General Information
There will be at least 2 polls in all polling stations: the European poll and either a city council or
county council poll. In town areas (apart from the cities of Cork, Dublin, Galway, Limerick and
Waterford) there will be three polls: the European Parliament election, the county council election
and the borough/town council election.
The Dáil constituencies of Dublin Central and Dublin South will each have 3 polls: the European
poll, the city/county council poll and a Dáil bye-election poll.
A common ballot box will be used for ballot papers at the European election and the city/county
council election. A separate ballot box will be used for ballot papers at the bye-elections in Dublin
Central and Dublin South. A separate ballot box will be provided where an election to a town local
authority is also held.

3. Electorate
Every Irish and EU citizen living in Ireland who is aged 18 years or over and is included in the
register of electors which came into force on 15 February 2009 is entitled to vote at the European
elections. The electorate for European elections currently stands at 3,142,723. This figure does not
include electors who have been subsequently included in the various supplements to the register
published in connection with the polls.
Every person, irrespective of nationality, living in Ireland who is aged 18 years or over and is
included in the register of electors which came into force on 15 February 2009 is entitled to vote at
the local elections. The electorate for local elections currently stands at 3,234,155. This figure does
not include electors who have been subsequently included in the various supplements to the register
published in connection with the polls.
Every person who is an Irish or British citizen and is included in the register of electors in the
relevant constituency which came into force on 15 February 2009, is entitled to vote at the Dáil bye-
elections. The electorate for the constituencies of Dublin Central and Dublin South currently
stands at 57, 529 and 99,305 respectively. This figure does not include electors who have been
subsequently included in the various supplements to the register published in connection with the
polls.
A table showing the electorate in respect of each registration authority is set out in Appendix A.
Persons who were on the register of electors which came into force on 15 February 2009 or who
changed address after that date were entitled to apply for inclusion in the supplement to the register
published prior to the elections. The closing date for receipt of applications for the supplement to the
register in respect of the forthcoming polls was 18th May. The closing date for the supplement to the
postal and special voters lists was 15th May.

4. Voting Arrangements
In general, electors vote in person at the polling station for their locality. The polling information
card sent to each elector informs the person of his/her number on the register, the date and time of the
poll and the location of their polling station.
Postal voting is available to persons on the postal voters list. Eligible categories of persons are
members of the Defence Forces; Gardaí; civil servants (and their spouses) attached to diplomatic
missions; persons with a physical illness or physical disability residing at home who are unable to
attend in person to vote at a polling station; students registered at their home address who are living
elsewhere while attending an educational institution in the State; persons who, for reasons of their
employment, are unable to vote in person at their polling station on polling day; prisoners and certain
election staff employed at the poll outside the constituency where they reside.
Electors with a physical illness or physical disability resident in a hospital, nursing home or similar
institution who are included in the special voters list may vote at their hospital, nursing home etc., on
ballot papers delivered to them by a special presiding officer.
Electors with a physical disability who have difficulty in securing access to their local polling station
may apply to the Local Returning Officer to be authorised to vote at a more accessible polling station
in the same constituency or electoral area. Applications must be made by Friday, 29th May 2009. The
Local Returning Officer is required to publish a list of all polling stations which are not accessible to
wheelchair users as soon as possible but in any event by Thursday, 28th May 2009 at the very latest.
At the polling station on polling day, an elector with a physical disability, visual impairment or
literacy difficulty may be assisted in voting by the presiding officer or by a companion.
5. Evidence of Identity
An elector attending at a polling station to vote may be required to produce evidence of identity. A
person who fails to produce evidence of identity when requested, or who fails to satisfy the presiding
officer that they are the person to whom the document relates, will not be allowed to vote. The
documents which will be accepted as evidence of identity are listed on the polling information card
sent to electors before polling day and on posters displayed at polling stations. These documents are:
(i) a passport; (ii) a driving licence; (iii) an employee identity card containing a photograph; (iv) a
student identity card issued by an educational institution and containing a photograph; (v) a travel
document containing name and photograph; (vi) a Bank or Savings or Credit Union book

