Summary: Restaurant managers plan and direct the activities of places that serve
food and beverages.
Restaurant managers have different duties depending on where they work. In most
restaurants and food service facilities, the manager is assisted by one or more
assistants. In large facilities, there is also an executive chef. The chef is responsible
for the operation of the kitchen. The assistant managers oversee service in the dining
room. In small restaurants, the executive chef may also be the manager. In fast food
restaurants and other places open for long hours, there is often an assistant manager to
oversee each shift. Restaurant managers have a variety of daily duties. They estimate
how much food and beverage will be used, and place orders with suppliers. They
check the deliveries of fresh food and baked goods for quality. They order supplies of
non-food items, such as dishes and silverware, cooking utensils, and cleaning
products. They arrange to have equipment repaired or maintained and schedule other
services. In addition, managers total cash and charge receipts at the end of each day.
Then they deposit them in a bank or other safe place. Restaurant managers also
supervise the kitchen and dining room. For example, they oversee the food
preparation, checking the quality and size of the servings. They resolve customer
complaints about food or service. In addition, managers make sure that kitchen and
dining areas are cleaned according to standards. They also keep records of these
practices for health inspectors. Finally, managers monitor the actions of their staff and
customers to be sure that safety standards and liquor laws are obeyed. Managers have
a variety of other duties. In restaurants that change their menu items, managers often
select or create new recipes. They consider what items have been popular in the past,
and what foods on hand must be used. Then they analyze recipes to decide costs for
food and labor and assign menu prices. Managers are often responsible for recruiting
and hiring new kitchen and serving staff. They orient staff and oversee their training.
In addition, they schedule staff work hours, making sure that peak dining hours are
covered. Large restaurants often have bookkeepers. However, managers of small
facilities often have administrative duties. For example, they keep records of
employee hours and wages. They prepare payroll and tax report paperwork. They
keep records of purchases and pay suppliers. They also evaluate the success of new
dishes and remove them from the menu if they are not profitable. Some managers use
computer software to help them with these record keeping duties.

RECOMMENDATION: That the City Council adopt a resolution modifying the Fiscal
Year 2005 budget and the classification and compensation plans to revise and retitle the
classification of Accountant I to Accounting Services Supervisor.
BACKGROUND:
There are two full-time Accountant I positions in the Finance Department, one
position is assigned to the Accounting and Payroll Division and the other is in the
Treasury and Revenue Division. Historically these positions have functioned as lead-
workers to subordinate clerical and technical staff. The Finance Department
requested that the Human Resources Department update the class specification for
Accountant I to better reflect current job duties and also requested a review of the
feasibility of assigning full supervisory responsibilities to the Accountant I
classification.
DISCUSSION:
The Human Resources Department has completed a classification study of the
Accountant I positions in the Finance Department, including an organizational review
of the supervisory duties performed within the Accounting and Payroll Division and
the Treasury and Revenue Division. Currently the Financial Services Officer acts as
the supervisor of the Accounting and Payroll Division and an Accountant II acts as
the supervisor of the Treasury and Revenue Division. It is recommended that, due to
the scope of responsibilities assigned to the managers of each of these divisions, that
responsibility for supervision of subordinate clerical and technical staff be shifted
from these managers to the Accountant I positions.
Based upon the new supervisory focus of these positions, it is recommended that the
job specification be updated and the title of this classification be changed to
Accounting Services Supervisor. The re-titled class specification has been updated to
more accurately reflect the duties performed by the position. The Accounting
Services Supervisor will be responsible for supervising, planning and
coordinating the activities of payroll or accounting office support staff
in the Finance Department, performing accounting functions, and
providing technical support to accounting or payroll staff. The
Accountant I classification is currently in the Service bargaining unit, but because it is
recommended that this classification now include full supervisory duties,
reassignment of the classification to the Supervisory bargaining unit is recommended.

The salary range for the Accountant I is currently $3,518 - $4,952/month. Based
upon an internal salary comparison, no change in compensation is recommended for
this classification at this time. Additionally, because the salary range for the
Accountant I classification was increased by 1% as a result of recent negotiations with
the Service bargaining unit, it is also recommended that any comparable increase
received by the Supervisory bargaining unit not be applied to this classification.
Attached are the revised and re-titled Accounting Services Supervisor class specification
and the resolution deleting the Accountant I classification and adding the Accounting
Services Supervisor classification. A copy of the existing Accountant I class
specification is available for review in the City Council Office.
FISCAL IMPACT:
There is no fiscal impact associated with these recommendations.
