The first pretrial-release-decision guidelines—then referred to as bail guidelines—were introduced experimentally in Philadelphia’s Municipal Court in 1981. This book has described the experiences of three “second-generation” jurisdictions that tested the pretrial release guidelines approach. It is also fair to say that the need to focus on judicial responsibility in pretrial-release and detention determinations has also not gone away.
