This document summarizes the Telstra SatCOW project which aimed to design a transportable mobile base station capable of using satellite transmission to link back to the mobile network within 2 hours of a disaster. Major considerations included synchronization using a GPS-controlled clock due to unstable satellite modem PRC, increasing frame synchronization windows to over 800ms to account for 500-550ms satellite roundtrip delay, and modifying MAC/RLC parameters and timers to support the increased satellite link delay. The resulting mobile base station had limited capacity due to the 2xE1 satellite link but demonstrated rapid disaster recovery of mobile networks via satellite backhaul.
