    The open letter

    Dear Political Leaders,

    Introduction

    As an older Australian, I am deeply dismayed by the current state of our nation regarding morality and crime. Each night, the media presents yet another act of violence, youth crime, scam victims, exploitation, and injustice. Governments at all levels have initiated efforts to address these issues, focusing on specific target groups or sectors.

    However, these fragmented efforts dilute resources for smaller groups that are not as prominent in the media or public eye.  This fragmentation also leads to the development of strategies that may not be relevant or effective for other pressing situations.  Many of these efforts are reactionary, aiming to punish rather than prevent the issues from arising in the first place.

    I am writing to propose a framework or set of principles, detailed later, that are universally applicable to both current and future situations. I hope these principles will establish a moral compass,
