Salafism

The Syrian Salafi armed group Ahrar al-Sham epitomises the most prominent case of politicisation. By 2014, Ahrar al-Sham was the leading insurgent group in Syria, with the largest number of soldiers, presence throughout Syrian opposition-held areas, and relatively strong ties with foreign countries including Turkey and Qatar. Ahrar al-Sham explicitly rejected al-Qaida’s legacy and developed a more inclusive approach to other groups and the population. This chapter traces the group’s emergence and development to demonstrate how pre-war developments and a de-centralised alliance-based expansion underpinned its politicisation over the years. This case study also contends that politicisation was sustained by the group’s internal institutionalisation, which ultimately explains its successes and failures during the conflict. This chapter is based on extensive field research interviews in Turkey and north-west Syria in 2019 with an array of leaders and members of Ahrar al-Sham, armed opposition groups, and independent Syrian Islamists.

Soğuk savaşın ürünü olarak ortaya çıkan internet, her şey hakkında bilgi sunan ve sayıları gün geçtikçe artan web sitelerine anında ulaşım sağlayan dünya çapındaki bilgisayar ağı olmakla beraber yirminci yüzyılın en önemli teknolojik gelişmeleri arasında yer almaktadır. Bu yeni gelişmenin etkisi her geçen gün artmaktadır. Bu etkinin nedeni internetin fonksiyonu ile ilişkilidir. İnternet sayesinde gündemden haberdar olma, bilgi alma ve görüş paylaşma, zamanın ve mekânın sınırlarını aşarak hızlı bir biçimde yapılmaktadır. Böylesi fonksiyonlara sahip olan internet, artık hayatımızın en önemli parçası olmuştur. Dahası internetin kaynaklık etmiş olduğu yeni iletişim sistemleri, insan yaşamının temel boyutlarını, zamanı ve mekânı kökten dönüştürmeye başlamıştır. Zaman ve mekân arasındaki sınır belirsizleşmiş, kültürel, tarihsel, coğrafi anlamlar değişmeye başlamış ve internet, değişimin ana manivelası haline gelmiştir.
İnternetin bir diğer özelliği de günümüzde dini veya seküler grupların kurumsal kimliklerini gözler önüne serdiği sanal mekân olmasıdır. İnternetin sunduğu tüm araçları bir araya getirme imkanıyla dini gruplar, ideoloji ve söylemlerini takipçilerine ve grubun dışındaki sempatizanlara tanıtmakta; dini grubun vizyonunu, misyonunu veya hedeflerini kamuoyu ile paylaşmaktadır. Ancak dijital ortamda varlık gösteren gruplar, bu mecraların sunduğu interaktif iletişimden ziyade geleneksel tek yönlü iletişim türünü sürdürmeyi tercih etmektedir. Son dönemde dini gruplar da interneti etkin bir biçimde kullanmaya başlamıştır. Dini gruplar; kendilerini tanıtmak, gruplarına katılımı arttırmak ve mensuplarının da kendi iç dinamiklerini pekiştirmek çerçevesinde bütün kitle iletişim araçlarını kullanmaktadırlar. Bu sayede dini grupların ideoloji ve eylemleri hem kamuoyu ile paylaşılmakta hem de dini grubun kendini konsolide etmesi sağlanmaktadır.

Selefi cemaat lideri ve eylem adamı Cuheymân el-Uteybî’nin 15. hicrî asrın ilk günlerine rastlayan 1979 Kasım ayındaki Mescid-i Haram işgali, geçen yüzyılda müslümanları ilgilendiren en önemli olaylardan birisidir. Bu olay ve arka planı daha önce Türkçede tarafımca yapılan iki ayrı araştırmanın konusu olmuş; biri akademik usûl ve üsluba uygun olarak, diğeri de popüler gayelerle serbest bir dil ile hazırlanıp yazılan ve 2004 ile 2005 yıllarında yayımlanan bu çalışmalarda konu derinlemesine değerlendirilmiştir.
Fakat özellikle 2007 yılında çıkan iki yeni çalışma, Cuheymân hadisesinin tekrar ele alınması zaruretini doğurmuştur. Bu zaruretin nedeni, bu yeni yayınlara kaynaklık eden tanıklıkların, özellikle Nâsır el-Huzeymî’nin verdiği malumatın, olayın daha iyi anlaşılması açısından taşıdıkları ehemmiyettir. Tekrar vurgulanması ya da tashih ve tasrih edilmesi gereken bazı detayların ve yeni aydınlanan bazı karanlık noktaların
ilim dünyası ve konunun diğer meraklıları ile paylaşılması bu nedenle akademik bir mecburiyet haline gelmiştir.

