round of
FEMAs Assistance to Firefighters Grants announced June 3.
This is a big ticket item for
us and costs add up. They dont
want us to replace two or three
[units] but 100 percent of them

so were standardized across the

entire department, Harris said.
Also, an investment in equipment, which will be needed to
serve expected growth on the
citys northeast side, helped the
make the case for MFDs grant
application, he said.
Were going to push to put a
rapid response vehicle on the
northeast side and having this
grant for replacement equipment allows us to keep moving
ahead with those plans, Harris
said.
Brent Renteria, a volunteer
firefighter and a Middleton
Town Board supervisor, said
new technology allows the
same amount of air in an air
pack thats a lot smaller and
lighter than current equipment.
Our department has state-ofthe art equipment that isnt used
in many other parts of the countryso, its not unusual for us
to be on the cutting edge of firefighting technology, he said.
MFD has been testing one air
pack the past few months and
the grant funds will allow it to
compare models from different
manufacturers and choose one
by end of the year, he said.
Its something we use on
any vehicle fire, dumpster fire,
structure fire; anytime we need
a clean air source, he said.

Members of the Middleton Area Historical Society Pie and Ice Cream Committee hosted their famous Pie and Ice Cream Social on Wednesday, June 17 at Lakeview Park. Clockwise from top
left: Emily Zheng really enjoys her ice cream and cake with a bit of help from her mother, Beibei Zhu; Several women (the so-called Widows Group) from Madisons St. Maria Goretti Church
traveled to Middleton for pie, ice cream and music; hungry kids Jake and Sam Bauch had no trouble devouring their desserts; The popular New Horizons Band performed to the delight of
attendees at the annual Pie and Ice Cream Social sponsored by Middleton Area Historical Society.

Third graders at West Middleton raised $1,246 for UW Childrens Hospital and $220 for Occupaws during their Market Day fundraiser June 1-3. As part of their study of economics,
the children made items and sold them to other West Middleton students. The market is a success
every year and the children are proud to others while they learn.

Baseball Cards earn honors

Middleton lands nine players on
all-Big Eight Conference team
by ROB REISCHEL
Times-Tribune

Middletons baseball team

enjoyed a memorable bounceback season.
And the Cardinals were justly rewarded.
Middleton, which finished in
third place in the Big Eight
Conference, had nine players
named to the all-league team.
Sun Prairie, which was second
in the league, had the most players honored with 10.
Middleton senior pitcher
Alec Morrison, junior outfielder
Liam Belleveau and senior outfielder Drew Finley Haag were
named first-team all-conference.
Sophomore catcher Alan
Roden, senior shortstop Ivan
Monreal and sophomore designated hitter Zach Shipley were
named second-team all-league.
And senior pitcher Adam
Nutting, senior second baseman
Hunter Bindl and senior third
baseman Brennan Schmitt were
named honorable-mention allconference.
Morrison went 8-3 with a
2.85 ERA. Morrison led the
Cardinals in innings pitched
(66.1), struck out 49 batters and
walked 21.
Morrison also batted .373
and led the Cardinals with 20
RBI. He also led Middleton in
doubles (13) and slugging percentage (.547), was third in hits
(28) and was named the

Cardinals MVP.
He had a really solid year,
and he was the guy who we
went with when we faced the
top teams in the conference,
Middleton coach Tom Schmitt
said of Morrison. It was good
to see him have such a solid
year because he worked so hard.
Its good to see when a kid
works that hard to have good
things happen.
Finley Haag batted .344 and
led the Cardinals with 32 hits.
Finley Haag was also third in
RBI (17), fourth in runs (15)
and stole six bases.
In addition, Finley Haag
went 5-0 on the mound with a
1.34 ERA. Finley Haag struck
out 30 batters in 31.1 innings,
walked just nine and was named
honorable mention all-state.
Hes a kid that really
worked at it and developed it,
Schmitt said of Finley Haag.
He was integral in our success,
and when we moved him into
the leadoff spot, he really took
off. He also went and covered a
lot of ground in the outfield.
Belleveau had a .386 batting
average and a .514 slugging percentage. Belleveau was fourth
on the team in hits (27) and RBI
(15).
Baseball is his sport and he
put the time into it, Schmitt
said of Belleveau. We moved
him up to the No. 2 hole and he
was consistently putting the ball
in play. He had a really good

Middletons
Herb named
states golfer
of the year
by ROB REISCHEL
Times-Tribune

Times-Tribune photo by Mary Langenfeld

Middletons Emmet Herb was named the states Player of the Year by the Golf Coaches
Association of Wisconsin.

