This article provides a detailed review of the historical and theoretical context in which culturally competent practice has evolved in the social work profession and enables educators and practitioners to see holistic connections between the past and present. Historical review of the inclusion of diversity content is followed by definitions of culture, cultural competence, and culturally competent practice. We then provide a synthesis of different frameworks currently being used for understanding the development of cultural competence in psychology and social work, and conclude with discussion and implications for social work education and practice.

The focus of this banded dissertation is to gain a better understanding of how undergraduate social work programs are guided to provide culturally competent practice across the curriculum. Critical Race Theory (CRT) informs this scholarship. For the first section, the author completed a content analysis of the historical EPAS to determine how CSWE guides programs in culturally competent practice. The study finds that concepts of culturally competent practice are throughout the editions of EPAS in the language, and in both the implicit and explicit curricula. However, findings suggest CSWE needs to reframe the concept of cultural competence as a multi-dimensional, developmental, and dynamic construct, changing over time in relation to continuous learning, and explicitly connecting EPAS to culturally competent practice. The second section discusses the need to integrate culturally competent social work practice throughout the undergraduate curriculum. It further articulates the use of...

Sensitivity to and knowledge of multicultural practice has been viewed as an important priority for social work education in the United States. Since 1968, the Council on Social Work Education has not only required that social work education programs re¯ect the diversity of a pluralistic society, but has also mandated that social work curriculum include content for cultural competence. This paper reports the ®ndings of an exploratory study designed to explore the extent to which social work students recognize the need for cultural knowledge, sensitivity, and awareness, in their educational programs and professional practice. The results re¯ect the need for research to establish empirically the progress that has been made in the area of multicultural education and practice in social work.

This article examines and unpacks the "black box" of cultural competence in health interventions with racial and ethnic minority populations. The analysis builds on several recent reviews of evidence-based efforts to reduce health disparities, with a focus on how cultural competence is defined and operationalized. It finds that the use of multiple similar and indistinct terms related to cultural competence, as well as the lack of a mutually agreeable definition for cultural competence itself, has resulted in an imprecise concept that is often invoked but rarely defined and only marginally empirically validated as an effective health intervention. This article affirms the centrality of cultural competence as an essential valuesbased component of optimal social work practice, while also suggesting future directions for operationalizing, measuring, and testing cultural competence to build an evidence base on whether and how it works to reduce health disparities.
In 2010 a midwestern School of Social Work developed a certificate program named “Critical Cultural Competence” to supplement existing coursework in support of culturally competent practice among graduating BSW students. This certificate program was popular among social work students and was made available to undergraduate students across the university. Outcome findings from the first four cohorts of students who completed the certificate between 2012 and 2015 show that they made significant positive gains in their appreciation of differences among others and a greater desire to interact with others who are different from themselves. Both the coursework and the study abroad experiences contributed to these significant differences. At the end of the two year program, students better understood the meaning of cultural competence and the experience of it as a “journey” rather than a competency that can be achieved.

The authors provide definitions and describe teaching methods and strategies related to a renewed understanding and development of the concept of “conscious use of self” a term defining the social worker as the “instrument” purposely used to promote change with client systems. The article clarifies how conscious use of self affects the development of an effective helping relationship, the medium through which change occurs in social work practice. Emphasis is placed on integrating cultural competence within students' understanding of conscious use of self as well as applying the concept at both micro- and macrolevels of intervention.
