DataFed is a distributed web-services-based computing environment for accessing, processing and rendering environmental data in support of air quality management and science. The flexible, adoptive environment facilitates the access and flow of atmospheric data from provider to users by enabling the creation of user-driven data processing value chains. The approach of DataFed is mediation between users and data providers. DataFed assumes the autonomous and spontaneous emergence of distributed data sources. It non-intrusively wraps datasets for access by web services. The mediator software, composed of web services, provides homogeneous data views (e.g. geospatial, time views) using a global multi-dimensional data model. Application software written using web services consists of data browsers and analysis tools for distributed AQ data. Currently DataFed serves as data gateway for user programs; web pages, GIS, science tools as well as for loosely coupled Service Oriented Architecture Applications. Its federated data pool consists of over 50 datasets and the tools have been applied in several air pollution projects.

The goal of this REASoN applications and technology project is to deliver and use Earth Science Enterprise (ESE) data and tools in support of air quality management. Its scope falls within the domain of air quality management and aims to develop a federated air quality information sharing network that includes data from NASA, EPA, US States and others. Project goals were achieved through a access of satellite and ground observation data, web services information technology, interoperability standards, and air quality community collaboration. In contributing to a network of NASA ESE data in support of particulate air quality management, the project will develop access to distributed data, build Web infrastructure, and create tools for data processing and analysis. The key technologies used in the project include emerging web services for developing self describing and modular data access and processing tools, and service oriented architecture for chaining web services together to assemble customized air quality management applications. The technology and tools required for this project were developed within DataFed.net, a shared infrastructure that supports collaborative atmospheric data sharing and processing web services. Much of the collaboration was facilitated through community interactions through the Federation of Earth Science Information Partners (ESIP) Air Quality Workgroup. The main activities during the project that successfully advanced DataFed, enabled air quality applications and established community-oriented infrastructures were: • develop access to distributed data (surface and satellite), • build Web infrastructure to support data access, processing and analysis • create tools for data processing and analysis • foster air quality community collaboration and interoperability

Science data gateways are effective in providing complex science data collections to the world-wide user communities. In this paper we describe a gateway for the Advanced Simulation Capability for Environmental Management (ASCEM) framework. Built on top of established web service technologies, the ASCEM data gateway is specifically designed for environmental modeling applications. Its key distinguishing features include (1) handling of complex spatiotemporal data, (2) offering a variety of selective data access mechanisms, (3) providing state-of-the-art plotting and visualization of spatiotemporal data records, and (4) integrating seamlessly with a distributed workflow system using a RESTful interface. ASCEM project scientists have been using this data gateway since 2011.

Near real-time surveillance of air quality at a European level requires infrastructures enabling not only access to relevant data sources but fast interpolation techniques. Our approach focuses on retrieval and processing of air quality observations within a spatial data infrastructure compliant to the standards released by the Open Geospatial Consortium (OGC). The presented framework integrates a sensor observation service (SOS) for air quality measurements, the INTAMAP web processing service (WPS) yielding automated real-time interpolations of spatial phenomena and a web coverage service (WCS) providing the final interpolation results. Performance and interoperability of the prototypical implementation were tested by (i) the interpolation of hourly means of particulate matter (PM 10 ) over central Europe and (ii) exploration of modelling PM 10 on a local scale, which is required for individual exposure estimation.

This paper presents the description of an open arch itecture for the management of environmental content using Web Services. Various studies have been carried out since 2005 under the leadership of Ministry of Environment and Urbanism of Turkey, in order to observe the quality of air in Turkey, to develop new policies and to develop a sustainable air quality management strategy. For this reason, a national air quality monitoring network has been developed providing air quality indices. By this network, the quality of the air has been continuously monitored and an important information system has been constructed in order to take precautions for preventing a dangerous situation. The biggest handicap in the network is the data access problem for instant and time series data acquisition and processing because of its proprietary structure. Currently, there is no service offered by the current air quality monitoring system for exchanging information with third party applications. Within the context of this work, a web service has been developed to enable location based querying of the current/past air quality data in Turkey. This web service is equipped with up-todate and widely preferred technologies. In other words, an architecture is chosen in which applications can easily integrate. In the second phase of the study, a web-based application was developed to test the developed web service and this testing application can perform location based acquisition of air-quality data. This makes it possible to easily carry out operations such as screening and examination of the area in the given time-frame which cannot be done with the national monitoring network.
Safety in the Skies: Personnel and Parties in NTSB Aviation Accident Investigations, 2000
Recent high-profile commercial aviation mishaps have stretched the National Transportation Safety Board's resources to the limit and are testing the agency's ability to unravel the sorts of complex failures that lead to tragic accidents. In recognizing the enormous challenges the NTSB faces, agency Chairman Jim Hall sought a critical examination of the NTSB's ability to investigate major transportation accidents, and in particular commercial aviation accidents. The results of that study are contained in this report, the most comprehensive examination of the workings of the NTSB in the 30-year history of the agency. Adopting a multidisciplinary approach, RAND used a variety of quantitative and qualitative research techniques to assess the NTSB's operations and processes. This research, conducted in the RAND Institute for Civil Justice, outlines recommendations aimed at strengthening the party process-which involves manufacturers, operators, and others in the determination of the probable cause of an accident expanding the statement of causation modernizing the NTSB's investigative procedures and streamlining its internal processes managing the agency's resources and staffing more effectively developing training opportunities for NTSB staff improving the agency's R&D facilities.