containing address in constituency or electoral area; (vii) a Temporary Residence Certificate card;
(viii) a Garda National Immigration Bureau card; (ix) a cheque book; (x) a cheque card; (xi) a
credit card; (xii) a birth certificate; (xiii) a marriage certificate.
Items (ix) to (xiii) must be accompanied by a further document which establishes the address of
the holder in the constituency or electoral area.
7. Counting of votes
After the close of the polls the ballot boxes used at each polling station containing the ballot papers
for the European election, city/county council elections and bye-elections in Dublin Central and
Dublin South will be conveyed to a counting centre for the constituency concerned. At 9 a.m. on
Saturday 6th June, the Local Returning Officer will open all the ballot boxes for their constituency,
segregate the various ballot papers and verify the ballot paper accounts (i.e. compare the number of
ballot papers for each poll found in each box with the relevant account for each poll furnished by the
presiding officer). A list of the count centres where verification and segregation of the ballot papers
at the European elections, city/county council elections and the bye-elections will take place is set
out in Appendix B.
The Returning Officers for the Dáil constituencies of Dublin Central and Dublin South will count the
votes cast at those elections at the count centres set out in Appendix D.
Local Returning Officers will be responsible for packing and for delivering the European ballot
papers to the relevant returning officer for the constituency. Counting of the European Parliament
votes will begin at 9 a.m. on Sunday 7th June.
A list of the centres where the counting of votes at the European elections will take place is set out in
Appendix C.

Results will not be announced until after 9 p.m. that night when polling stations in all EU member
states close.
The Returning Officers for the city and county council elections will count the votes cast at those
elections at the count centres set out in Appendix E. Ballot boxes containing ballot papers for a
borough/town council election will be delivered to the Returning Officer at the centre appointed
by them for counting the votes (see Appendix E). At 9 a.m. on Saturday 6th June, the Returning
Officer will open the ballot boxes, verify the ballot paper accounts and then count the votes.

European Parliament Elections 2009
Times of Poll
Polling at the European elections will take place on Friday 5th June between 7.00 a.m. and 10.00 p.m.
European Parliament elections were last held on 11 June 2004 together with elections to all local authorities
and a referendum on Citizenship.
Nominations
To be eligible for election to, and membership of, the European Parliament a person must be at least 21 years
of age and be either a citizen of Ireland or a national of another EU Member State and ordinarily resident in
Ireland. A person may nominate himself or herself as a candidate or may, with their consent, be nominated
by another person (being a person registered as a European elector in the constituency for which the person
proposes to nominate the candidate) as proposer. A candidate not in possession of a certificate of political
affiliation (confirmation that a person is a candidate of a political party registered in the register of
political parties) must have his/her nomination completed using either of the following options: (i) by way
of assents requiring the completion of statutory declarations by 60 assentors registered in the relevant
European constituency, or (ii) by way of the candidate, or someone on his or her behalf, lodging a deposit
of €1,800 with the returning officer. The latest date for receipt of nominations for the European Election was
12 noon on Monday 11th May.
The ballot paper for the European election will be white and will include photographs of the candidates and
party emblems where these have been submitted. A specimen ballot paper is shown in Appendix J.

European Constituencies
The 12 Irish members of the European Parliament will be elected by secret ballot in four constituencies on the
single transferable vote system of proportional representation. The constituencies and the number of members

Polling at the local elections will take place on Friday 5th June between 7.00 a.m. and 10.00 p.m.
Local elections were last held on 11 June 2004 together with European elections and a referendum on
Citizenship.
Nominations
To be eligible for election to a local authority a person must be over 18 years of age and must be either a
citizen of Ireland or ordinarily resident in the State. A person may nominate himself or herself as a candidate
or may, with their consent, be nominated by another person (being a person registered as an elector in the
area of the local authority for which the person proposes to nominate the candidate) as proposer. A candidate
not in possession of a certificate of political affiliation (confirmation that a person is a candidate of a
political party registered in the register of political parties) must have his/her nomination completed using
either of the following options: (i) by way of assents requiring the completion of statutory declarations by
15 assentors registered in the relevant electoral area, or (ii) by way of the candidate, or someone on his or
her behalf, lodging a deposit of €100 in the case of election of members of a county/city council and €50
in the case of a borough/town council, with the returning officer. The latest date for receipt of nominations
for the Local Election was 12 noon on Saturday 16th May.

Polling at the bye-elections in Dublin Central and Dublin South will take place on Friday 5th June
between 7.00 a.m. and 10.00 p.m.
Nominations
To be eligible for election to Dáil Éireann, a person must be a citizen of Ireland and be at least 21 years of age
by polling day. A person may nominate him/herself as a candidate or, with his/her consent, may be
nominated by a person who is registered as an elector in the constituency concerned. A candidate not in
possession of a certificate of political affiliation (confirmation that a person is a candidate of a political party
registered in the register of political parties) must have his/her nomination completed using either of the
following options: (i) by way of assents requiring the completion of statutory declarations by 30 assentors
registered in the relevant Dáil constituency, or (ii) by way of the candidate, or someone on his or her behalf,
lodging a deposit of €500 with the returning officer. The latest time for receiving nominations is 12 noon on
Thursday, 21st May 2009.
