Winter 2011-12 and an extensive program of repair work is under way at various places around the city walls, including here at the Phoenix Tower.Link
At most of the work sites the wall walk has been closed off and you have to go round the work area at street level via the nearest steps. Here however the tower is at one of the corners of the wall and the contractors have put up a temporary elevated walkway on scaffolding around their site so there is no need to go down.