Çin coğrafyasından başlayarak Avrupa'ya kadar giden ve tarih boyunca ticari, siyasi, ve kültürel alışverişin bir güzergahı olan İpek Yolu ve etki alanındaki coğrafya, özellikle Sovyet Sosyalist Cumhuriyetleri Birliği'nin (SSCB) yıkılışı, Türk Cumhuriyetleri'nin bağımsızlıklarını kazanmasıyla yeniden önem kazanmaya başlamıştır. Bu coğrafya potansiyelleri ve stratejik konumu sebebiyle bütün dünyanın ilgisini çekmektedir. Büyük bir kısmı Müslüman milletlerin yaşadığı ülkelerden oluşan İpek Yolu coğrafyasında ve etki alanında İslam dinini meşruiyet unsuru olarak kullanan pek çok radikal yapılanma da zaman zaman ortaya çıkmaktadır. Özellikle El Kaide ile Irak ve Şam İslam Devleti (IŞİD) terör örgütlerinin dünya gündemine gelmesiyle tartışılmaya başlanan Radikal Selefilik de bu bölgeyi etkisi altına almaktadır. SSCB'ye karşı ABD'nin desteklediği İslamcı militanlar, Afganistan'ı bir organizasyon merkezi olarak kullanmıştır. SSCB'nin çöküşü ardından dini bir canlanış yaşayan Türkistan coğrafyası için ise hem Afganistan etkisi hem de dini arayış, milli kimlik oluşumundaki İslam unsuru sebebiyle Selefilik her geçen gün çeşitli etki alanları oluşturmaktadır. İpek Yolu'nun önemli duraklarından olan Anadolu coğrafyası ve Ortadoğu ise IŞİD tehdidi sebebiyle büyük sorunlar yaşamaktadır. Yükselen İpek Yolu coğrafyasında hem terör üretmesi hem de ideolojik ve dini olarak bir kültür değişmesi yaratma ihtimali sebebiyle Radikal Selefilik ve bağlantılı terör ciddi bir tehdit unsuru haline gelmiştir. Bu çalışmada Selefilik'in tarihi, ideolojik ve dini kökenleri değerlendirilecek, İpek Yolu coğrafyasında yarattığı ve yaratabileceği tehditler incelenecektir. Anahtar Kelimeler: İpek Yolu, Türk Dünyası, Ortadoğu, Radikal Selefilik, Terör A. GİRİŞ Uluslararası siyasette ve krizlerde pek çok faktör rol oynamaktadır. Bu faktörlerden biri de din ve mezhep faktörüdür. İnsanlık tarihine bakıldığında din faktörünün pek çok savaşa, krize, barışa, anlaşmaya ve çatışmaya konu olduğunu görmekteyiz. Avrupa'daki mezhep savaşları, Haçlı Seferleri, Osmanlı ve Selçuklu Türklerinin " İlay-ı Kelimetullah " yani İslamiyet'i yaymak amacıyla sürekli Batı'ya doğru cihat etmesi, ABD'nin " Yeşil Kuşak " projesi, İsrail devletinin kuruluşu, pek çok iç savaş ve özellikle 2001 yılındaki 11 Eylül saldırılarıyla adından daha çok söz ettirmeye başlayan terör bariz bir biçimde din kavramının uluslararası siyaset içinde yer aldığını göstermektedir. 1 Bu örneklerden de yola çıkarak dini meşruiyet kaynağı yapan siyasi hamlelerin ve uluslararası organizasyonların her geçen gün daha çok gündemimizde yer aldığını görmekteyiz. Özellikle Arap Baharı sonrasında Ortadoğu coğrafyasında yaşananlar, " Irak ve Şam İslam Devleti " (IŞİD), El-Nusra gibi terör örgütlerinin yarattığı kaos ve öncesinde El-Kaide'nin dünya gündemindeki yeri dinin uluslararası siyasetteki yeri noktasında çok farklı bir boyut ortaya çıkarmıştır. Bu gibi terör örgütleri yaptıkları eylemleri " Tanrı " adına yapılan işler olarak göstermekte ve dini literatürden kendilerine meşruiyet kaynağı üretmektedirler. 2 Özellikle İslam Dünyası'nda dini terörü meşrulaştırma aracı olarak kullanan örgütler incelendiğinde karşımıza itikadi bir akımdan yola çıkarak radikalleşen ve bir şiddet ideolojisine dönüşen " Selefilik " çıkmaktadır. Kendisini Selefi olarak tanımlayan ya da söylem ve eylemleriyle bu şekilde tanımlanan örgütlerin faaliyet alanları incelendiğinde ise tarihi İpek Yolu coğrafyası ve etki alanının bu yapılara ev sahipliği yaptığı görülmektedir. Bu durum ise ekonomik, sosyal ve siyasi olarak yükselen ve önem kazanan İpek Yolu coğrafyası için ciddi bir tehdit oluşturmaktadır.

