The shifting sense of privacy from one social background to the next, notably in the eyes of the law, has been a persistent challenge. Technology when seen from the lens of privacy in educational institutions poses a significant threat to the safety and security of all, the most vulnerable and exposed beingyoung girls, female teachers with the threat of stalking and voyeurism. Furthermore, it is a flagrant breach of students' and teachers' right to privacy and freedom of speech and expression. Notably, there are no regulations or legislation in place to control the installation of surveillance and data collection devices like CCTV or other monitoring/ data collection equipment in Educational Institutes for the purposes of safety, security and regulation. Keywords: Surveillance, Visual, Culture, Internet, Ethics The present report refers to different forms of surveillance through the presentation and comments on selected artworks that have incorporated them in their conceptual or technical content and to the corresponding theoretical approaches. It highlights the continuity in the research of various artists on the topic by presenting key historic projects. Emphasis is given to the presentation of contemporary forms of monitoring, especially the ones using the Internet and the co management of mass information data. The presentation of selected art projects is not only related to the fact that a large proportion of criticism and comments come from the art world (the disclosure of surveillance), but also that they cancel the totally abstract and invisible environment of the modern forms of surveillance by providing the necessary visualization. It comments on the invisible surveillance that takes place in real time during the online-communication of thousands of unsuspecting users, the possibility of interference and distortion of the communication by creating new content, the power of the new forms of surveillance as they have been developed through the use of wireless networks that incorporate the user's location as well as the location of 'things'. It reveals the dynamics of the positive use of surveillance on the fields of social and artistic practices and at the same time the actual and potential risks of their possible misuse. It presents the correlation of the projects with a range of theoretical approaches, which are highlighting the unique characteristics of the current dematerialized and decentralized "Super-Panopticon" as the relation of contemporary monitoring to the touch rather to the picture by the use of computer and mobile keyboards, the massive "self-monitoring" which is currently going on by converting the objects to subjects (inverse surveillance) and the voluntary disclosure of personal multiple data formats during the interaction process, the massive collection, storage, classification and commercialization of big data, the potential of manipulation of social behavior as well as the potential of intimidation and coercion, the invisible and constant presence and pervasiveness of surveillance that extends from acts to traces. Introduction It is certain that the positive aspect of monitoring is to ensure the security of citizens; therefore we call it positive surveillance. There is no doubt that the need for surveillance is a basic need for any vital organism to be able to survive and protect itself. Besides positive surveillance, the transfer of the idea of 'Panopticon' and the 'big brother' to the information society creates new practices which limit civil liberties and rights and consequently convert a disciplined society to a controlling one. The relationship developed among new technologies and monitoring capabilities gave artists the means to design and create new types of work. Following the diversity of the methods of monitoring and the different types of surveillance, various types of art works emerged bearing their own distinct language. Due to the complexity of the technical means of contemporary surveillance for the collection and processing of mass data, art works have become more complex and synergistic. Although the corresponding art works may not always be directly connected with the notion of criticism of the state of surveillance, they usually imply it by diffusing ideas which are questioning the relegation of privacy in the gestalt of modern societies. A large number of comments have been made dealing with the subject, a fact that highlights the emergence of the culture of surveillance. Furthermore, by questioning the role of the media in our society, the demand for the 'humanization' of new technologies becomes topical.

In a modern technological society where surveillance technologies, including video cameras, can effectively monitor any individual"s locations and movements, the applicability due to the ever changing nature of these surveillance techniques is questionable. The present study ascertains the current status of video surveillance systems in Delhi schools. Through an extensive survey of private and government CBSE affiliated schools, the researchers have addressed the motives of CCTV Surveillance in educational institutes, the consumption of the video recordings, the negotiation of the private and the public spaces in day to day routine. The paper summarises that although the prevention of personal and property crime is the main objective of installing such devices but it is being widely used for aggrandising the power of the organisation over its employees on the pretext of their evaluation. Due to its strong social impact, it is essential that the surveillance technology be looked at from the perspective of ethics and that there is an ardent need to address privacy concerns by enacting laws relating to video surveillance that are tightly worded and strictly connoted, considering the encroachment on civil liberties and human rights.

Surveillance technology is more and more used in educational environments, which results in mass privacy violations of kids and, thus, the processing of huge amount of children’s data in the name of safety. Methodology used is doctrinal, since the focus of this research was given in the implementation of the legal doctrine of data protection law in the educational environments. More than that, the cases of Greece and France regarding the use of surveillance technologies in schools are carefully studied in this article. Privacy risks that both children and educators are exposed to are underlined. The aim of this study is to reveal the opinions of teachers in terms of the right to privacy at school, both in the class and individually, and the violation of this right. Research Methods: Data was collected using a qualitative interview method. 21 teachers from state schools and 15 from two private schools, in total 36 class teachers, in Aydın, who taught in the 2015-2016 academic year participated, and the data was analyzed via content analysis.

The Concept and definition of the privacy has been changed during the time affecting by different factors. At the same time, the boundaries of privacy may differ from one place to another affecting by the culture, religion, etc. Nonetheless, there is not a unique general accepted definition for the privacy. Privacy has been considered from different disciplines like sociology, psychology, law and philosophy. It is a multidisciplinary domain, having an easy concept but difficult to define. However, by reviewing all different viewpoints, it can be concluded that privacy is an individual tendency, wish and natural need to be away from others' control and surveillance. Moreover, it is the physical as well as impalpable limits of an individual who likes to be free from others intrusion. The present review, is a doctrinal legal study on background, concept, limits and legal development of privacy through comparative and descriptive approach in order to offer a general and understandable idea of the right to privacy.

The protection of privacy cannot be separated from technological development: nowadays, due to the development of science and technology, the possibility to intrude into someone's privacy has increased. The law has to react to these changes, ensuring the legal protection of privacy. However, in order to ensure this protection, first of all it is necessary to determine the subject of this protection: privacy. Privacy itself is as old as mankind, however, it was not always a legally protected right. What is considered to be private and what is legally protected as private can differ. One of the most important issues concerning legal privacy protection is that -according to several privacy scholars and the European Court of Human Rights -it is not possible to give an exhaustive legal definition of the subject of privacy protection. The importance of privacy can be related to the fact that privacy has a very close connection with human dignity, freedom and independence of the individual, and it is more and more challenged in the age of the rapid technological development of the information society. The aim of the study is to present the historical development of privacy in order to better understand the concept of privacy and to find a solution to how privacy can be effectively protected in the information society. First, I am going to discuss the short history of privacy, then its already existing definitions, then the way international -especially European -legal regulations regulate the protection of private life, and finally I am going to outline the current challenges posed by the information society. As a result of my study, I will make some recommendations about how the existing regulations should protect privacy nowadays.
