Potrebbe nascere il dubbio che l’argomento sia circoscritto ai settori logistico e tecnico, ma va detto che la questione ha significative implicazioni in numerosi altri delicati settori, trattandosi di rendere coerenti lo sviluppo di capacità coerenti con un disegno pluriennale di marittimità nazionale.
Incidendo sull’efficienza dei mezzi navali dello Stato e sul prestigio (anche tecnologico) nazionale, avere arsenali navali capaci e produttivi fornisce gli strumenti per influire sulle relazioni internazionali e sulle scelte globali.
È, infatti, ormai ampiamente dimostrata l’importanza degli arsenali navali sia per l’efficienza delle unità, che influisce sulla loro presenza in mare e, quindi, sulla valenza geopolitica del nostro paese, sia per lo sviluppo di tecnologia e industria nazionale, sia diretta che indotta.
In un mondo sempre più proteso verso il mare, quindi, i porti e gli arsenali sono oggi più che mai strumenti di sviluppo interno e di soft power.
Lo hanno riscoperto gli Stati Uniti che nel 2022 hanno approvato un programma di 22 miliardi di dollari per l’ammodernamento dei quattro arsenali della US Navy, dopo aver constatato che le riparazioni in queste strutture risultano alla fine più rapide, economiche e con tempi certi che il ricorso all’industria navale, che ha il compito di rinnovare la flotta, non la priorità di mantenerla in efficienza. Lo hanno ben compreso, per esempio, i cinesi che investono moltissimo nelle infrastrutture portuali non solo in patria ma anche all’estero, sia per motivi economici che geostrategici.
Gli Arsenali hanno contribuito in modo determinante a rendere sicure le vie di comunicazione e di commercio marittime che hanno rafforzato la capacità della nazione di assicurare la propria presenza sui mari.
Per generazioni, gli arsenali hanno sostenuto gli interessi globali del Paese in regioni geografiche critiche, non solo in Italia.
Come abbiamo già segnalato sotto altri aspetti nei passati quaderni strategici, il futuro economico, industriale e politico dell’Italia è più̀ che mai strettamente legato alla sua marittimità, di cui tutti gli arsenali rappresentano un nodo cruciale, di priorità intrinseca per l’efficienza dello strumento navale.

Doubts might arise that the topic is confined to the logistical and technical sectors, but it must be said that the issue has significant implications in numerous other sensitive areas, as it is a matter of enabling the development of capabilities consistent with a multi-year design of national maritimeness.
Affecting the efficiency of naval assets and national prestige (including the technology), having capable and productive naval arsenals provides the tools to influence international relations and global choices.
It is, in fact, now widely demonstrated the importance of naval arsenals both for the efficiency of units, which affects their presence at sea and, therefore, the geopolitical value of the country, and for the development of national technology and industry, both direct and induced.
In an increasingly seaward world, therefore, ports and arsenals are now more than ever instruments of domestic development and soft power.
This has been rediscovered by the United States, which in 2022 approved a 22-billion-dollar program to modernize the four arsenals of the U.S. Navy, after finding that repairs at these facilities are ultimately quicker, cheaper and less time-consuming than relying on the shipbuilding industry, which has the task of renewing the fleet, not the priority of keeping it efficient. Has been well understood, for example, by the Chinese, who invest heavily in port infrastructure not only at home but also abroad, both for economic and geostrategic reasons. 
The shipyards has been instrumental in enabling Italy to secure sea-lanes of communication and commerce that has strengthened the Nation's ability to project power across the Oceans.
For generations, the shipyards has supported the global interests of the Country in critical geographic regions, not only in Italy.
As we have already pointed out in past strategic notebooks, Italy's economic, industrial and political future is more than ever closely linked to its maritime status, of which the arsenals are a crucial node, of intrinsic priority for the efficiency of the naval forces.
