Portals are the gateways that integrate the information from different sources in a single window and provide it to the end users. Portal implementation is a very intricate job as it requires a significant amount of resources and knowledge to invest. However portals have the ability to improve the status and ranking of an enterprise to the best of the customer satisfaction and employees moral. On the basis of these motivations we have proposed a model for the complete implementation and services delivery of portals. The model has two parts that describe the overall performance and the entire framework of the portal implementation. Finally the proposed model is an iterative model that can proudly accept changes at any stage of its implementation.

Rapid changes in the Internet technology can urge significant challenges in the business of any organization. Portals have the potential to develop the performance of any organization in terms of productivity and business process efficiency. However, implementing portals can make a negative significant change to the organization. Portal implementations therefore require a significant amount of resources, assets and understanding to invest. New services are always required to make the portal more effective and valuable according to the organization's need and employees moral. In this paper we have addressed some critical issues regarding the portal implementation. In our new framework of portal implementation we have taken some critical success factors in consideration. Our planned framework is adapted from both practical and theoretical frameworks to covers the service delivery as well as the overall portal implementation.

Portals provide an aggregated and personalized view of information through a large application integrating information, people, and processes across organizational boundaries. As such, portals can significantly impact organizations, completely changing how they work and operate. In addition, many critical success factors can affect portals at any stage of implementation. Many organizations lack suitable frameworks for implementing portals to ensure success in the organization, customer satisfaction, and employee morale. To address this gap, we proposed a comprehensive framework to develop and operate portal projects by considering specific critical success factors. We have evaluated and compared this work with previous work in the same field, more accurate and significant results.

This article presents a model for Internet portal management. The model allows portal implementers to monitor and reflect on their portal implementation process and to identify appropriate strategies to improve their community building efforts. The portal management model (PMM) is a lifecycle model that contains four stages. Each stage is identified and described by a number of characteristics and an associated existential crisis. Each crisis must be addressed for the portal to remain in business but it must be overcome to move on to the next -more advanced -stage. Four competitive strategies are presented as effective for steering the portal through each of the stages. At the initial stage, the new portal should seek to be the unavoidable pesky little brother and seek to imitate the older established portals. At the second stage the appropriate strategy is for the portal to gain strength through marriage rather than staying single -called the battle of the sexes strategy. At the third stage it is time to take firm control over the portal community. Here open confrontation is unavoidable as in the fairytale of Tweedledum and Tweedledee. At the fourth and final stage, the established portal must ceaselessly monitor the market for new contestants and counter them.
Emerging Technologies
The topic of Web Portals, despite appearing to cover quite a narrow area, is an extremely diverse one. Amongst other things, it covers the technology of portals, how portal software is implemented and the many and varied applications and business uses to which portals can be put. This chapter investigates various approaches to portals research, concentrating on research related to the human aspects of portals and portal applications. It also introduces the idea that as a portal must be adopted before it can be used a worthwhile approach is to consider the portal as an innovation. The chapter then distinguishes between inventions and innovations and argues that there is nothing automatic about adoption of an innovation, and that this adoption can best be investigated through the lens of innovation theory. In particular, the chapter looks at how innovation translation, from actor-network theory, can be used in this regard and offers examples of how this can be done.

The Nihongo Tutorial System is an intelligent tutoring system designed to assist English-speaking scientists and engineers in acquiring reading proficiency in Japanese technical literature. The system provides individualized lessons by matching a student's technical area of interest and Japanese language ability with the available instructional materials which are derived from actual technical articles. This approach is designed to maximize comprehension through context by assuring an appropriate amount of new material and by drawing on the student's expertise in the subject matter. The instructional texts are encoded in a data structure that maintains syntactic, semantic, phonetic, and morphological information that can be delivered to the student upon request. The system also provides on-line supplementary materials including a character dictionary, a general dictionary, a grammar dictionary, and several technical dictionaries for additional information. Thus the Nihongo Tutorial System provides an efficient aid for acquiring the vocabulary, syntax, and style of Japanese texts from a specific technical discipline.

TRT 1 gibi devlete ait televizyon kanalında yayınlanan bir tarihi dizi üzerinden günümüzde yaşanan olaylarla metinlerarası ilişki kurularak mesajların verilmesi, kamuoyunun aydınlatılması, istenilen algının oluşturulması; izleyicinin bilinçlendirilmesi, olumsuz mesajlara ve projelere karşı toplumun aşılanarak direncinin arttırılması, dahası devletin mücadelesine destek vermesi sağlanmaya çalışılmaktadır. Bir anlamda geçmiş üzerinden günümüze dair mesajlar verilerek, tarihin tekerrür ettiği, geçmişte yapılan hataların günümüzde yapılmaması gerektiği vurgulanmaktadır. Bu uygulama Türkiye’nin hep dünü yaşadığı, tarihte kaldığı ve mesafe katedemediği şeklinde olumsuz algılanabileceği gibi, dünle bugün arasında metaforik bir ilişki (geçmiş üzerinden günümüzü açıklamak) kurularak kamuoyunun yaşananların ne anlama geldiğini ve Cumhurbaşkanı Recep Tayyip Erdoğan’ın icraatlarının ne denli hayati olduğunu idrak etmesi bakımından son derece ikna edici ve etkileyici retoriksel bir anlatım tekniğidir.