Başlangıçta Arabistan içerisinde yayılan hareketin daha sonraları dünyanın değişik bölgelerinde önemli ölçüde taraftarlarının oluştuğu dikkati çeker. 18. ve 19. yüzyılda Avrupa devletlerinin Afrika ve Hindistan Alt Kıtasına ilgi duymaları ve burayı işgal etmeleri üzerine bu bölgelerdeki Müslümanlar arasında farklı hareketlerin ortaya çıktığı görülmektedir. Müslümanlar, içerisinde bulundukları siyasî, sosyal ve dinî krizlerden çıkmak için bazı yöntemler geliştirmek için çabalamışlardır. Bunun neticesinde farklı hareket ve dinî akımlar ortaya çıkmıştır.  Sonraki dönemde mevcut olan bu akım ve hareketlerin bazılarıyla Vehhâbilik arasında irtibat kurulmuştur. Vehhâbiliğin, Suûdi Arabistan’ın dışında Afrika, Orta Asya ve diğer bölgelerde ortaya çıkan bir kısım dinî oluşum ve hareketleri de etkilediği iddia edilmektedir. Bu bağlamda Vehhâbilikle benzer görüşlere sahip bu hareket ve akımların Vehhâbilikten etkilenip etkilenmedikleri, etkilenme var ise ne ölçüde etkilendikleri iddiası tebliğimizin konusudur. Bu tebliğde değişik coğrafyalarda ortaya çıkan ve Vehhâbilikle irtibatlandırılan İslâmi akım ve hareketlerde Vehhâbî etkisinin olup olmadığı, varsa etkilenmenin niteliği ve niceliği üzerinde durulacaktır. Ancak konunun hacmi nedeniyle bu hareketlerden belli başlı olanları üzerinde durulacak 20. yüzyılın son yarısı ile günümüz hareketleri ele alınmayacaktır.

Selefîlik tam anlamıyla bir mezhep olamayacağı halde, birçok çalışmada bir mezhep gibi algılanarak sistematik kurucusunun İbn Teymiyye olduğu söylenmektedir. Halbuki “Halefiyyûn” kavramının zıddı olan “Selefiyye” teriminden farklı olarak “Selefî/Selefîlik” nitelemesinin, ilk defa modern dönem ıslahat hareketleri ile ortaya çıktığı görülmektedir. Bu bağlamda, tezimizde Selefîlik kavramının zemini araştırılarak ıslahat hareketleri ile ilişkisi ele alınmıştır. Selefîliğin bir mezhepten ziyade bir zihniyet olduğuna dikkat çekilmiş; İbn Teymiyye’yi sistematik kurucu şeklinde görmek yerine, ıslahatçıların ve Vehhâbi eğilimlerin ilham kaynağı olarak görmenin daha sağlıklı olacağına kanaat getirilmiştir.

ABSTRACT

However salafism, in strict sense, can not be considered as a religious sect (madhab), in many studies its perceived as a sect, withal being said that Ibn Taymiya is the sistematic founder. Nevertheless, apart from the term “salafiyyun” which is the antonym of “khalafiyyun”, it can be seen that the attribute “salafi” for the first time emerges with the modern epoch reformist movements. In this sense, our thesis studies the sole of the term “salafism” and dicusses its relation with reformist movements. Moreover, it seems to be a healthier conviction to consider salafism as a mindset/mentality rather than a sect, while conceding Ibn Taymiyah not as the sistematic founder, but a source of inspiration for reformist and wahabi movements.