Emmet Herb has joked hes

130 pounds dripping wet.
But one of the smallest
golfers in the state was also the
best in 2016.
On Tuesday, the Golf
Coaches
Association
of
Wisconsin named Herb the
boys state Player of the Year.
Herb, who won the WIAA
Division 1 individual state title
earlier this month, was also
named first-team all-state.
In addition, Middleton senior Joey Levin was named second-team all-state, while senior
Brady Thomas was named honorable-mention all-state.
That was pretty neat to

Times-Tribune photo by Mary Langenfeld

hear, Middleton coach Tom

Cabalka said. I was hoping he
would be first team and I was
fairly confident in that. But this
was a great surprise. He was
our little big man.
Herb shot a remarkable 6under-par at the state tournament and won that event by
seven strokes. Herbs 138 total
was the third lowest in any
division since the state tournament moved to University
Ridge Golf Course in 1994.
It's pretty hard to believe,
Herb said Tuesday night. I
was really shocked to hear, but
it is truly an honor.
Herb finished the year with
a 75.0 average. He finished
first at the Sauk Prairie Invite,
first at the Sparta Invite, first at
the Madison Memorial Invite
and won a pair of Big Eight
Conference meets.
Its a dream year for
Emmet, Cabalka said. Hes
the type of kid that eight or 10
years ago, when he started
hanging around Pleasant View
as a little toddler, he was kind

of was always the underdog.

He wasnt at the level that
Joey (Levin) or Brady
(Thomas) were. But he
improved and improved and
his greatest attribute is that he
never gets too up or too down.
Levin had a memorable season, as well, and finished with
a 75.8 average. Levin was first
at the WPGA Tournament held
at Maple Bluff, first at the
Onalaska Invite and finished
second at the Big Eight
Conference meet.
He had a great year again,
Cabalka said of Levin. He
improved a couple of strokes
each year and had an incredible
career for us.
Thomas averaged 77.8 and
had some big performances
along the way.
Thomas shot a 2-under-par,
70, on the second day of the
Morgan Stanley Tournament
held at University Ridge.
Thomas was second at The
Legends of Bristlecone Pines,

year.
Roden batted .367, was second on the team in hits (29) and
led the Cardinals with 21 runs
scored. In addition, Roden drew
a team-high 14 walks, led the
team in triples (three), tied for
second in doubles (four) and
had a .993 fielding percentage.
He had a solid year, but
there was someone with a bigger name in front of him,
Schmitt said of Veronas Ben
Rortvedt, who was selected in
the second round of the Major
League Baseball draft recently.
If youre going to be secondteam, though, its not bad doing
it to a guy drafted in the second
round.
Monreal batted .302 with a
pair of doubles and also had six
stolen bases and 11 walks.
He came up midway
through his sophomore year and
had a good run for us, Schmitt
said. He was a sneaky guy who
could bunt for a hit or solid single. And defensively, he came
around as the year went on.
Shipley batted .283 with five
RBI and also drew five walks
and should be poised for big
things over the next two years.
Hes got some pop in his bat
and it was nice to have that in
the DH spot, Schmitt said of
Shipley. Its nice to have that
available.
Brennan Schmitt batted .333
and was fourth on the team in
runs scored (27). Schmitt also
finished fourth in RBI (16),
drew eight walks and was voted
Middletons Most Dedicated
Player.
He was like having another
coach out there, Tom Schmitt
said of Brennan. He was able

