The charges against Mr. Barnes are the result of a continuous and ongoing
Effingham Police Department investigation, said Kibler. On Wednesday of this
week, in furtherance of this investigation, city police officers executed a search
warrant at the defendants home and recovered various narcotics-related items.
Mark C. Barnes appeared before the Hon. Judge Kimberly G. Koester in Effingham
County Circuit Court on Thursday afternoon, at which time the Hon. Judge Kimberly
G. Koester deferred the setting of bond (on the new charges) until Friday, February
13th, at 11:00 a.m.
At the time of his apprehension, Barnes was out on bond and under a condition of
electronic home confinement in an unrelated felony narcotics case (No. 2014-CF101) in Effingham County. States Attorney Kibler filed a motion to immediately
revoke bail in that matter, and Judge Koester granted the States motion.
Each new allegation against the defendant is a Class 2 felony charge, punishable
upon conviction by up to 7-years in the Illinois Department of Corrections. If
convicted on any of the newly-filed charges as well as the previously-filed charges,
Barnes faces mandatory consecutive sentencing totaling up to 17-years in prison.

presumed innocent unless proven guilty in a court of law.
