An FBI agent believes a group of surfers may also be the group of bank robbers he's been hunting.
Earlier in the movie. Pappas told Johnny his theory that the Ex-Presidents were surfers. In the film footage that Pappas showed Johnny. Pappas showed him a tan line that only a surfer would have.
That tattoo really wasn't a tattoo. On the way out of the bank. The person that was wearing a President Johnson mask. He drops his pants, flashes the camera while slapping his cheeks. Written on his butt cheeks was the message "Thank You."
Later in the movie after the failed bust of the drug dealing surfers. Johnny goes out surfing in the morning with Tyler, Bodhi and his friends. Johnny notices one of the surfers mooning Bodhi: the way the surfer moons Bodhi is the exact same way the bank robber mooned the bank camera. Johnny skips out on surfing and uses the time to follow Bodhi around for the rest of the day.
That night Johnny tells Pappas that Bodhi spent almost two hours at a bank before losing him. Johnny went back to the beach house and noticed that everything had been packed up and put in storage. Johnny then says that "Summer is over. They're out of here and won't be back until next summer" and suggests they're planning one last robbery to pick up some "traveling money".
So both Johnny and Pappas had an idea who the Ex-Presidents were. They couldn't arrest them because they didn't have solid proof. But they knew what bank was going to be robbed. So the two of them were there the next morning waiting for the Ex-Presidents to show up and they did.