MIDDLETON TIMES-TRIBUNE

continued from page 12

to think like we wanted to or
bring up a point that made a lot
of sense.
Plus, he works really hard at
it. He doesnt take anything for
granted. He enjoys playing the
game, which is big.
Nutting went 5-1 with a 1.77
ERA. In 39.2 innings, Nutting
allowed just 29 hits and struck
out 30 batters.
Adam had a good year, had
good numbers, Schmitt said.
He had good promise when he
came to us and he developed
along. I think he knows the
game really well and when
he was able to relax and just go
out and pitch, thats when he
was at his best.
Bindl hit .327 and was third
on the team in runs scored (17).
Bindl drew 10 walks, was 4-for4 stealing bases and had five
RBI.
On the mound, Bindl had a
2.40 ERA and all seven of
Middletons saves.
At the early part of the year,
he always had three to four
good innings (pitching), then
hed wear out, Schmitt said.
But he accepted the role of
closer and did a nice job for us.
WBCA All-Star Game:
Morrison and Schmitt will play
in the WBCA All-Star baseball
games Friday and Saturday at
EJ Schneider in Oshkosh.
More stats: The Middleton
Times-Tribune published statistics of the 2016 Cardinals last
week that didnt include those
of senior pitcher Justin Gurtner.
Gurtner made eight appearances and pitched 8 2/3 innings.
Gurtner had one win, one save,
allowed seven hits, struck out
10 and had a 3.23 ERA.

Middletons
HTL team
surges by Lodi
by ROB REISCHEL
Times-Tribune

It was a memorable weekend for Middletons Home

Talent League team.
First, 29ers head coach
Brandon Hellenbrand became a
father for the second time last
Saturday night.
Then, Middleton used a
five-run ninth inning to rally
past host Lodi, 11-6, on
Sunday.
Middleton improved to 8-0
on the season and has a twogame lead in the loss column
over Black Earth (7-2), Ashton
(6-2) and Cross Plains (6-2).
Middletons bats were hot
all day, and it finished the game
with 17 hits.
The 17 hits we had was
impressive, said Eric Simon,
who managed the team with
Hellenbrand gone. Up and
down our line-up guys were
hitting the ball hard.
Jeff Schafer threw well over
the first seven innings, as
Middleton built a 6-2 lead.
Lodi rallied for four runs in the
eighth, though, to tie the game.
Drew Farrell relieved

MIDDLETON TIMES-TRIBUNE

Schafer, was terrific in the final

two innings and picked up the
win.
Jeff Schafer threw well all
day,definitely good enough to
earn the win, Simon said. His
pitch count was down by
attacking the hitters.
Maybe the hot day got to
him a little in the eighth inning
and we had to make a
move. Drew Farrell came in
and did a heck of a job.
Middleton also did a heck of
a job rallying back for the win.
In the top of the ninth,
Brandon Scheidler singled and
scored on Josh Hinsons second double of the game. A.J.
Redders singled and Cole
Cooks double scored Hinson.
Redders scored on wild
pitch, and Zach Kasdorf followed with an RBI single to
right that plated Elliot Tanin,
who was pinch running for
Cook. Ross Hellenbrand had an
RBI single that scored Farrell,
who was hit by a pitch earlier.
Scheidler went 4-for-6 on
the day with a triple, while
Hinson was 3-for-5 with two
doubles. Kasdorf had two hits
and an RBI, while Ross
Hellenbrand had three RBI
from the leadoff spot.
Middleton used a three-run
second inning to grab a 3-0
lead. Kasdorf had an RBI double that plated Cook, and Ross
Hellenbrand had a two-run

THURSDAY, JUNE 23, 2016

double that scored Farrell and

Kasdorf.
Middleton stretched its lead
to 4-0 in the top of the third
when Lodi pitcher Fred Manke
balked home Hinson.
Lodi added single runs in
the fourth and fifth innings and
closed within 4-2.
In the seventh, though,
Scheidlers triple scored Luke
Schafer, then Scheidler scored
on a wild pitch as Middleton
reclaimed a 6-2 lead.