Suudi Arabistan’ın 1970’li yıllarda dünyaya açılması ve özelde Ortadoğu’nun genelde ise yer kürenin önemli ekonomik ve siyasi güçlerinden birisi haline gelmesiyle beraber, o zamana kadar İslam aleminde kapalı ve dar muhitlerde faaliyet yürütmüş olan Selefiler, gelişen iletişim vasıtalarının ve geniş ekonomik imkanların da yardımıyla İslam düşüncesi ve siyasetinde ağırlığı olan bir pozisyona gelmeyi başarmışlardır.
Bu durum aynı zamanda kendileri gibi gelenekçi olmakla beraber “hadis” merkezli değil de fıkıh/medrese yahut tasavvuf/tekke odaklı yapılanan hareketler ile, ya da kültürel ve siyasal faaliyetler yürüten modern çehreli İslamî hareketler ile Selefiliğin yoğun etkileşime girmesini de sağlamıştır. Bilhassa Suudi tandanslı Selefilik bir taraftan bu hareketleri küresel çapta etkilemekte, diğer taraftan ise kendisi yer yer etkilenmekte, bu etkilenmeyle Selefilik kendi içinde farklılaşmakta, bu farklılıklar 1990’lı yıllarla birlikte derinleşmeye başlamakta, hem ideolojik hem de örgütsel bakımdan kendi bünyesinde zıtlaşan ama malum geleneksel inanç ve pratiklerin çoğu noktasında uzlaşan “Selefiyyeler”in oluşumunu temin etmektedir.
Bu çalışmamız söz konusu etkileşimin ve “Selefiyyeler” gerçeğinin mahiyetini bir bildiri çerçevesinde ana hatlarıyla ortaya koymayı amaçlamaktadır.

Selefilik beşe ayrılır. Sahabiler, Tabin, tebeyi tabinle, Selefi Salihin ilk saf çeşidi idi. Hakiki Müslümanlardı. Bu dönemin Abdülkadir Geylani’nin tarikatları kurumsallaştırmasına kadar sürdüğü varsayılabilir. İslam’ın altın çağındaki alimler, ‘2. Selefi Türü’ oluşturuyor. İbni Arabi bir selefi idi. Mevlana Rumi'ye, İmam Rabbani'ye kadar devam etti. Suudi devleti 3. Tür üzerine devletleşti ve İngiliz istihbaratı altınlarıyla Osmanlı nefreti ve aşırı Arap milliyetçiliği doktrini üzerine bir dikta rejimi kurdu. Şiddet Vehhabisi, 4. çeşididir ve kaynağını Hanbeli ekolünden gelen Şii karşıtlığına dayalı İbni Teymiye Kur’an yorumundan alır! ABD'nin Suudi Arabistan'da 5 askeri üs kurması, 1979'de Sovyetlerin Afganistan'ı işgali ve Humeyni'nn İran'da Şii darbesi ile başlar. Üsame Bin Ladin gibi zengin ve eğitimli Selefi çocuklarını CIA ustalıkla kullanmıştır. El Kaida bu projenin adıdır. Bağdat’ı işgal eden Hülagu komutasındaki Moğol ordusunda Şii alim Nasreddin Tusi’nin başdanışman olması Hanbeli Sünni İslam’ın da keskin tepkilere neden oldu. İbni Teymiye tefsiri bu travmanın ürünü olduğu için aşırı Şii karşıtıdır. Ladin ise Şii karşıtı değildi, batı karşıtı idi.
Selefeliğin ilk iki çeşidi Asrı Saadet İslam’ına dönme ve ayakta tutma, İslam’ı evrensel kılma akımlarıdır. Vehhabi İslam’ı İngiliz ürünüdür. IŞİD, bir Vehhabi İslam’ı öcüsüdür. IŞİD, ‘petrodolarlar’la 1980’lerde CIA’nın devletsiz yapıda kurdurduğu El Kaida’nın devlete dönüştürülmüş son global ve yerel kötü silahıdır. 5. türrdür, 2009'da Ürdün'de tezgahlanmıştır. Suudi Arabistan  kraliyet Vehhabi rejimi ile uzun yıllara dayanan ilişkiler sonucu Abdullah Gül, Ahmed Davutoğlu ve Erdoğan üçlüsünün hastalıklı siyasal İslam çizgisinden böyle bir anomali doğması destek çıkması normaldi. Ancak herkesin desteklediği ayrı bir IŞİD öcüsü var! IŞİD, yeni kolonicilerin haritaları petrol, gaz ve su kaynaklarına göre aralarında paylaşırken, Müslümanları bölme, parçalama ve yutma projesinin kirli adıdır. Sünni İslam'a saldırı ve ihanet projedisidir.  Büyük Kürdistan'ı kurmakla neticelenecek IŞİD projesi, bir mezhep savaşıyla Müslümanları birbirine kırdırmayı da amaçlıyor. Politically motivated religious radical groups, resorting to violence or willing to do so, are seriously challenging the current social order and security in Western societies, and even world peace and human rights. The most recent and dramatic example is the appeal the so-called Islamic State has on such groups. To counter these developments, social science should not omit to make its own contribution: analyzing the factors and processes which motivate individuals to join these groups and continue to participate in them. This paper offers a psychological analysis of some of these factors and takes as its starting point a similarity between radical groups and sects. This gives rise to the following view:
Like sects, radical groups especially attract normal adolescents and young adults with severe identity issues (this is even more prevalent in second and third generation immigrants). The radical views within such a group seem to provide an answer to pressing existential questions such as: who am I, what do I live for, and what can I signify in the world? A charismatic leader could strengthen and exploit this. The relatively small and well-defined nature of such groups provide a certain security, solidarity, community, and often a sense of superiority as well, all of which could further strengthen the person's identity.
Once such a person has joined a radical group, then processes of isolation, indoctrination and manipulation are put in motion, purposely arranged by the leader(s). These intensify the member's ties with the group and its ideology more and more, and increasingly reduce his receptiveness for correcting influences from outside. If, at last, the member progresses to violence, then this in turn, will activate internal and external negative spiral processes, which will increasingly block the way back to functioning normally in society.
Examples of internal negative spirals are: ways to appease one's conscience, hardening, addiction to the power inherent in violence. Examples of external negative spirals are: self-aggravating vicious circles of revenge and counter-revenge, as well as war stress and survival drive.
Our conclusion is that an analysis in terms of sects could yield fruitful insights.

