Xiao-Qing is a mentally challenged mother raising her daughter Xing-Xing with the help of friends. As Xing-Xing grows up and begins to intellectually surpass her mother, a social worker Zhi-Ming starts to investigate the situation and provide assistance. Xiao-Qing eventually loses her job, and has to go begging at an underpass. The incident draws the media's attention, and even brings out Xiao-Qing's miserable past. Under public pressure, the Social Welfare decides to relocate Xing-Xing to a foster home. Yet, this "best arrangement" is actually the "worst decision" for Xiao-Qing and Xing-Xing.
