      he Color of Law: A Forgotten History of How Our Government Segregated America is an account of how federal housing policies in the early 20th century paved the way for segregation and prevented African Americans from owning homes and building wealth. Writing in the preface to his book, author Richard Rothstein says that America has a constitutional duty to put to right the government-sanctioned segregation it has implemented in the early part of the 20th century.
