The first informal library collaboration network among Thai private academic institutions was created in 1985. The “Private Higher Education Institution Library Group (PHEL)” was founded by librarians from eleven private academic libraries in Thailand. In 1987, the PHEL group was officially established as one of the Sub-committees under the “Association of Private Higher Education Institutions of Thailand”. Accordingly, its name was changed to be “The Sub-Committee on Private University Library Development” and in 2003, the “Sub-Committee on Private University Library Systems and Network Development” (PUL-Net or ThaiPUL-Net respectively). The objectives of this study were: 1) to study and synthesize the status of management and standard of university library in Thailand to ASEAN community, 2) to study the status of management for preparation of university library in Thailand to ASEAN community, 3) to develop university library in Thailand to ASEAN community model and 4) to propose the university library in Thailand to ASEAN community model. The samples consisted of 5 directors or experts of university library to study the first phase, 238 staff and 942 users of the university libraries to study the second phase, 14 directors or experts of university library to study the third phase and 5 experts to study the fourth phase. The data was collected by 1) interview form, 2) questionnaire, 3) Item Objective Congruence form (IOC) and 4) the questionnaire to propose the university library in Thailand to ASEAN community model from experts. They analyzed with content analysis, percentage, mean, standard deviation, t-test and F-test. The findings of this study were as follows: 1) Management of the university library began to prepare for the ASEAN community. The management policy of university library was from the policy of the university to identify the genetic activities of the library. Operational issues on the development of learning resources to support education in ASEAN. The libraries must have a policy of support for the ASEAN community, budgeting for management and promotional activity / project support ASEAN community, personnel readiness, instructional services in the region, academic service and research in the region, service search and development of digital content in more than one language, the environment of libraries to learning atmosphere ASEAN, cooperation between libraries in the region and quality assurance compliance with the quality assurance support services of ASEAN community. 2). The management of university library in Thailand preparation for the ASEAN community from performance of libraries' staff were generally rated at "medium" (X = 3.33, S.D. = 0.76) and the opinions libraries' users were generally rated at "high" (X = 3.72, S.D. = 0.61). 3) The model for the university library in Thailand to ASEAN community consisted of 7 components as followed: management, servicing, personnel, information resources, information resources management and knowledge warehouse, learning environment and cooperation network. And 4) the opinions of experts in the model for the university library in Thailand to ASEAN community were generally rated "highest" (X = 4.86, S.D = 0.16).

Rangsit University Library started the Sisterhood Library Project since 2010. With the purposes of professional & technical services and community networking, The Rangsit University Library has established the long term plan (2010-2015) following the roadmap of “The University’s Goodwill Mission”. M-library refers to the delivery of library services via small-sized portable devices with cellular communication. Due to an increasing use of smartphones and change in consumer behavior on information, academic libraries are now providing m-library services. This paper discusses the m-library service conditions of academic libraries in Thailand. Data was collected from interviewing the directors and IT department heads of the academic libraries, both in public universities and private universities. The findings of this study demonstrate the conditions of m-library services in terms of actions, supports, obstacles and plans. The m-library services provided include library information, OPAC, book loan and notifications via responsive webs rather than mobile applications. Inadequacy of programmer staff and ideas for service designing were considered the biggest obstacles to develop m-library services. Meanwhile, the budgets, leadership and organization culture were essential to integrate technology into the library. Thus, the m-library services have started in Thailand. This study encourages libraries to extend their services to the emerging mobile platforms.

Consortia are widely used by academic libraries worldwide to support the most cost-effective means of acquiring digital content and services. Some developing countries, however, have been slow to benefit from consortia due to a range of obstacles and challenges faced by their academic libraries and higher education sectors more broadly. This paper investigates the current state, and future prospects, for consortia in one developing country, Vietnam. A questionnaire survey was distributed to all academic libraries in Vietnam. Valid surveys were received from 99 respondents (34.37 % response rate). The survey results address a number of issues, including current levels of engagement in consortia; identification of drivers for, and obstacles to, the use of consortia; the support required by libraries for future participation; and the need for a supportive legal and administrative framework. All higher education curriculums in Thailand follow the Standard Criteria for Undergraduate and Graduate Programs passed by the Office of Higher Education, Ministry of Education. LIS programs also agree with the Standard for Libraries in Higher Education set by former the Ministry of University Affairs. This study compared courses offered in the curriculum of nine LIS master degree programs in Thai universities with IFLA Guidelines for Professional Library/ Information Programs, item G2: curriculum elements. It was found that there are 43 courses on Application of ICT to all facets of Library and Information Products and Services; 28 courses on Information Resources Management; 12 courses on Assessing Information Needs and Designing Responsive Services. Only one course on Evaluation of Outcomes of Information and Library Use and two courses on local resources. Other issues in G3: Curriculums are also discussed.

This paper highlights the current status of digital library services provided by selected public academic libraries in Malaysia. The drift from traditional library to digital library architecture has set drastic changes in favour of adopting knowledge-gain mechanisms via the use of networked and digital environments. With diversity of functions, academic digital library is seen the most awaiting proxy in changing the information culture among academic users. This paper in general attempts to highlight the phenomena of using digital library system in public universities in Malaysia. The focal of the discussion is on digital reference services of academic digital library.

The importance of academic library consortia increased due to the rapid development in the Information and Communication Technology (ICT). In the light of this role the study aims to investigate the establishment of four Academic library consortia in Arab countries at the national level, with analysis of the provided services on their consortia portals. A descriptive study methodology was used to investigate and define the main features of each consortium; goals and objectives, benefits, governance, organizational management, funding and services. The following Data gathering tools are used; a checklist which was sent to the studied consortia's directors, three of them replied (The Egyptian, Lebanese and Jordanian consortia directors); a content analysis method to gather information about the services available on the studied consortia websites (portals); in addition to the published research and news about the studied consortia. The results of the study show that the Ministries of Higher education in Arab countries are aware of the key role of academic library consortia and their impact on higher education. They have a strong commitment towards developing academic libraries to provide access to relevant information resources and services that meet the needs of the communities and support teaching, lifelong learning and research in this changing era. The studied consortia have similarities and differences, which will maximize the opportunity to communicate and cooperate together to form the Arabic unified Academic Libraries Consortium.
