Bill 462
2016 Freedom Index Score (+1)
Analyst: Lindsay Russell Dexter
Date: February 17, 2016
ANALYSTS NOTE: House Bill 462 removes all exemptions on hunting predatory animals and from
trapping muskrats from irrigation ditches.
Point No. 1 Does it create, expand, or enlarge any agency, board, program, function, or activity of
government? Conversely, does it eliminate or curtail the size or scope of government?
ANALYSIS: This bill would allow all Idaho residents to hunt, kill and take predatory and unprotected
animals and birds without using a firearm. Under current law, only residents 12 and under are allowed
to do so. Additionally, this bill would remove the age restriction and allow all residents to trap muskrats
from irrigation ditches on property in which they live during the open hunting season. (+1)

AMENDMENT: House Bill 462 was amended. The amendment removed the 'resident' language and replaced it with
'private property'. The amendment does not change the score.
