Design Charette Scenario A:

Redevelopment of an
Abandoned Warehouse

Part I
Statement of the problem

MY TASK
Conversion of abandoned riverfront
warehouse in depressed area of city, close to
downtown, in order to:
Provide a service to community
Encourage redevelopment of the area
Necessary considerations for the city government

Budgetary constraints: project must be cost-effective and city


must be able to recoup costs in long-term from developers that
become interested in the area
Regulations: project must meet relevant codes

Challenges currently facing the community

High unemployment, especially among younger people


Health problems, some of which are related to unhealthy diet and
lack of exercise
Lack of access to good education and educational assistance
Lack of after-school programs and activities for youth
Lack of access to culture, literature and the arts
Lack of facilities enabling use of the river for recreational purposes
Nothing to attract outsiders to the area

Current conditions of warehouse

On 20 acres of property by north shore of river

Approximately 50 feet away from river

1600 feet of total waterfront on property


Surrounded by poor neighborhood, close to downtown
Ramshackle structures between warehouse and river

4 stories, each 600 feet x 800 feet with 18-foot-high ceilings


Cellar under northern half, 400 feet x 600 feet
Flat roof, 600 feet x 800 feet
Windows on all floors, some small windows in cellar
Structurally sound but in severe state of disrepair

Vandalized
Most smaller structures on property probably not salvageable

Part II
Preliminary proposal

Basic plan

Southern portion of first floor dedicated to providing community


members with access to the river for recreational purposes

Northern portion of first floor: lobby, general information and


assistance, exhibitions of local artists
Second and third floors: public library

Taking stairs to fitness center, as well as other places, strongly encouraged

Community garden on roof and portion of surrounding property

Free WiFi and computers


Free homework help, tutoring and after-school enrichment programs for students
Other free community resources such as job-finding assistance & financial/tax assistance
Mini-classrooms, event/meeting spaces, small exhibitions

Fourth floor: fitness center and event/meeting space

e.g. canoeing, kayaking, rowing, sailing, fishing, paddleboarding, etc.


Smaller buildings near river for purposes such as storing boats and equipment
Piers and docks on river

Programs to teach people about food, nutrition and healthy living


Cafe on roof employing locals & using food purchased from gardeners/local businesses

Area adjacent to building for farmers markets, youthmarkets,


Stop&Swaps and other events (tent available to cover it)

Projected outcomes

Benefits of plan

Community members are able to use the river for recreation, increasing their
value for it
People from other neighborhoods come to visit, enjoy the river, and view and
potentially buy art, bringing revenue to the area
Access to books and Internet enriches peoples lives and helps students learn better
Student resources allow local youth to perform better in school, stay out of trouble
and have better prospects in life
Other community resources help people find employment and stay on good
financial footing
Meeting rooms and event spaces allow people to come together and help build
community or even attract outsiders and gain revenue
River recreation and fitness center help people exercise and stay in shape
Garden and farmers markets/youthmarkets provide affordable, healthy food, and
education and counseling help people make healthy choices
Stop-&-Swaps allow people to give away what they do not need and receive free
items in exchange

system for markets, put money back into neighborhood

Use inexpensive, durable, easy-to-maintain materials;

resources efficiently

Where will revenue


come from?

Visitor donations, paid memberships for those who can


afford it, various payments by visitors such as for food,
purchases from small store in lobby, grants,
government funding

How will outsiders


be attracted?

Close to downtown area so easily accessible, good


facilities for recreation on the river, exhibitions, events,
potentially inexpensive fitness center
