General vision of Lightbourn´s Knowledge Manangement System
ICITISEE, 2017
The Library and Knowledge Center is part of a university to store all knowledge possessed and become the center of knowledge in it. This writing will offer a framework of knowledge management system implementation strategy for the Library and Knowledge Center. Beginning with the strategy planning to the deployment, and also monitoring and control process when it is already running and used. The framework itself contains tools and techniques that necessary in the knowledge management system development, such as Zack Framework for gap analysis, SDLC for the system development, and change management for the implementation phase. All these steps are made with expectation of making the implementation of knowledge management system in Library and Knowledge Center becoming more systematic and will make the department a center of knowledge network in the university where all parties can contribute to the process of knowledge management, from creating, distributing, improving, exploring, combining and providing reviews of knowledge that it is contained. Keywords-knowledge management, knowledge, library and knowledge center.

This research focuses on the processing of knowledge management. The definition of knowledge management emphasizes the processes of knowledge in organizations, such as storing, collecting, structuring, sharing, controlling, creating, disseminating, codifying, using and exploiting. These processes do not have a hierarchical order in the literature of knowledge management. Therefore, the process of knowledge becomes incomprehensible in organizations. In this paper, the process of knowledge in organizations will be evaluated within a new model that is called "knowledge management life cycle". This model consists of five sequential steps, as knowledge creating, sharing, structuring, using and auditing. In the first step, tacit and explicit forms of knowledge are unfolded. In the second step, knowledge is shared in organization through social and technical communication infrastructures. In the third step, knowledge is (re)structured by mapping, storing, and retrieving. In the fourth step, knowledge is used in product, service, and work processes. Finally, in the fifth step, knowledge is audited in order to determine the flow of knowledge throughout the organization and measure the intellectual capital. In sum, a new perspective will be formed to redefine the conceptualization of knowledge management through developing "knowledge management life cycle" model.

Knowledge is an essential element of modern business and increasing attention is given to its acquisition, distribution and exploitation in everyday business activities. Therefore, KONČAR launched the development of a knowledge management system for its own demands and initiated a collaboration with the academic community for scientific research purposes and potential broader social significance of the project. With regard to the multidisciplinary nature of knowledge management, an agreement was reached with the University of Zagreb, the Faculty of Humanities and Social Sciences and the Faculty of Electrical Engineering and Computing. The knowledge management system will enable an effective management of all segments of intellectual capital of an organization, resulting in increase in productivity and higher market competitiveness, as well as an increased capability for generating new values for all parties to the agreement.

This work deals with the main problem of knowledge management: connecting of requested and available knowledge.

Every organization and institute is facing the savior problem of generating the knowledge on the basis of their assets. Knowledge management is very indispensable for any organization. We discuss about the knowledge management through this paper. This paper provide an outline of knowledge management and how knowledge management is useful to improve the quality of the educational institute. With the help of knowledge management system we can manage any information. We can define knowledge management such as it is a gathering of interesting and useful information. Knowledge management is not a technology but knowledge management is a collection of process that manage information.
Knowledge Organization is a discipline that has its origin in the library field and was extended by new documentation and information tasks. Thought it claimes to encompass all kinds and aspects of knowledge storage and retrieval it is bound more or less to the idea to express the structure of knowledge which is behind a scientific collection of objects and their descriptions. Its aim is to facilitate the exchange between scientists and their knowledge. Knowledge Management instead deals with the elicitation, processing and diffusion of economically important information. Knowlege gets here the main notion of competitive intelligence for a limited target and community. Knowledge Engineering is the technique of making cognitive units and links machine readable and processable. It achieves its advantage over human interaction and understanding with the growth of the data bases and the speed of numerical based decisions. Though rather surprising information mining might be possible by Knowledge Engineering a qualitative or ethical inference remains nearly unsolved. If one contrasts Knowledge Organization, Knowledge Management and Knowledge Engineering to each other these knowledge disciplines get a clearer shape and their special claims, contributions and limitations have to be taken into account. On the other hand it becomes obvious that facing the typical problems and solutions of all knowledge disciplines will result in better outcome in each. Thus practical solutions will always have to take into account these three aspects of knowledge and even more.
