A new President moves into the Presidential residence, as Oshrat, a new employee, start working with him. They form an excellent professional relationship, and a close, warm personal bond. But all that changes when the President tells her he'd fallen in love with her. When Oshrat refuses his sexual innuendos, he forces himself on her. Oshrat desperately needs to keep her job, and since she's stepping away from a promotion, she turns to Avinoam, the President's closest advisor, asking for his help in navigating the complex, sensitive situation. Avinoam turns to the president, telling him he shouldn't mess with Oshrat, she's not like the others. The president seems to be following his advice, but then rapes Oshrat that night, when they're both alone at the office. Oshrat wants to resign, but the president continues attacking and threatening her. Oshrat rebels and threatens Avinoam that she will go to the police. In response, Avinoam threatens back that he'd bury her with a false, made-up story: Oshrat is an escort, a problematic, defective woman. He transcribes her thank you letter for all the wonderful times she had at the President's Office, threatens her, and believes it's all going to end there. But even after Oshrat leaves the office, the president's obsession and abuse of her continues. One night, Oshrat shows up at the office, threatening the president that if he's not going to pay her for what he did, she will go to the police. The President records the conversation.

Avinoam wants to take his relationship with Avigail, his much-loved partner and the Communications Advisor for the Minister of Finance, one step further. The President calls him urgently, tells him about the meeting with Oshrat and plays him the recording. Avinoam tries to spin it around, and that same night he contacts the Attorney General, plays him parts of the recording, and declares it blackmail. The police are on their way to Oshrat whilst Avinoam tries to seal the deal away from the press - Oshrat will tell the police she is sorry, that she never intended to blackmail anyone and in exchange, the President will withdraw his complaint against her. Yana, the police investigator, reads through the lines and realizes that Oshrat is being threatened, and Avinoam is surprised to hear the police is investigating a rape allegation. With his plan completely collapsed, Avinoam tries to quickly minimize the damages whilst the police is already investigating the President and obtaining some documents from his office. Yana discovers Oshrat's thank you letter to the President, as well as other similar style letters from other office workers over the course of his career, including his days as a Minister and a Mayor. One of those letters is from Avigail, who was the President's Communications' Advisors some years ago.

Avigail sees how Avinoam, runs a defamation campaign against Oshrat, who was the first to file an official complaint against the President. The campaign affects the better judgment of the Attorney General and the Attorney's Office, and they consider dropping the case. Yana feels there is a bigger story there and decides to further investigate the women whose letters were found at the President's Office. She contacts Avigail and confronts her with the truth - she is one of his victims too. Avigail can't be a part of their lawsuit because of the statute of limitations, but she can speak in the press. Avigail tells Avinoam for the first time what happened to her whilst she worked with the President during his ministerial cadence. She notifies him that she will expose her story publicly. Avinoam is upset, confronts the President about it and tries to resign, but the President threatens him that he will expose his involvement in their shared, corrupt activities. Avinoam tries, and for a moment succeeds in burying the interview, convincing Avigail that this kind of exposure will only harm her. But in the end Avigail decides to go ahead with the interview and tell the story of her sexual harassment. But indeed, she pays a very hefty price, when she loses both her job, and her relationship with Avinoam.

Shula, the President's wife, is deeply upset by the allegations. She struggles to stand by his side when he's called over to the police station for a confrontation with Oshrat. The President shows up confident and fully prepared, which throws Oshrat completely off balance, and she storms out emotionally. After the police confrontation and despite the fact the President came up trumps and it looks like no charges will be pressed against him, Shula confronts him. She is reminded of women who'd worked with him over the years and contacted her to tell her what's really going on at the office. She tells him about the phone call she received from Oshrat and the messages she'd sent her. She informs the President she is leaving the Presidential Residence and heads back south, to their hometown. And that she's leaving him, for good. Despite the failed confrontation at the station, Yana keeps on trying. She notices Shula no longer escorts her husband on any official event, connects it with the fact Oshrat told her that she's told Shula everything, and her request to further investigate the case is approved. The president and Avinoam are terrified, worried Shula will expose the truth and pass Oshrat's messages to the police. Yana heads over to Shula's home, and at first it seems like she is ready to talk. But a phone call from the President during Yana's visit convinces Shula to stay silent after all.

It looks again like the President is coming up trumps and unharmed, but then it turns out that for the case to be closed he must sign a plea bargain tailored for him by his attorney, Rosenfeld. The bargain is extremely favoring of the President, the rape and severe sexual assaults charges have been dropped, and there is not even an infamy clause that could severe his political future. The plea bargain causes a major public uproar and a wave of demonstrations, in which Avigail is extremely active. Avinoam thinks it's a great deal, but the President refuses to sign a plea bargain for felonies which he believes he didn't commit. Shula tries to convince him - she is worried by what's going to happen next, she wants a quiet life, and to enjoy their grandson, which is due to be born. Opposite her stands Marcelle, the President's dominant mother, who insists he shouldn't sign the plea. She claims it all stems from long-lasting personal vendetta and that her son should defend his innocence and good name. On the morning of the scheduled signing of the plea at court, the President is in turmoil. And when inside the court room, he surprises everyone, saying he will not sign the plea. The president instructs Avinoam to organize a press conference, where he will finally tell his side of the story. A moment before he steps in, he fires Avinoam, who leaves, disgraced.

The press conference is stormy and filled with back-and-forth accusations, the President loses his composure. Esther, who worked at his office when he was a Minister decides to speak up, and files a rape complaint against him. Her complaint results in an indictment for rape and other sexual abuse allegations. Oshrat is not a part of the indictment. Rosenfeld, the President's lawyer tries whatever he can to refute Esther's testimony, as the President's men get up on the podium one after the other, trying to refute her testimony and turn her into a non-credible witness. Avigail shows up at Avinoam's after a long period in which they had no contact at all; she knows that if he'll tell the truth, the President will be convicted. Avinoam refuses to endanger himself and his future career. The President's defense team pulls out their winning ticket - Esther asked to go back to working with the President following his election. Is it reasonable that a sexual abuse victim will ask to go back to working alongside her attacker? Yana finally manages to convince Avigail to take the stand. Even though she is not a part of the case, she can still testify about the President's behavioral pattern and the way the women he attacked were silenced. Avigail testifies courageously, despite the ongoing attempts to besmirch her name. The president is convicted and will serve a jail sentence, and finally, there is a closure for all the women who stood together to take him down - Avigail, Yana, Esther and Oshrat.
