It's one of those movies in which half the shots are in darkness, even office shots, about half of New Mexico seems to be street walkers or their clientele, and the soundtrack is filled with those echoing, foreboding sounds that lets the audience know that serial killers and corrupt cops are not good things, because how would they know otherwise? Occasionally Mel Gibson appears on the screen to make a declaration about the serial killer to the police. The whole thing is about the level of a Hallmark movie.
