Conceptual models help draw together, visualise and understand the issues and problems relating to actual or predicted situations and how they might be solved. In recent years, Pressure-State-Response (P-S-R) frameworks have been central to conceptualising marine ecosystem risk analysis and risk management issues and then translating those to stakeholders, environmental managers and researchers. It is axiomatic that society is concerned about the risks to the natural and human system posed by those pressures (thus needing risk assessment) and then is required to act to minimise or compensate those risks (as risk management). This document explores existing conceptual models of pressure-state change and refines these to produce a new model focusing on the way in which state change arises from the individual to the ecosystem level. BACKGROUND There is ample evidence for human alteration of Europe's regional seas, particularly the enclosed or partly enclosed Baltic, Black, Mediterranean, and North Seas. Accounts of habitat and biodiversity loss, pollution, and the decline of fish stocks in these economically, socially, and ecologically important seas demonstrate unsustainable use of the marine environment. At the same time, there is an insufficient quantity and quality of information to enable purely evidence-based management of Europe's seas despite this being a declared goal of many decisionmakers; for example, less than 10% of the deep sea has been systematically explored (UNEP 2006). Evidence-based management alone is rarely possible in situations with complex value-laden policy options (Greenhalgh and Russell 2009), and unfortunately, many of the most pervasive problems in the marine environment are "wicked" second-order problems (Jentoft and Chuenpagdee 2009): they are complex in nature and their management will often involve both winners and losers. Solutions to these problems involve less politically attractive, valuebased choices and may require long time lags before tangible results are observed. Fisheries management, habitat and species protection, competition for marine space, and invasive species are all examples of "wicked" problems. These are some of the biggest issues facing Europe's seas and are the major focus of this article and Special Feature.

This study introduces a framework for the monitoring and evaluation of spatially managed areas (SMAs), which is currently being tested by nine European case studies. The framework provides guidance on the selection, mapping, and assessment of ecosystem components and human pressures, the evaluation of management effectiveness and potential adaptations to management. Moreover, it provides a structured approach with advice on spatially explicit tools for practical tasks like the assessment of cumulative impacts of human pressures or pressure-state relationships. The case studies revealed emerging challenges, such as the lack of operational objectives within SMAs, particularly for transnational cases, data access, and stakeholder involvement. Furthermore, the emerging challenges of integrating the framework assessment using scientific information with a structured governance research analysis based mainly on qualitative information are addressed. The lessons learned will provide a better insight into the full range of methods and approaches required to support the implementation of the ecosystem approach to marine spatial management in Europe and elsewhere.
