Sort of. This screenplay was originally conceived as a direct sequel to Deadlands: the Rising (2006). The films original title was Deadlands 2: the New World. However, was still deemed to expensive to complete.
Because Deadlands 2 has introduced new characters and a different story, the numerical marker of the series for this story was changed to a 3.

Yes. While this was originally a direct sequel to the first Deadlands zombie movie, when it was changed to become the third entry all the main/leading characters were re-written except for 3. The only 3 characters to stay throughout each revision were Melisa, Emma Jane, and Lt. Morganelli
As of November 2010 the screenplay is currently on revision #8. The first 3 revisions kept the title as Deadlands: The New World, however studio interest in the project in late 2008 had the title changed to reflect the movie as a remake of Deadlands: The Rising. When studio involvement dropped the title was changed back. In 2010 with interest from 20th Century Fox the title was once again called Deadlands: The Rising and the story was re-written to include the outbreak and post apocalypse story elements, when no deal was reached the title was changed back.
The current screenplay clocks in at 157 pages, and contains 9 main characters that are a very important part of the story. The outbreak portion of the story has been completely stripped from the newest revision and the film starts in the post apocalyptic world. Any reference to the outbreak will be told through character memories.