The common dichotomized classification of Islam in the Caucasus (“traditional” versus “fundamentalist”) does not take into account all major processes taking place in the region. The Sufi-Wahhabi discourse simplifies the social interactions between Muslims and suggests homogeneity of each of these categories. In this paper I would show how the term “Wahhabi” has been employed by the local community of Muslims who live in the Georgian Pankisi gorge  (Chechen Kists) to express their resistance towards new and radical ideas and practices. In this social conflict, Sufi brotherhoods assume the role of the defenders of traditional order, while the reformists attempt at changing not only religious but also social structures.

How do ‘new’ and ’old’ Islamic actors in contemporary Albania define religious legitimacy, the nation and religious otherness? This chapter uses Olivier Roy’s analytical distinction between accommodationism and neo-fundamentalism as a compass to navigate through Albania’s complex religious landscape by exploring different sets of beliefs promulgated by a selection of Islamic groups (2010).  These are the Muslim Community of Albania, which represents ‘official Islam’ , and ‘mainstream’ Sunni Muslims, who are typically accommodationist. I also analyse a Sufi subgroup thereof, which is equally accommodationist, but in a slightly different manner. As a neo-fundamentalist counterpoint, I explore the ideas of a competing organisation composed of Salafi imams.

Accommodationism means that the bond between religion and a specific territory and culture of origin is tight. In this context, ‘culture’ refers to Albanian historical tradition and the language-based, secular nation-building project engineered by modernising state elites since the early 20th century. Neo-fundamentalism, conversely, is a globalised form of religion that emphasises the gap between faith and culture. As such, it represents a reformatted, exportable form of religiosity, which stands in contrast to cultural ethno-national ways of being Muslim. Neo-fundamentalist religious identity is faith-based, and seeks to ground itself solely upon explicit religious norms, at least in principle. Accordingly, these believers make their religiosity visible through a global uniform of religious markers detached from the surrounding culture.

In the Albanian Islamic context, the theoretically informed labels, neo-fundamentalist and accommodationist, roughly correspond to the ‘Albanianist’ versus the ‘Salafi’ forms of Islam. To some extent, this resonates with mainstream distinctions adopted in Albania and in the Balkans. A popular Albanian term for Muslims associated with neo-fundamentalist forms of Islam is ‘fanatic’ (fanatik). Accommodationism is commonly related to ‘old’ forms of Islam, which many be deemed as local, rooted, and European as well as tolerant and moderate. Neo-fundamentalism, conversely, refers to certain ‘new’ forms of Islam, i.e. those perceived to be imported, transnational, alien, ‘fanatic’ and a threat to local religious customs. This cultural distinction between what are deemed acceptable and unacceptable forms of Islam is often politicised and securitised. As I will show, the association between neo-fundamentalism and violence is not necessarily correct, and the Salafi community under scrutiny here can be defined as pacifist and purist (Wiktorowicz 2006). These two formats, moreover, clash and merge together as different local actors seek to recast and legitimize their respective positions.

