    The International Hydrographic Organization (IHO) has updated the encryption standard for Electronic Navigational Charts (ENCs) from S-63 Edition 1.0 to S-63 Edition 1.1, which will become compulsory in the coming months. Vessels must upgrade their ECDIS systems to be compatible with the new standard or the charts will no longer be considered carriage compliant. Vessels must also import a new IHO certificate file to authenticate ENC data and confirm their ECDIS systems are DVD compatible to continue receiving permits to unlock chart data.

    Dear Digital Customer, IMPORTANT CHANGES TO ELECTRONIC CHARTS ACTION REQUIRED The IHO has updated the method

    d by which all official Electronic Navigational Charts (ENCs) are protected and encrypted, which requires certain actions to be carried out by all affected vessels at sea and also their electronic chart supplier. S-63 Edition 1.0 is the current IHO Standard for the protection and encryption of ENCs. The new edition of this Standard (S-63 Edition 1.1) will become compulsory in the coming months. If the ECDIS systems on your vessels are not upgraded to S-63 Edition 1.1 they will no longer meet the IHO standards and therefore no longer be carriage compliant. The permit files that are sent to you to unlock the data will also be changing to S-63 1.1 format, so it is essential that these changes are implemented. S-63 Edition 1.1 offers some significant benefits including the entire ENC dataset to be distributed on a single DVD every week, leading to more efficient data-loading and fewer warning messages. Summary of the required actions: 1. All ECDIS systems must import the new certificate file to authenticate the ENC data. This IHO.CRT file replaces the expiring PRIMAR.CRT certificate. The new IHO.CRT file available from the IHO website: http://www.iho.int/iho_pubs/standard/S-63/S63_SA_Certificate.htm. Please contact your ECDIS manufacturer for details on how to import this new file. 2. All ECDIS systems software must be compatible with S-63 1.1. All ECDIS systems with a production date of 2009 or later will already support S63 1.1 (See Note 1 below); older systems may require an upgrade please contact your ECDIS manufacturer for further details. 3. Confirmation that the ECDIS systems on-board are DVD compatible. In order to ensure that your vessels continue to receive the correct permits, please complete and st return the Excel form by no later than 31 August 2013 that was attached to the email, which is designed to capture all of the necessary information required.
