No, the boy is not Ollie. The scene is there to show Tony continuing obsession with the case. While his unflagging determination to find Ollie is what drives the action of the show, the writers are also careful to demonstrate that Tony's obsession is incredibly damaging to him. Emily is able, to some extent, to put Oliver's disappearance behind her and move on with her life. The discovery of his true fate is the final piece with she needs to heal, and move forward in her new life with Mark. But Tony's obsession will not let him do that. He has nothing in his life beyond the search for Oliver. Even though he learns the truth about what happened, he cannot bring himself to accept it. Instead, he continued searching, relying on ever more tenuous leads. The Russia scene demonstrates the consequences of this. Tony has become an isolated weirdo, bothering people in a vein quest to find his son.
