First, Laura was abducted by someone or several people at the bar who were there looking for attractive, young American women whom they'd sell to sex traffickers in foreign countries. The key factor here is that they didn't know who Laura was -- to the sleazy kidnappers, she was just another young, blonde woman in the crowd, even though she was actually a brunette. They simply didn't know she was the President's daughter.
She was captured because the Secret Service agents who were assigned to her had been taken off protecting her and reassigned to her father on his orders because he was in the Boston area to meet a woman he'd been having an extramarital affair with.