In this paper I will analyse Shāh Walī Allāh al-Dihlawī’s (1703-1762) characterisation of the early divide in Islamic jurisprudence between the aṣḥāb al-raʾy, commonly translated as rationalists, and the ahl al-ḥadīth, the traditionalists who refused to engage in the sophisticated legal reasoning which the former had become famous for, instead vindicating the limitation of law to the evident implication of the scripture. For the sake of brevity, I will confine my analysis to the chapter “Causes of the disagreement between the ahl al-ḥadīth and the aṣḥāb al-raʾy” in al-Dihlawī’s “al-Inṣāf fī bayān asbāb al-ikhtilāf” (Fair Elucidation of the Causes of Disagreement)1. I will compare his portrayal of the conflict with present Islamicist research, examining harmony and variation. Specifically, the legal hermeneutics of both parties will be considered alongside underlying conceptions of the historical environment and course of development. As the chapter at hand further gives many clues about al-Dihlawī’s personal stance on the matter, I will review respective passages as part of the studies on the confluence and later legacy of these two parties. Considering that he is the principal figure of the traditionalist revival in 18th century India, his remarks are important to understand the link between modern Salafi literalism and the early traditionalists of the formation period. In de strijd tegen Islamitisch radicalisme richten wetgevers en beleidsmakers zich meer en meer op de vraag of en hoe men niet-gewelddadige, islamistische en salafistische organisaties kan verbieden.
De ratio hierachter is dat hun zendingswerk de basis legt voor antidemocratische bewegingen en zij met een beroep op het Europees Verdrag voor de Rechten van de Mens trachten de rechten uit dat verdrag aan anderen te ontzeggen.  Een beroep op artikel 17 EVRM ligt dan ook voor de hand, maar is dat ook haalbaar?
In dit artikel beargumenteer ik dat een parallel kan worden getrokken tussen deze organisaties en een zaak van het Europees Hof voor de Rechten van de Mens uit 1988: de zaak Kuhnen tegen Duitsland. Hierin concludeerde het Hof dat neonazi organisaties geen beroep kunnen doen op de vrijheden uit het EVRM aangezien hun activiteiten, zelfs wanneer deze geen wet breken, tot doel hebben de democratische rechtsorde teniet te doen. Ditzelfde kan worden gesteld over salafistische-islamistische organisaties. Hiermee wordt wetgevers en beleidsmakers een precedent aangereikt om het beleid jegens eerstgenoemde aan te scherpen.

The study establishes how Salafism has been able to influence Dutch Muslim communities in the current period. Through exploratory research, fifteen ‘expert’ interviews with members from the Dutch Muslim community were conducted. They indicated several shortcomings due to having to endure interventionistic policies that have thus far failed to curb the rise in Salafist recruitment. The analysis also reveals a range of misconceptions currently held regarding the Salafism phenomenon. We argue that statements made by public political figures and the varying definitions used within governmental publications and policy decisions have caused a disproportionate focus placed upon ordinary Dutch Muslims. As a consequence, it enforces an Islamophobic perspective that diminishes the ability of Dutch Muslims to cooperate with the security services. The process of securitizing Salafism as a whole has led to the Dutch Muslim community to self-censor and self-isolate while experiencing restricted freedom of religion. The process of securitisation reframes the current understanding of Salafism as a greater societal threat.

Modern daʿwa (the “call” or “invitation” to Islam) comprises a wide range of activities and manifests itself in various contexts. Salafi daʿwa in Germany established in the early 2000s as a key activity of a new social religious movement known as the German Salafi movement. From early on, Salafi activists set themselves the ambitious goals of “bringing Islam into every house in Germany” and bringing German Muslims back to the “pure Islam,” and they engaged intensely in daʿwa. Initially comprising a small number of imāms and their followers and located in a few cities, the Salafi movement has rapidly grown and spread across Germany during the last fifteen years. It is considered to be the fastest growing Islamist movement in Germany and a very successful agent in the conversion of Germans to Islam.
The present study represents a systematic attempt to identify the characteristics of Salafi daʿwa in Germany, explore its origins, and show how and to what extent daʿwa has been adapted by German Salafi preachers to the German context. It is based on an analysis of several hundred Salafi publications and lectures, interviews with German Salafi duʿāt, and fieldwork conducted in a Salafi mosque in Berlin. The study examines how German Salafi daʿwa is shaped by various factors, including references to daʿwa in the Qurʾān and the Sunna, daʿwa strategies developed by Salafi ʿulamāʾ from Arab countries (especially from Saudi Arabia) and by global Salafi preachers, classical and modern daʿwa motifs that were previously applied by non-Salafi preachers, and strategies and motifs that have been developed by German Salafi preachers as a result of their interactions with their specific socio-political environment and target groups.
In order to grasp the Salafi daʿwa phenomenon in its complexity and diversity, it is studied from different perspectives. The first chapter provides an introduction to the history, doctrine and concept of contemporary Salafism and its three main strains (purist or quietist Salafism, political Salafism and jihād-Salafism) as well as a distinct quadripartite typology of the German Salafi movement, which I have developed during my research. Next is a chapter on the German Salafi daʿwa movement. It describes and analyzes the history, anatomy, sociology and logistical dimensions of this social-religious movement. Chapter three explores Salafis’ definitions of daʿwa and the main aims, means, methods and target groups of German Salafi daʿwa. The first section of chapter four elaborates on the styles and content Salafi preachers recommend for daʿwa to German Muslims and non-Muslims. The second section discusses recurrent motifs in Salafi daʿwa to non-Muslims in Germany. Chapter five is based on fieldwork in the al-Nur Mosque in Berlin. It describes and examines the theories and practices of Salafi dāʿiyāt (fem. pl. of dāʿī) and duʿāt in the specific setting of this mosque.                                                       
This study reveals the complex, changing and heterogeneous nature of Salafi daʿwa in Germany and shows that daʿwa is a key aspect of German Salafi thought and action. It is demonstrated that Salafi daʿwa is characterized both by pragmatic opinions and doctrinal rigidity, and by a tightrope walk between openness and courtesy towards “the other”, a target group of daʿwa, and dissociation from the “infidel” and “misguided” environment. Moreover,  it is shown that each tendency and each preacher of the German Salafi movement reacts differently to the challenges of preaching Islam in the German minority context and develops different daʿwa theories and practices.

