This is Part A of an article that defends non-eliminative structuralism about mathematics by means of a concrete case study: a theory of unlabeled graphs. Part A summarizes the general attractions of non-eliminative structuralism. Afterwards, it motivates an understanding of unlabeled graphs as structures sui generis and develops a corresponding axiomatic theory of unlabeled graphs. As the theory demonstrates, graph theory can be developed consistently without eliminating unlabeled graphs in favour of sets; and the usual structuralist criterion of identity can be applied successfully in graph-theoretic proofs. Part B will turn to the philosophical interpretation and assessment of the theory.

A State is a set of institutions that possess the authority to make the rules that govern the people in one or more societies, having internal and external sovereignty over a definite territory. Also a state is geographically delimited segment of human society bound by a common obedience to a single sovereign. There are no historical records to tell us how and when men originally come to live under the state conditions or a political system. . In India many ancient works like Satapata, Brahman, Manusmriti and Mahabharata have dealt with problem of origin of the state.. The puranic literature says that varnas played a great role in the origin of the state. When the means of subsistence has been provided, people were divided into four varnas. Therefore, Brahma created the king who was also vested with danda, the rod of royal authority to punish the wicked and wrong. Therefore, in the Puranic view the state came into existence to check the mutual struggles among different varanas. Narda (Narad smirti) and Brihaspati (Brihaspati smirti) says that when the golden age was destroyed, the law of jungle prevailed in society, and people began to feel insecurity and insafety about their property, family and Varnadharma. As a result' Vyavahara', the state authority came into existence to safeguard property and maintain law and order in society.

La teoría del desarrollo que se expresa a continuación, que trata en particular del desarrollo de las funciones cognitivas, no se puede en tender sin un análisis previo y detallado de los presupuestos biológicos que la originan y de las consecuencias epistemológicas que de ella se derivan. En efecto, el postulado fundamental que está en la base de las ideas aquí; resumidas, consiste en que se pueden encontrar los mismos problemas y los mismos tipos de explicaciones en los tres procesos siguientes: a. La adaptación de un organismo a su ambiente durante su crecimiento, junto con las interacciones y autorregulaciones que caracterizan el desarrollo del " sistema epigenético " (la epigénesis en su sentido embriológico siempre está determinada tanto interna como externamente). b. La adaptación de la inteligencia en el curso de la construcción de sus propias estructuras, que depende tanto de las progresivas coordinaciones internas como de la información adquirida mediante la experiencia. c. El establecimiento de relaciones cognitivas o, más en general, de relaciones epistemológicas, que no consisten en una mera copia de objetos externos, ni en un simple despliegue de estructuras preestablecidas dentro del sujeto, sino que implican más bien una serie de estructuras construidas progresivamente por medio de una interacción continua entre el sujeto y el mundo externo. Empezaremos con este último punto, en el cual nuestra teoría se aleja totalmente tanto de las ideas habituales de los psicólogos como del " sentido común " .
