Chapter 6 of Ivan Png's book Managerial Economics
Iraq, 2004
As has been shown and extensively dealt with in early and more recent scholarship, Neo-Assyrian palatial wall reliefs went through many thematic changes throughout their two hundred and fifty years of existence. One of their conspicuous traits was a gradual abandoning of magical-religious subject matters, represented by protective supernatural beings, in favour of larger and more detailed historical compositions — mostly of a belligerent nature — revealing, for the first time in antiquity, a truer sense of narrative display. As the narrative-historical themes were rightly considered to be an innovative and prominent contribution of Assyrian imagery to the history of art, extensive efforts have been devoted to the study of these compositions within the context of Assyrian palaces. In the present contribution I intend, however, to concentrate on the “losing” side of Assyrian palatial decoration, namely to focus on the visibility of apotropaic fantastic creatures rendered on wall relief...

In this article we analyse the role that artificial intelligence (AI) could play, and is playing, to combat global climate change. We identify two crucial opportunities that AI offers in this domain: it can help improve and expand current understanding of climate change, and it can contribute to combatting the climate crisis effectively. However, the development of AI also raises two sets of problems when considering climate change: the possible exacerbation of social and ethical challenges already associated with AI, and the contribution to climate change of the greenhouse gases emitted by training data and computation-intensive AI systems. We assess the carbon footprint of AI research, and the factors that influence AI's greenhouse gas (GHG) emissions in this domain. We find that the carbon footprint of AI research may be significant and highlight the need for more evidence concerning the trade-off between the GHG emissions generated by AI research and the energy and resource efficiency gains that AI can offer. In light of our analysis, we argue that leveraging the opportunities offered by AI for global climate change whilst limiting its risks is a gambit which requires responsive, evidence-based, and effective governance to become a winning strategy. We conclude by identifying the European Union as being especially well-placed to play a leading role in this policy response and provide 13 recommendations that are designed to identify and harness the opportunities of AI for combatting climate change, while reducing its impact on the environment.

The cost of uncertainty, 2024
The traditional and most common view of economists on the issue of (bad) uncertainty and its effects has been one of partial equilibrium. When the topic is approached from a macroeconomic perspective, the most frequent has been the examination of the effects of uncertainty shocks on short-term dynamics with various methods, but mainly with neoKeynesian and statistical (vector autoregressive) models. This document responds to another concern and has two objectives: 1) to reflect on this issue with some instruments of the macroeconomist´s toolbox related to a medium or long-term horizon, and 2) report a ciphering of the social cost of uncertainty in the Colombian case.

Despite the signpost prominence of Hobbesian positions in theories of international relations and global justice, the ground and nature of Hobbes’s claim that justice and injustice are non-existent outside the State are poorly understood. This paper aims to provide the first comprehensive explanation of this doctrine (Justicial Statism). I argue that Hobbes offers two distinct arguments for Justicial Statism: the Covenant and the Propriety Argument. Each argument is premised on a different conception of justice and stresses different implications of the natural right to all things. The Propriety Argument is based on distributive justice. First introduced in Leviathan, this argument has received little scholarly attention, although it is no trivial addition: the Covenant Argument alone cannot establish Justicial Statism. My reconstruction highlights two further, hitherto ignored presuppositions of Hobbes’s Justicial Statism: his rejection of natural rights governed by justice and his claim that violations of natural law do not wrong non-divine agents.

Prompt Engineering, the systematic design and construction of prompts for human-AI interaction, raises questions regarding its professional status. This paper examines Prompt Engineering and evaluates whether it qualifies as a distinct profession. Through an analysis of its defining characteristics, including specialized skills, ethical considerations, and societal impact, this study explores the parallels between Prompt Engineering and established professions. Drawing on examples from various fields, it argues for the recognition of Prompt Engineering as a legitimate profession. By addressing the complexities of human-AI interaction and the evolving demands of technology, this research contributes to the ongoing discourse on the professionalization of emerging disciplines.

Rethinking Displays of Chinese Contemporary Art: Cultural Diversity and Tradition, 2024
In 2018, Chinese President Xi Jinping launched the national campaign of “Rural Revitalization” at the 19th National Congress of the Communist Party of China. While part of the campaign seeks to establish a discourse of rural reconstruction through artistic and cultural development it also imposes tight governmental controls over such activities. This chapter shows how artists responded to the campaign by incorporating socially engaged artistic practices in the governmental discourse of rural reconstruction while maintaining a degree of creative and critical independence. It does so by presenting a case study of the Qingtian Plan, a contribution to Rural Revitalization launched by artist Qu Yan in Qingtian Village, Shunde County near Guangzhou. Qu worked closely with local officials to renovate public infrastructure, remodel dilapidated houses, turn an old factory into a museum, and stage international rural art festivals. Shunde County Government has upheld the Qingtian plan as a model of Communist “Party Building” because of its positive impact on public welfare and the strengthening of the community in addition to the promotion of local cultural industries and tourism. It is argued here that the Qingtian Plan employs a self-institutionalizing strategy which spontaneously embeds cultural practices in Rural Revitalization, thereby protecting artists from government censorship when working in ideologically “gray areas.” This strategy implements Hannah Arendt’s concept of “active life” (vita activa) that facilitates human action establishing a public sphere for local residents’ participation.
