Las leyes, y los derechos que consagran, se asemejan a las creaturas engendradas en la literatura. Ambas cobran vida una vez se comienza a secar la tinta e inician su deambular, a paso lento al comienzo y, más adelante, ya a ritmo de carrera. En este comienzo de viaje, los actores del sistema de justicia, en especial la judicatura, desempeñan un rol muy importante corrigiendo errores, prefiriendo interpretaciones, iluminando zonas umbrosas, en fin, delineando los contornos de las nuevas creaturas. Dos mil años después mantienen vigencia las palabras del jurista Celso: "Conocer las leyes no es conocer sus palabras sino su fuerza y su poder. " 1 El despliegue de ese poder se realiza, principal, aunque no exclusivamente, a través del trabajo judicial por excelencia, las sentencias. Aunque en nuestro sistema jurídico se presta una atención casi total a la ley, cercana más a la devoción religiosa que al estudio desprejuiciado, lo cierto es que son las sentencias las que van adjudicando derechos en cada caso en concreto y cumpliendo, en mayor o en menor medida, aquellas promesas que el legislador deja plasmadas en el Diario Oficial. Prestar atención, entonces, a lo que los tribunales han dicho sobre casos similares es una forma de razonar que merece una mayor valoración que la predominante en la comunidad jurídica. En un amplio estudio sobre precedentes-que desafía muchos lugares comunes sobre el tópico-los profesores McCormick, Summers y Goodhart afirman que "[a]plicar lecciones del pasado para resolver problemas del presente y el futuro es una parte básica de la razón práctica humana." 2 Los precedentes, entiende este estudio, son "decisiones previas que funcionan como modelos para decisiones posteriores". En este sentido son aplicables también en nuestro sistema jurídico. This article presents a new circuit topology of a zero voltage switching (ZVS) push-pull converter with reduced ripple at the output. The proposed circuit has various advantages compared to the conventional buck converter explicitly resulting in dramatically reduced switching losses, lower voltage stress on components, reduced EMI, reduced output ripple voltage and higher efficiency. The comparative study of the converter is analyzed, highlighting the advantages of the new DC/DC converter circuit topology. Since the converter is designed for high operational frequency the size and weight of the converter can be reduced and in order to reduce the switching losses, soft switching techniques have been employed. Losses and thus efficiency of the proposed converter are calculated using MATLAB. Calculations are used to compare the efficiency of the proposed topology with others available in the literature. The push-pull converter with LC and PI filter has been implemented and tested.

COMPARATIVE STUDY OF DIFFERENT MODELING TECHNIQUES OF BOX-GIRDER BRIDGE DECK, 2005

In this paper, the analysis of one-cell-box-girder deck using two of the most common computer modeling techniques is introduced. These methods are: (a) grillage analysis method and (b) beam analysis method. The results of these different methods are compared to the results of a loading test on a real bridge. A parametric study is also introduced to study the effect of many parameters on the structural behavior of this kind of bridge decks.
