River bank protection
The walker in blue is on the long distance path, Weardale Way. At the centre of the image there's certainly a constructed defence in the form of a concrete causeway. There are also gabions, (rock-filled wire cages), in place. It's probable too that the rocks have been placed in order to defend the river bank.
