LEAN construction delivery is critical to improving productivity throughout the AEC sector. Job Order Contracting is one of several robust and proven LEAN collaborative construction delivery methods.

Different procurement methods have been developed and applied in the construction industry for improving performance. At the same time, novel management concepts have been adopted for performance improvement based on new production methodologies. The lean principle is one such methodology being applied in the construction industry. This paper proposes that with the right combination of objectives, principles and techniques, this can form the basis for a new project delivery system. The paper has as its objective the identification of an appropriate procurement method that incorporates lean principles. It reviews extant literature on the lean concept and its application in the construction industry, as well as construction procurement methods, and their individual characteristics. The study finds that partnership arrangements have a higher correlation with lean principles compared to other procurement methods because of the emphasis on collaboration and teamwork through construction partnerships.

Construction supply chains are characterised by lack of trust and poor collaboration due to the short-term, project-based organisational structure of the construction industry. The lack of collaboration and trust among construction supply chain stakeholders affects the transparency and exchange of information, as well as the efficiency of the supply chain. Existing literature has shown that collaboration problems can be overcome through better integration, partnering and contractual governance. The latter requires some form of compatibility analysis and matching between the stakeholder profile and the appropriate contract type. Subcontractors are critical to the U.S. construction industry. They are used by general contractors (GC) to preform a majority of work. Subcontractors safely install components specified, in the time needed, and at a competitive cost. It appears that some misalignment of Lean Construction (LC) methodologies and realities of managing subcontractors. More research is needed to address this largest input in most projects. Currently, LC suffers from low adoption. Looking ahead to the next 3 years, all contractors plan adoption at the same low rate. This paper will review an action research project and its outcomes which involved a GC and its subcontractors over three years of projects.

Lean manufacturing became popular in the 1990s and has been increasingly discussed in the construction industry over the last decade. However, by some measures, construction contractors, responsible for project safety, quality, cost, and scheduling, have been slow to adopt it. Better approaches are needed to convince contractors of the benefits of the lean approach in the construction industry. To facilitate adoption, this paper reviews lean’s current status in the construction contracting environment and suggests methods to increase its engagement by construction firms. Clarification and realignment of lean’s definition and methodology may be needed. A meaningful way to measure the value of lean may motivate more construction firms to adopt lean methods. Empirical studies can show correlations between best practices and desired outcomes. If lean’s practices can be demonstrated to increase efficacy, the rest of the industry may be more likely to adopt the lean model.

The construction industry should be a priority to all governments because it impacts economically and socially on all citizens. Sector turnover in industrialised economies typically averages 8-12% of GDP. Further, construction is critical to economic growth. Recent Australian studies estimate that a 10% gain in efficiency in construction translates to a 2.5% increase in GDP Inefficiencies in the Australian construction industry have been identified by a number of recent studies modelling the building process. They have identified potential savings in time of between 25% and 40% by reducing non-value added steps in the process. A culture of reform is now emerging in the industry -one in which alternate forms of project delivery are being trialed.
