1978 INTERNATIONAL CONVENTION ON

STANDARDS OF TRAINING, CERTIFICATION AND


WATCHKEEPING FOR SEAFARERS

This treaty was adopted on 7 July 1978 in London, United Kingdom and
entered into force on 28 April 1984. It administered by Secretary-General of the
International Maritime Organisation and classified as Ocean and Maritime. As of 30
June 2013, there are 157 parties signatory to this treaty.



In general, this Convention ensures a safe shipping environments and duty of
seafarers across the world to ensure the ocean is clean. It also requires seafarers
training, certification and watchkeeping internationally. Every Contracting States
shall oblige the minimum standards for seafarers training, certification and
watchkeeping under this Convention.

This Convention also answers many issues with regards to certification and
States port control issues. Among them, it requires non-party States to put on their
respective State flags to avoid any favourable treatment.

This Convention is supported by many States as by far there is no
standardise regulation with regard to non-party States.