¿Cómo debe vivir un musulmán para no verse arrastra¬do por el mundo? ¿Cómo puede superar la dependen¬cia material y epistemológica que le ha convertido en sujeto subalterno de la historia? O dicho de forma su¬cinta: ¿cómo empoderarse? A estas preguntas, comunes al amplio espectro islamista, busca dar una respuesta propia el salafismo, con argumentos provocadores y controvertidos, y, sobre todo, propo¬niéndose revivir la pureza primigenia del islam, encar¬nada en los primeros y “auténticos” musulmanes, los sálaf (de donde viene el término “salafismo”), un ideal que se habría pervertido. Pero como revivir es construir, el salafista, mal que le pese, se forja a sí mismo, en lo individual y en lo colectivo, a través de una comunidad de discurso “mundana”, material y ocasional, que igual le aboca a mutaciones quietistas y hasta eremíticas que parademocráticas o yihadistas. Esta mundanidad de la pureza, ontológica y no solo funcional, es pues el fundamento inevitable del salafismo, no un mero atributo operativo. De la historia intelectual de esta corriente transnacional, que acompaña el decurso mismo del islam y hoy está ligada a la modernidad líquida, se ocupa este libro, que explica por qué es tan atractiva para algunos musulmanes como inquietante o aberrante para la mayoría.

Con  la  proclamazione  del  cosiddetto  Califfato  di  Abu  Bakr  al-Baghdadi  il  29 giugno  2014  è  tornato  in  auge  un  tema  dal  forte  impatto  propagandistico  per l’ecumene  islamica  che  sembrava  essere  stato  accantonato  dopo  il  collasso dell’Impero  ottomano.  Questo  contributo  illustra  le  radici  del  Califfato  storico prima  arabo  poi  ottomano  mettendo  in  risalto  le  contraddizioni  insiste  nelle pretese di Daesh rispetto alla stessa dottrina islamica sunnita relativa al titolo e alla funzione di Califfo.

The paper describes and analyzes the chronology of radical Islamism activities in Georgia, the threats and challenges for Georgian state coming from terrorist organizations, the spread of Ideas of Militant Islamism and Jihadism, the possibilities of using Georgian territories by the foreign and local fighters and steps taken by Georgian State. Also popularization of the idea of creation world Islamic Caliphate in the Middle East and ISIL Caucasus Province, joining the terrorist organizations ISIL and Al-Nusra Front in Iraq and Syria by some of the Georgian Muslims. The author analyzes the factors of the popularization of radical Islamism ideas among the young generation, the problems of Georgian Muslim communities and gives the recommendations for state actors.

Inherited from 19th century Orientalism and enhanced by the advent of Wahhabism and Salafism,Ibn Taymiyya’s anti-sufi reputation has continued to obscure the mystical aspect of his work. The Hanbali scholar, described as the sworn enemy of Sufism, however, would have belonged to the Qāddiriyya Sufi order. Prejudice concerning Ibn Taymiyya and his Hanbali school, as well as specific difficulties in the approach towards Islamic mysticism, have been major obstacles to a comprehensive study on the relationship of Ibn Taymiyya in Sufism. The epistle al-Ṣufiyya wa-l-fuqarā, which is the
subject of this work, reveals not only his explicit approval of Sufism, but also a vigorous defense of this discipline aimed at those who would have it condemned as such. In addition, a careful reading of this epistle, combined with historical facts and other writings of the Hanbali scholar, reveal a mystical doctrine in the tradition of great Sufi masters such as, Ğunayd, Abū Bakr al-Kalābāḏī, Abū Ṭālib al-Makkī, ʿAbd al-Raḥmān al-Sulamī, etc.

