Rita Moreno was the voice of Carmen Sandiego in Where on Earth Is Carmen Sandiego? (1994). She makes a guest voice appearance in this version as V.I.L.E. bookkeeper Cookie.
Of note for fans of the first animated series, Where on Earth Is Carmen Sandiego? (1994), Carmen's relationship to Zach, Ivy, and Player have changed; Ivy and Zach are her sidekicks in the series. Also, Player is a more active participant in the series, acting as a hacker for the group rather than merely being called out to for help and showing up in the bookend scenes.

The depiction of the Chief of ACME is a combined tribute to the major 1990s television series adaptations of the Carmen Sandiego franchise. In this case, the Chief is an African-American woman like the version portrayed by Lynne Thigpen who starred in the PBS game shows Where in the World Is Carmen Sandiego? (1991) and Where in Time Is Carmen Sandiego? (1996), and she is usually present in the field as a holographic projection like the Chief in Where on Earth Is Carmen Sandiego? (1994) who is a holographic projection.