confrérie soufie Qādiriyya. Les préjugés sur Ibn Taymiyya et son école hanbalite, d’une part, et les difficultés spécifiques à l’approche de la mystique musulmane, d’autre part, ont été des obstacles majeurs à une étude approfondie sur les relations du savant hanbalite au taṣawwuf. This paper describes the movements, personalities and processes in Thailand’s Malay dominated provinces of Pattani, Yala, and Narathiwat that have led to unprecedented diversity within the ummah. Like the rest of Thai/Malay peninsula, although the overwhelming majority of Muslims in Thailand’s far-south are conservative traditionalists, the size and influence reformist Islam continues to increase. This is particularly the case among urban Malays. While the roots of reformism were sown in the 19th century by luminaries such as Syeikh Daud al-Fatani (1769-1847), and Syeikh Ahmed al-Fatani (1856-1908), the most important reformist personality in the early 20th centuries was Haji Sulong (1895-1945). Since his return from Saudi Arabia in the 1990s, Dr Ismail Lutfi Japakiya, the founding of rector of Yala Islamic University (Thailand’s first Islamic university) has emerged as the leader of Saudi style salafism. I conclude by considering the impact of the Tablighi Jama’at, a South Asian revival movement, on Islamic diversity in South Thailand since its arrival in the 1980s. A important point infrequently made in analysis of the Tablighi Jama’at is that both reformists and traditionalists are involved in this important revivalist movement.

It also details the ongoing split in the ranks of North Caucasian jihadists; their complex relationship with the leadership of the Caucasus Emirate; and the security implications of the jihadists' prospective return to their homeland.

The Islamic conservative turn in Southeast Asia has been an important subject of inquiry for many observers of Islam in the region. More recent studies of the conservative turn in the region have noted the differences in the religious orientation, modes of activism, and agendas of the different actors in the country (e.g. work on Front Pembela Islam [FPI], Hizbut Tahrir Indonesia [HTI], Salafis, Traditionalists). This article shows different articulations of Islamisation in Indonesia infiltrating the media after the fall of Soeharto. It seeks to examine new mediums of Islamic propagation promoted by different Islamic actors who use film, radio, and social media, all of which have different social implications in Indonesia’s Muslim society. Discussions of media in this article are intertwined with popular culture studies, a field of important scholarly inquiry often overlooked in political and social studies. The development of Islam-based media—in which Islamic pop culture also thrives—is a form of bottom-up Islamisation in Indonesia, which reflects resistance from the various layers of Indonesia’s Muslim society towards the Western-led process of globalisation. As apparent in this article, the Islamisation trend in the Indonesian media plays a key role both in pluralising the various discourses of Islam and normalising religious conservatism.

Öz: Hayatın normal akışı içerisinde karşımıza aniden çıkan ve hastane, doktor, ilaç derken bizi bu normal akışta sendeleten hastalıklardan çoğu kez "şikâyet" etmişizdir. Hastalık denildiğinde akla gelen çoğunlukla bir organın işlevini yerine getirmemesinden kaynaklanan sorunlar ve bu sorunlara eşlik eden komplikasyonlar olmuştur. Ancak geleneğe yönelik aykırı radikal fikirleri ve tarihi bağlamında beklenmedik eleştirel açılımları ile İslam düşünce tarihinde kuşkusuz nevi şahsına münhasır bir isim olan İbn Teymiye'nin "hastalık" gerçeği hakkında kendine özgü farklı bir yaklaşımı vardır. O, "Emrâdu'l-Kulûb ve Şifâuhâ" adlı eserinde kalbin manevi hastalıkları ve tezahürleri ile maddi hastalıklar ve yansımaları arasında bir benzerlik tespit etmektedir. Her ne kadar o tarihe kadar özellikle sufi literatürde "Zühd ve Rekâik" kitapları olarak bilinen eserlerde kalbin manevi hastalıkları ele alınsa da İbn Teymiye bu eserinde manevi hastalık olgusunu fiziki hastalıklarla karşılaştırarak müşahhas bir hale getirmeye çalışmıştır. Yöntemin tartışma konusu edilmesi, uygulanan bir yöntemin bazı yönleri ile ilgili eksiklikler, yöntem-vakıa uyumsuzluğu veya yöntemin bazı hususları açıklayamamasından kaynaklanan sorunlardan ziyade bir yöntemin olup olmadığı noktasında yoğunlaşmaktadır.
